MINUTES
AUGUST 15, 1985
The August 15, 1985 Prior Lake Planning Commission meeting was called to order by
Chairman Felix at 7:30 P.M. Present were Commissioners Loftus, Larson and City
Planner Graser. Absent was Commissioner Roseth.
The minutes of the August 1, 1985 meeting were amended as follows: Paragraph 1,
line 3, change "Citiy" to "City ". Motion by Arnold to approve the minutes as
amended, seconded by Loftus. Upon a vote taken, the motion was duly passed.

Item i, Len Grassini request for Conditional Use Permit for 14277 Shady Beach
Trail. No one was present to represent the applicant.
City Planner Grazer commented that the Conditional Use Permit request be
declared null and void.
Motion by Loftus to declare the Conditional Use Permit request by Len Grassini
for 14277 Shady Beach Trail null and void since no presentation from applicant
and notices were sent out to area residents, seconded by Larson. Upon a vote
taken the motion was duly passed.
Item ii, U.S. Entertainment Corp request for Conditional Use Permit for a
Directional Sign located at intersection of County Load 23 and Highway 13. Pam
Fahr legal assistant for Minnesota Horse and Hunt Club was present to answer
questions.
Pam Fahr presented pictures of the Directional Sign and commented that the
requirements for the sign have all been met. Permission from McDonalds to locate
the sign on their property is currently being sought.
City Planner Graser commented per mono dated August 13, 1985.
Notion by Larson to grant approval of Conditional Use Permit for Directional
Sign located at intersection of County Road 23 and Highway 13 for the Minnesota
Horse and Hunt Club contingent upon City Staff receiving verification that
McDonalds grants permission for the signage site, seconded by Arnold. Upon a
vote taken the motion was duly passed.

At this time a 5 minutes recess was celled.
The meeting resumed at 8:13 P.M.
Item III, Final Draft - Ethics. City Planner Graser presented the draft to the
Commissioners.
Motion by Larson to adopt the Code of Ethics as they appear, seconded by Arnold.
Upon a vote taken, the motion was duly passed.
Item IV, Revise of section 7.8 of Zoning Code. City Planner Graser presented
the revision to declare a variance null and void after 1 year from application.
Motion by Arnold for favorable approval for the redraft of Section 7.8 of the
Zoning Code, seconded by Lof:.us. [mon a vote taken, the motion was duly passed.
Motion by Arnold to adjourn the August 15, 1985 Planning Commission meeting,
seconded by Larson. Upon a vote taken, the motion was duly passed. The meeting
adjourned at 9:00 P.M.

AUGUST 1, 1985
The August 1, 1985 Prior Lake Planning Commission meeting was called to order by
Chairman Felix at 7:30 P.M. Present were Commissioners Loftus, Larson, Roseth
and Citiy Planner Graser. Absent was Commissioner Arnold.
Motion by Larson to approve the minutes as presented, seconded by Loftus. Upon
a vote taken, the motion was duly passed.
item I, Len Grassini request for Conditional Use Permit for 14277 Shady Beach
Trail.
City Planner Graser camnented that the applicant requested a continuation for 2
weeks.
Notion by Larson to continue the Len Grassini request for a Conditional Use
Permit for 14277 Shady Beach Trail until August 15, 1985 at 7:35 P.M., seconded
by Loftus. Upon a vote taken, the motion was duly passed.
At this time there was discussion regarding the Ethics of the Planning
Commission. City Planner Graser persented a mesa to the Commissioners. Also
it was requested the Ethics be adopted at the next Planning Commission meeting.
Item II, Greg Schweich request for variance extension for Lots 3 and 4 Breezy
Point. Greg Schweich was present to answer questions.
Discussion followed regarding the request and variance verbage and area
notification.
No action was taken, Planner Graser will handle the situation administratively.
At this time Mayor Johnson complimented the Commissioners on recognizing a
problem and trying to come up with a solution and a decision for the applicant.
He also requested that the Commissioners notify Staff and the Council as soon as
possible of any verbage discrepancies which may cane up in the future.
Notion by Loftus to adjourn the August 1, 1985 Planning Commission %eeting,
seconded by Larson. Upon a vote taken, the nation was duly passed. The meeting
adjourned at 9:10 P.M.
