MINUTES
FEBRUARY 21, 1985
The February 21, 1985 meeting of the Prior Lake Planning Commission was called
to order by Chairman Felix at 7:35 P.M. Present were Ocmmissioners Arnold,
Roseth, Larson, Loftus and City Planner Graser.
The minutes of the previous meeting were reviewed. Corrections as follows: page
1, paragraph 8, number 1 change "Obeerve" to "Maintain" and number 3 add 'zones"
after B-1 and an 's' on "area'. Motion by Larson to approve the minutes as
amended, seconded by Loftus. Upon a vote taken the motion was duly passed.
Item I, Brancale Construction request for a 5.5 foot side yard variance from the
north side property line for Lot 32 Boudin's Manor. Dave Brancale was present
to answer questions.
Dave Brancale stated that there would be no problem with staff's
recommendation.
City Planner Graser commented per memo dated February 7, 1985.
Motion by Loftus to approve a .5 foot variance from the south side property lice
and a 5 foot variance from the north side property line to remain consistent
with previous policy and it is not detrimental to the area, seconded by Larson.
Upon a vote taken, the motion was duly passed.
Item II, OGf Properties request for Park Ave. Townhomes - Preliminary P.U.D.
approval. Ted Schweich and Architect, Bruce Schmidt were present to answer
questions.
Bruce Schmidt, Architect, commented on the changes done on the P.U.D. such as:
Parking, green area, slopes /drop off, setback, curb, landscaping, units and run
Off.

City Planner Graser commented per memo dated 2/15/85. Mr. Graser also commented
per Charles Tooker's memo dated 2/7/85.
The Planning Ccnmissioners had concern for landscaping, run off and easements.
Motion by Larson to approve the Park Avenue Townhomes Preliminary P.U.D. subject
to:
1. Draintile be installed around the foundation of the garage in the
northeast corner of the site.
2. Immediately upon final grading all slopes in the northeast corner and
along the north property line be sodded and landscaped.
3. The playground area be constructed in conjunction with the first
phase.
4. The landscape plan be amended as suggested by Staff.
5. A utility easement be shown for the water line.
seconded by Loftus. Upon a vote taken, the motion was duly passed.
Motion by Arnold to adjourn the February 21, 1,985 meeting, seconded by Poseth.
Upon a vote taken, the motion was duly passed. The meeting adjourned at 9:00
P.M.

FEBRUARY 7, 1985
The February 7, 1985 meeting of the Prior Lake Planning Commission was called to
order by Chairman Felix at 7:30 P.M. Present were Commissioners Arnold, Loftus,
Larson, Roseth and City Planner Graser.
The minutes of the previous meeting were reviewed. Correction as follows: page
2, 2nd to ]last paragraph, 3rd line change "maximum unit space" to "'maximum use
of open space ". Motion by Arnold to approve the minutes as amended, seconded by
Larson. Upon a vote taken, the motion was duly passed.
Item I, James Refrigeration Company request for Zoning Code Amendment. Dick
Kvanbeck was present to represent the applicant.
City Planner Graser commented per memorandum dated 2 -4 -85.
Mr. Kvanbeck talking about the Co. Rd. 42 & Hwy 13, B-1 District commented that
the site is more than a convenience center, the site could handle an auto,
repair, service center solely self contained, population on the north side of
the lake warrants a business like this and would like some indication to
proceed.
There was no input from the audience.
The Planning Commissioners had concerns over a specific business installed in an
area that is highly visual and not appropriate for the area.
Motion by Felix to deny the petition to amend the Zoning Code
service and repair as a Oonditional Use in the B-1 Zone due to:
1. Observe the differences between the types of
business zones that already exist.
2. This action is based upon the space available
in the existing B-2 and B-3 zone.
3. In light of the proximity of B-1 to residential
area.
4. In light of the types of commercial enterprises
contemplated in the change and the potential affect
of those businesses upon the adjoining residential
areas
5. Based upon the intent and purpose of the B-1 zone
that allows the traffic, the exposure, nature, storage
needs, visual impression and type of structure
required to house those businesses that the action
proposed be taken.

Item II, variance request by Brancale Construction Lot 32 Boudin's Manor.
Citv Planner Graser stated that Mike Brancale reque -d a continuation for 2
weeks.
Potion by Loftus to continue the variance to Februa 21, 1985 at 7:30 P.M.,
seconded by Arnold. Upon a vote taken, the motion , s duly passed.
Discussion followed on the concerns for Prior Lake'S future.
Motion by Roseth to adjourn the Prior Lake Planning Comnission meeting of
February 7, 1985, seconded by Loftus. Upon a vote taken, the motion was duly
passed. The meeting adjourned at 9:30 P.M.
