JULY 18, 1985
The July 18, 1985 Prior Lake Planning Commission meeting was called to order by
Chairman Felix at 7:30 P.M. Present were Commissioners Arnold, Loftus, Larson,
Roseth and City Planner Graser.
Motion by Roseth to approve the minutes as amended:
second gage, item 3. delete "of" and add "within the"
second page, item 4, delete the first "and" add "along with"
second page, item 4. delete the last word "Commission" add "Community"
seconded by Loftus. Upon a vote taken, the motion was duly passed.
Item I, Karl Bohn variance request for Lot 5 and South 1/2 of Lot 6 North
Gram wood. Karl Bohn, contractor, and Jerry Miller, property owner, were
present to answer questions.
City Planner Graser commented per memo dated July 18, 1985.
Abutting property comer Jeff Dousette commented that he would like the house
flipped flopped on the plans for privacy sake.
The Commissioners had concern over the 0 lot line and hardship for a north side
yard variance.
Motion by Arnold to grant a 45 foot lakeshore, a 5 foot north side yard, a 2
foot south side yard and a 25 foot front yard variance for Lot 5 and south 1/2
of Lot 6 North Grainwood, seconded by Roseth. Discussion followed. Upon a vote
taken, 1 aye, 3 nay, the motion failed.
At this time the applicant requested to return at the end of the Agenda.
Chairman Felix granted the request.
Item II, Bruce C. Lindell variance request for a 5 foot east side yard and a
3.25 foot lakeshore variance for Lot 6 and part of Lot 5 Candy Cave Park.

Mr. Lindell commented on the request and presented an Exhibit "A" for the
Comaission.
City Planner Graser commented per memo dated July 18, 1985, also presented a
slide of the property.
Mr. Ruben, 5360 Candy Cove Trail, commented that the house would extend out 16
feet beyond his house. Also he granted an easement for drainage across the
subject site to Eagle Creek Township many years ago.
The Commissioners commented on the averaging and would like to see the house
moved back 10 feet, also the storm sewer would go along the lot line.
Notion by Larson to grant a 5 1/2 foot southwest side yard variance and no
lakeshore variance for Lot 6 and part of Lot 5 Candy Cove Park, seconded by
Loftus. Upon a vote taken, the motion was duly passed.
Item III, Marge and Calvin Ells variance request for a 36 foot lakeshore, a 2.2
foot side yard from the west property line and a 2 foot side yard from the east
property line and a 5 foot front yard variance for Lot 56 Northwood.
Marge Ells commented on the request and present Exhibit "A ".

Notion by Roseth to grant a 36 foot lakeshore variance, a 2.2 foot side yard
variance from the west property line and a 2 foot side yard variance from the
east property line and a 5 foot front yard variance for Lot 56 Northwood,
seconded by Loftus. Upon a vote taken, the motion was duly passed.
At this time Chairman Felix called a 5 minute recc-ss.
The meeting resumed at 8:50 P.M.
item iv, Tom Steffens, Priorwood 5th Addition Concept Plan approval request.
Tan Steffens, developer, Jim Parker, engineer, and Joe Bnoblaugh, develolvr were
pesent to answer questions.
Tom Steffens commented that they met with the Willows homeowners on tro
occasions and the concerns from the meetings were: 1. Location of ponding 2.
Traffic flow and 3. Size of lots. Also Mr. Steffens presented a memo to the
Commissioners and Staff dated July 12, 1985 and stated that the Priorwood
developers are trying to accommodate the area property owners and everyone.
City Planner Graser commented per memo dated July 18, 1985.
At this time input was asked from the audience.
Dan Milligan, President of Willow Beach Association, commented that the
developer has been working with the neighborhood. Also does not want Willow
Beach Trail to connect to future Dreyfus Avenue and presented a petition
opposirg the extension signed by the Willows area property owners.
LAI
Al Schneider, 3649 Willow Beach Trail, opposed the extension of Willow Beach
Trail.
Lowell Riech, 3526 Willow Beach Trail, commented that he was the 4th property
owner in the area and does not want any more traffic which a through street on
Willow Beach Trail would create. Dreyfus is O.R.
Don Snyder, 3618 Willow Beach Street, stated he was not notified and opposes the
through street to Dreyfus.
Bob Rordich, 3486 Willow Beach Trail, commented that the assessments are too
high for retired people in the area.
Chuck Garetz, 3457 Willow Beach Trail, commented that he opposes the
thoroughfare and felt a study is needed on water run off.
John Staupe, 3670 Willow Beach Trail, commented that the majority of the
drainage goes into the lake and the narrow streets make it difficult for a
thoroughfare.
Dick Felch, 3531 Willow Beach Trail, commented that their is a concern on
assessments, water control, and traffic safety in the Willow Beach area.
George Sedlack, 3454 Willow Beach Trail, objected to the through street and
aged assessments.
Barb Wood, 16752 Bay Avenue, bad concern over a road no one wants, small lots
next to her large lot, devaluation of property and assessments.
Jonathan Cohen, 3581 Willow Beach Trail, opposed to smaller lots and the sewer
assessments should be responsibility of the developer.
Ron Bentler, 16446 Inguadona Beach, commented that his property is now 2 feet
off Dreyfus and with heavy traffic cars could be in his house since he's so
close if someone lost control.
Nick Modders, 3598 Willow Beach Trail, opposed to any connection of through
streets and felt planning is inadequate for traffic flow.
Gene White, 3371 Syamore Trail, opposed a busy through street in a quiet
neighborhood.
David Landor, 3589 Willow Beach Street, opposed to a connection and felt there
is no further need for police, fire and emergency vehicles to have access in
this location.
Doug Berg, 3709 Willow Beach Trail, opposed to connection street going though.
Dan Milligan, 3669 Willow Beach Trail, we just want you (Commissioners) to
listen.
Pam Milligan, 3669 Willow Beach Trail, commented on the access off Highway 13
with approval from the State.

tat Holiick, 3 -5749 Bay Avenue, commiented that more development, more people,
more taxes, more schools will tax us out.
The Planning Commissioners had axmnents on the storm sewer, lot sizes, street
connection, safety routes, zoning, property valuation, and walkways.
motion by Roseth to recoammend approval to the City Council the concept plan of
Priorwood 5th Addition, Willows Neighborhood Plan, 1st phase with the following:
1. Large lot sizes on the west side of Dreyfus be 100 feet frontage with
40 foot frontage on the east side of Dreyfus.
2. Staff explore all alternatives which are acceptable to City Staff but
yet acceptable to the developer which would eleminate an areawide
assessment if possible.
3. Willow Beach Trail and Basswood Road not connect through but there be a
pedestrian access allowed between neighborhoods.
seconded by Arnold. Upon a vote taken, 3 aye, 1 nay by Larson, the motion
carried.
At this time £ten I, variance request by Karl Bohn was recalled. Jerry Miller
the property owner and Karl Bohn contractor were present.
Jerry Miller canmented that there is a hardship on this lot with the water line,
the lot size and the lake.
Discussion followed by the Commissioners.
Motion by Roseth to approve a 47 foot lakeshore, a 2 foot south side yard, a 5
foot north side yard and a 23 foot front yard variance for Lot 5 and South 1/2
of Lot 6 North Grainwood, since the Commission has granted such a variance
previously, and has Calmut Avenue as a hardship, and contingent upon Staff's
investigation of the watenmain on the property, seconded by Larson. Upon a vote
taken, 4 aye, 1 nay (Felix) the motion carried.
At this time the Oammission extended their congratulation to Mr. & Mrs. Tom
Loftus upon the birth of their daughter.
Also congratulations were extended to Commissioners Loftus, Roseth and Arnold on
reappointment.
The tour of Prior Lake by the Om nissioners was set up for Wednesday, August 14,
1985 and meeting at City Ball at 6:30 P.M.
Motion by Arnold to adjourn the July 18, 1985 Planning Commission meeting,
seconded by Larson. Upon a vote taken, the motion was duly passed. The meeting
adjourned at 11:25 P.M.
