The March 21, 1985 Prior Lake Planning Commission meeting was called to order by
Chairman Felix at 7:30 P.M. Present were Commissioners Arnold, Larson, Loftus,
Roseth, and City Planner Graser.
The minutes of the previous meeting were reviewed. Correction as follows: to add
"Motion by Arnold to adopt the resolution establishing the Tax Increment Financing;
District, seconded by Loftus. Upon a vote taken, the motion was duly passed. Motion
by Arnold to accept the minutes as corrected, seconded by Larson. Upon a vote taken,
the motion was duly passed.
Item I, Zoning Ordinance Discussion on Auto Service and Repair District.
City Planner cammented per memo dated March 18, 1985.
Mike Mickunda, a contractor, felt a B-1 Conditional Use would be suited for this
classification of auto service and repair. Be felt Co. Ara. 42 and State Biway 13
will be an all business district development in 3 -4 years.
The Planning Commissioners had concerns over this type of business in B-1 District,:
this type of business next to residential areas, and should there be a major and
minor classification for auto service and repair.
Motion by Larson to recammerd to City Council a Conditional Use of retail convenience
stores that sell motor fuel as well as other retail goods and service not necessarily
related to automobile service be a Conditional Use in a B-1 District, and Permitted'
in B-2 and B-3 District, seconded by Arnold. Upon a vote taken, the motion was duly:
passed.
Motion by Larson to recoomend to City Council to amend the Zoning Code to replace'
Auto Sales, Service and Repair with Automobile repair Major and Minor and make Auto
Sales a separate use all of which are to be permitted in both B-2 and B-3 Districts .
with the following definitions to be included in the Zoning Code:
1. Automobile Repair Maio; - shall mean general repair, all body work,
painting, framework, replacement of engines and transmission on cars and
trucks.

2. Autamobile Repair, Minor - shall mean the replacement of any part or repair
of any part which does not require; the removal of the engine, engine head
or pan, transmission or differential, upholstering service, glass
replacement, lubrication when said service as stated above is applied to
passenger automobiles and trucks not in excess of a three - quarter ton
rating.
seconded by Arnold. Upon a vote taken, 4 ayes and Commissioner Loftus abstained. The
motion carried.
At this time a 4 minute recess was called.
The meeting resumed at 8:55 P.M.
Item II, Priorview Preliminary F.U.D. 2nd Phase approval request. Tan Steffens and
Mr. Parker were present to answer questions.
City Planner Graser commented per mono dated March 15, 1985.
Discussion followed by the Planning Commissioners.
Motion by Loftus to approve phase 3A construction of Priorview P.U.D. Preliminary
Plan contingent upon:
1. Priorwood Drive be changed to Priorwood Street.
2. Two rows of hay bales east and south of Five Hawks Avenue and Priorwood
Drive.
3. All disturbed areas must be sodded as soon as practical.
4. Two additional access walks most be constructed adjacent to units 10 and
20.
5. One diagonal walk from the stairs between units 15 and 16 to the entrance
walk for unit 16.
6. The courtyards be defined (concrete vs, plantings).
7. Preserve natural overstory in the southeast corner.
8. Move deciduous trees to open area with 2 -1/2" diameter caliper minimum.
9. The location of the yew pots should be reviewed.
10. The foundation plantings mist be doubled.
11. The plant material in the courtyards must, at least, be doubled.
12. The contingencies as suggested by the City Engineer.
a) Specifications for server, water, street improvements.
b) The fire hydrant located on Priorwood Drive (Street) must be moved
about 120 feet to the east.
c) Drainage calculations must be submitted for the construction site.
d) The storm sewer in Five Hawks Avenue must be located deeper to prevent
freezing.
13. Holly Court plat not be included in this plan.
14. A sidewalk between units 4 and 5 adjacent to the curb.
15. A landscape plan be submitted acceptable to staff.
seconded by Larson. Upon a vote taken, the motion was duly passed.
Motion by Roseth to adjourn the March 21, 1985 Planning Commission meeting, sew
by Arnold. Upon a vote taken, the motion was duly passed. The meeting adjourned at
10000 P.M.

MARCH 12, 1985
The March 12, 1985 Prior Lake Planning Commission meeting was called to order by
Chairman Mike Felix at 9:00 P.M. Present were Commissioners Loftus, Arnold,
City Planner Graser, and Consulting Planner Tschida. Absent were Ccmmissicners
Roseth and Larson.
The minutes of the February 21, 1985 meeting were reviewed. Notion by Arnold to
approve the minutes as presented, seconded by Felix. Upon a vote taken, the
motion was duly passed.
Ed Tschida presented details of the Tax Increment Financing District. City
Planner Graser discussed the rationale for the developnent district boundaries.
Motion by Arnold to adopt the resolution establishing the development district,
seconded by Loftus. Upon a vote taken, the motion was duly passed.
Notion by Arnold to adjourn the March 12, 1985 Planning Commission meeting,
seconded by Lotus. Upon a vote taken, the motion was duly passed. The meeting
adjourned at 9:45 P.M.
