April 19, 1984
The April 19, 1984 meeting of the Prior Lake Planning Commission was called
to order by Chairman Arnold at 7:30 P.M. Present were Commissioners Roseth,
Felix, Larson and Loftus and City Planner Graser.
The minutes of the previous meeting were reviewed. Motion by Roseth to
approve the minutes as presented, seconded by Larson. Upon a vote taken,
the motion was duly passed.
Item I, Ken Storm, Preliminary Plat Subdivision Hearing was called to order.
No one was present to represent the applicant.
City Planner Graser commented that the property owners within 300 feet
were not notified as required by City Ordinance therefore, Staff is
recommending a contination for 2 weeks.
Motion by Roseth to continue the Ken Storm Preliminary Plat Subdivision
Hearing to 7:35 P.M. on May 3 , 7.984, seconded by Felix. Upon a vote taken,
the motion was duly passed.
Motion by Felix to close the Preliminary Plat Subdivision Hearing for Ken
Storm, seconded by Loftus. Upon a vote taken, the motion was duly passed.
Item II, General Discussion on Shakopee Racetrack impact.
City Planner Graser commented on the subject per memorandum dated 4- 18 -84.
The Planning Commissioners had several concerns espcially making changes too
soon.
Motion by Larson that the construction of the horse race track in Shakopee
may have the effect of some residential and /or commercial growth in the City
of Prior Lake. However, such growth must be controlled and limited by the
Comprehensive and Capitol Improvement Plans already in effect. Particularly
with respect to development along County Road 42. We must endeavor to ensure
that the growth in Prior Lake is positive and enhances the quality of life
in Prior Lake. Probably no significant changes to the current zoning ordinance
are immediately necessary. We suggest that data regarding the impact of race
tracks on other cities on the periphery of the race track sites be evaluated
by the City of Prior Lake if such data exists. Further, this situation re-
garding growth and development resulting from the promitiy of the track again
points out the importance of the Planing Commission engaging in timely,

broad based review of all proposed development within the community
in conjunction with the City Council. Seconded by Felix. Upon a vote
taken, the motion was duly passed.
Motion by Larson to adjourn the April 19, 1984 Planning Commission
meeting, seconded by Arnold. Upon a vote taken, the motion was duly
passed. The meeting adjourned at 9:40 P.M.

April 5, 1984
The April 5, 1984 meeting of the Prior Lake Planning Commission was called
to order by Chairman Arnold at 7:30 P.M. Present were Commissioners Felix,
Larson and Loftus and City Planner Graser. Absent was Commissioner Roseth.
Minutes of the previous meeting were reviewed. Motion by Loftus to approve
the minutes as presented, seconded by Larson. Upon a vote taken, the motion
was duly passed.
Item I, Brad Nelson, Conditional Use Permit request. Mr. Nelson was present
to answer questions.
Mr. Nelson commented that it is a 4 unit townhouse project in Woodview Estates
basically staying in the same format as set forth previously. The only diff-
erence is the change from quad homes to townhouses.
City Planner Graser commented per memorandum dated April 2, 1984.
At this time audience input was called for.
Greg Sedivy, 17308 Sunray Circle SW, commented that the traffic could be a
problem with people backing onto Sunray and there are several blind spots
on this road.
The Planning Commissioners had concerns over landscaping, snow and garbage
removal, drainage, driveway access and the center row houses.
Motion by Larson to approve the Conditional Use Permit for Woodview Estates
upon:
1.) Alteration of individual driveway to radius the driveway access
onto Sunray as per staff's approval.
2.) Addition of at least 4 parking spaces and turnabout at the end
of center driveway as per staff's approval.
3.) The center drive be widened to 30 feet.
4.) Individual driveways onto the center drive be radius to facilitate
snow removal as well as access.
5.) Submission of a revised landscape plan showing privacy and line
of sight, vegetative berming between major building cluster,
elimination of sight line interruption at driveway curb cuts.
Such landscape design approved by staff.
6.) Grading plan originally submitted may be amended to conform to the
revised development configuration.

Motion by Felix to approve the Replat of Woodview 1st Addition, seconded
by Loftus. Upon a vote taken, the motion was duly passed.
Motion by Larson to close the Subdivision Hearing, seconded by Felix.
Upon a vote taken, the motion was duly passed.
Item III, Woodview 2nd Addition, Subdivision Hearing was called to order.
Skip Reebie and Len Grassini were present to answer questions.
Skip Reebie commented on the Subdivision request stating that it is a
Replat of existing lots showing location and legal descriptions.
City Planner Graser commented per memorandum dated April 2, 1984.
Motion by Loftus to approve the Replat of Lots 12 -20 Block 1, Woodview 2nd
Addition subject to:
1.) Utility easements which run parallel to existing side property
lines must be vacated before final plat approval.
2.) Any additional utility cost which results because of this
replat must be born by the applicant.
seconded by Larson. Upon a vote taken, the motion was duly passed.
Motion by Larson to close the Subdivision Hearing for Woodview 2nd Addition
seconded by Felix. Upon a vote taken, the motion was duly passed.
Item IV, variance continuation for Lots 3 and 4 Breezy Point for Schweich
Construction. Ted and Greg Schweich were present to answer questions.
Ted Schweich commented on the setback changes for Lot 3 & 4 Breezy Point.
City Planner Graser commented on the variance request and changes that
were made since the first presentation.
At this time audience input was called for.
Jeff White, 15390 Breezy Point Road, stated that his opinion is the same
as 3 weeks ago, too much on too little area, the traffic is a problem,
and this would not produce a balanced neighborhood.
Harry Schultz, 15410 Breezy Point Road, agreed with Mr. White, too much
density in the area, doesn't fit, road is narrow, and parking could be
a problem.
EC. Doebel, 15365 Breezy Point Road, commented that the lots are too small
and no garage for parking could be a real problem.
Mrs. Doebel, 15365 Breezy Point Road, commented that the whole area is so
small, parking is a problem, road is narrow, so many people turn around in
our driveway, too many houses in too small area.
The Planning Commissioners had concerns over the road, small lots for large
homes, off street parking, and amount of setbacks.

Motion by Larson to reinforce the variance limits established in the
North Grainwood plat. That is approve a 25 foot lakeshore setback;
a 5 foot setback for the common property line of Lots 3 and 4; a 10
foot setback for the south side property line of Lot 3 and north side
property line of Lot 4; a 20 foot front yard setback from the black-
top; a maximum coverage of 30% for lots 3 and 4 Breezy Point, second-
ed by Felix. Upon a vote taken, the motion was duly passed.
Item V, Donald Kruschke, variance request for Tract 0, R.L.S. #I.
Mr. Kruschke was present to answer questions.
Mr. Kruschke commented on the request stating that the addition can
only be placed with a variance due to topography and how the existing
structure was placed on the lot.
City Planner Graser commented per memorandum dated April 5, 1984.
Motion by Loftus to approve a 19.5 foot rear yard variance for Tract 0,
R.L.S. 111 since it is not detrimental to the general health and welfare
of the community, seconded by Felix. Upon a vote taken, the motion was
duly passed.
At this time a 5 minute recess was called.
The Planning Commission meeting resumed at 10:10 P.M.
Item VI, Melvin Rettman, Concept Plan Subdivision discussion.
The Planning Commissioners suggested reducing the large amount of black-
top, to consider runoff, access and egress, parking areas, ownership,
green space, maintenance and implementation.
Motion by Loftus to adjourn the Planning Commission meeting of April 5,
1984, seconded by Larson. Upon a vote taken, the motion was duly passed.
The meeting adjourned at 10:45 P.M.
