Call to order PUBLIC HEARING BOB & CINDY BOEGEMAN ANIMAL ORDINANCE EXPANSION OF NON - CONFORMING USE - HOLLYWOOD INN (012) 447.4230 4629 DAKOTA STREET S.E. P.O. BOX 369 PRIOR LAKE, MINNESOTA 55372 CITY OF PRIOR LAKE PLANNING COMMISSION MINUTES - July 19, 1984 The Suly 19, 1984 meeting of the Prior Lake Planning Commission was called to order by Vice Chairman Felix at 7:40 P.M. Present were Commissioners Roseth, Larson, Loftus and City Planner Graser. Commissioner Arnol arrived at 8:00 P.M. The minutes of the previous meeting were reviewed. Motion by Roseth to approve the minutes as p r esented, seconded by Larson. Upon a vote taken, the motion was duly passed. Item I, Public Hearing on Animal Ordinance of the Zoning Ordinance, Section 4 was called to crder. Marty Schmidt, Administrative Assistant intern with the City of Prior Lake commented per memo dated July 16, 1984. At this time audience input was given. Roseanne Campagnoli asked if the 10 acres requested had to be owned or could it be leased, also "Grandfather Land" those people who already have livestock in the City limits. Jerry Camp .ignoli asked it the 10 acres is mandatory and felt at least that much is needed for 2 or more animals. The Planning Commissioners had concerns over number of animals allowed, contiguous acres, Grandfather clause, health problems, definition of livestock, existing situations, commercial operation, and enforcement of ordinance. Motion by Larson to continue the Public Hearing to get better definitions and answers to August 16, 1984, seconded by Roseth. Upon a vote taken, the motion was duly passed. Motion by Roseth to close the Public Hearing, seconded by Loftus. Upon a vote taken, the motion was duly passed. Item II, Hollywood Inn request for expansion of a Non- conforming Use. Cindy and Bob Boegeman,owners, were present to answer questions. Also Greg Rothnem,attorney, was present. (612) 447.4230 4629 DAKOTA STREET S.E. P.O. BOX 360 PRIOR LAKE, MINNESOTA 55372 PLANNING COMMISSION MINUTES JULY 19, 1984 Greg Rothnem representing the Boegeman's business commented on the background of the establishment, the improvements to the interior and exterior with 2 changes in the request: 1. a drive through in the front of the buildirg to accomodate large truck /semi- trailer 2. the employee parking in the rear be completed or eliminated at the time of petition for the vacation of the roadway. Also comment- ing that cost is a factor with so much to do. City Planner Graser presented slides and commented per memo dated July 13, 1984. Dill Duefert, 16730 Northwood Road N.W., commented on the family restaurant, good food, and no noise problems, and no cars parking around his place. Barb Johnson, 2743 Spring Lake Road, west of the property commented on the improvements, and nice place to take family and friends. Larry Schomer, patron, felt this is a family place, not rowdy and very traditional. At this time Chairman Arnold read letters received from area residents. Exhibits 1 -5 all in favor of the Hollywood Inn expansion. The Planning Commissioners had concerns and comments on traffic, the phases, parking, sidewalks, plantings, delivery trucks, area residents' privacy, and road vacation. Motion by Larson to approve the expansion plan subject to the conditions in the proposed site plan for the Hollywood Inn Conditional Use: Phase I completed on or before September 30, 1984: 1. West crushed rock surface parking lot with railroad tie enclosure (26 spaces). 2. Concrete & timber trash enclosure in west parking lot. 3. Cottoneaster hedge adjoining west & south property line. 4. Ten (10) 5 -6' Norway Pine a. West property line (7). b. Between restaurant & trash enclosure (2). c. South of employee parking (1). 5. Foundation planting (west - south - east) around restaurant. Phase 1I completed on or before September 30, 1985: 1. Employee crushed rock surface parking lot with railroad tie enclosure (7 spaces). Applicant has option to eliminate parking lot and grade and seed or implement a staff plan with access from Center Road. 2. Grading & seeding north of restaurant for volleyball area. 3. Common Lilac hedge west of employee parking. 4. Jackmans Potentilla link between stone posts along County Road #12. 5. Green Ash shade trees (5). 6. Concrete steps to west parking lot. PLANNING COMMISSION MINUTES JULY 19, 1984 Phase III completed on or before September 30, 1987: 1. East crashed rock surface parking lot with railroad tie enclosure,(22 spaces) - regrade to approximate level of west lot. 2. Remove existing south parking area and construct 12 foot driveway with no parking provision. 3. Grading & seeding south of restaurant for primary entrance. 4. Crushed rock walking connection between parking lots & restaurant. 5. Concrete steps to east parking lot. 6. Green Ash shade trees (2) - immediately south of restaurant. 7. Common Lilac hedge north of east parking lot. 8. Clavey's Dwarf Honeysuckle (30) adjoining main entrance. 9. Concrete sidewalks to connect crushed rock walking path. and if the items are not completed on those timely dates the applicant will be in violation of the zoning ordinance and staff will proceed with closing the room expansion of the Hollywood Inn, seconded by Roseth. Upon a vote taken, the motion was duly passed. Motion by Felix to adjourn the Planning Commission meeting of July 19, 1984, seconded by Larson. Upon a vote taken, the motion was duly passed. The meeting was adjourned at 10:40 P.M.
