BOX 369 PRIOR LAKE, MINNESOTA 55372 CITY OF PRIOR LAKE PLANNING COMMISSION - MINUTES - March 15, 1984 The March 15, 1984 meeting of the Prior Lake Planning Commission was called or order by Chairman Arnold at 7:30 P.M. Present were Commissioners Roseth, Larson, Loftus, Felix and City Planner Graser. Minutes of the previous meeting were reviewed. Motion by Loftus to approve the minutes as presented, seconded by Larson. Upon a vote taken, the motion was duly passed. Item I, Schweich Construction Variance requests for Lots 3 and 4 Breezy Point. Cy, Ted, and Greg Schweich were present to answer questions. Ted Schweich commented on the variances stating that the property was small, but felt that proposed homes would be saleable and to build homes reflecting lakeshore prices will require variances. In doing research Ted stated he did not feel the requested variances were setting any precedent. City Planner Graser commented per Memo dated March 15, 1984. At this time letters were read from: Floyd B. Theodorson, Mr. & Mrs. Richard Walsh and Mary Ellen Walsh, Lowell Ek, and Erhard C. Appel all of Breezy Point Road and opposing the variances. "Exhibit A,B,C,D" for the record. Jeff White, 15390 Breezy Point Road, commented that this is a young neighborhood with children and a traffic problem. Also 2 more homes in this area is not in the best interest of the neighborhood and community. Mike Benedict, 15380 Breezy Point Road, commented on the density being too high on this proposal. Ed Doebel, 15365 Breezy Point Road, felt two houses for two lots was too much. Roxanne Doebel, 15365 Breezy Point Road, felt that the traffic is a real problem with many vehicles backing into their driveway and turning around. Also too much density would not be desirable. Larry Schneider, 15430 Breezy Point Road, stated that the concerns are density, parking, and decrease of property value. (612) 447.4230 4629 DAKOTA STREET S.E. P.O. BOX 359 PRIOR LAKE, MINNESOTA 55372 The Planning Commissioners concerns were over topographv, parking, street width, precedence Setting, uniqueness of property, hardship, aesthetics and consistency with previously approved variances. Motion by Larson to continue the hearing until April 5, 1984 at 9:00 P.M., seconded by Felix. Upon a vote taken, the motion was duly passed. At this time a 5 minute recess was called. The meeting resumed at 8:50 P.M.. Item II, Conditional Use Permit request by Schweich Construction to construct a twin home on Lot 6 and the south 30 feet of Lot 7 First Addition to Lakeside Park. Cy, Ted, and Greg Schweich were present to answer questions. Ted Schweich commented on the request stating that they felt this twin home was in conformance. with the neighborhood. They have 3 alternatives for the Lot: 1. Twin Home. 2. Backlot access for 68 families in Lakeside Park. 3. Single family home on the 50 foot record lot and backlot access over the remaining 30 feet. City Planner Graser commented per Memo dated March 15, 1984. Archie Pavek abutting neighbor stated: 1. R -1 zoned residential should be single family. 2. 3 -4 years ago buffer homes to the East were required single family so jumping to a twin home is not conducive. 3. The square footage of the lot seems to be miscalculated and is less than stated by the applicant. Mr. Pavek stated he was against the proposal. Motion by Felix to deny the Conditional Use Permit request to construct a twin home on Lot 6 and the south 30 feet of Lot 7 First Addition to Lakeside Park as presented because it is not consistent with R -1 lakeshore development, seconded by Larson. Upon a vote taken, 3 ayes, 1 naye, the vote carried. Item III, Informal Discussion on Downsizing. City Planner C,raser commented on two articles sent to the Commissioners: "Less Space, More Demand" and "Downsizing Gracefully ". These articles discuss the forces which have brought about the demand for downsizing. Mayor Johnson commented that other areas and states have dealt with this. The Commissioners commented that consideration should be given to density, lot size, runoff, mixed neighborhoods, cost, interest rates, assessments, quick reaction to a quick need could cause a lot of problems. Motion by Larson to adjourn the Planning Commission meeting of March 15, 1984, seconded by Loftus. Upon a vote taken, the motion was duly passed. Call to order PUBLIC HEARING (672) 447.4230 4629 DAKOTA STREET S.E. ZONING CODE AMENDMENT P.O. BOX 359 PRIOR LAKE, MINNESOTA 55372 CITY OF PRIOR LAKE 4a or PLANNING COMMISSION - MINUTES - March 1, 1984 The March 1, 1984 meeting of the Prior Lake Planning Commission was called to order by Vice Chairman Felix at 7:30 P.M. Present were Commissioners Roseth, Larson, Loftus and City Planner Graser. Chairman Arnold arrived for the Public Hearing. Minutes of the previous meeting were reviewed. Corrections on spelling as follows: Page 1, paragraph 7 delete the "e" on traffic Page 2, paragraph 8 under A. Engineering, Number 2 second line change "exist" to "exit" Motion by Roseth to approve the minutes as amended, seconded by Loftus. Upon a vote taken, the motion was duly passed. Item I, the Public Hearing for Zoning Code Amendment regarding House Moving was called to order. City Planner Graser commented per Memo dated February 28, 1984. The Planning Commissioners had concerns regarding future ramifications if Section 7.7 of Zoning Code was totally deleted. Motion by Larson to recommend to the City Council that Section 7.7 be stricten from the City Zoning Code and that Section 4.1 paragraph P should be added to read as follows: Houses or other structures may not be moved into or within the City Limits, however houses or other structures may be moved out of the City Limits. The site of any structure moved out of the City Limits must be back filled to match existing grade and suitable material cover shall be planted and the site reclaimed simultaneously with the more of the structure. The mover of the structure shall file with the City of Prior Lake prior to issuance of a permit to move the structure. a letter of credit in the amount equal to the cost of backfilling, planting, and reclaiming the site of the structure proposed to be moved. Structures in transit may be transporter'• through the City of Prior Lake provided that required permits are obtained from the City prior to transportation of the structure through the City and said structures may be moved between the hours of 1:00 A.M. and 5:00 A.M., seconded by Mike. Upon a vote taken, 3 ayes, 1 naye, the motion carried. (612) 447.4230 4629 DAKOTA STREET S.E. P.O. BOX 259 PRIOR LAKE, MINNESOTA 55372 Motion by Felix to close the Public Hearing for City Code Amendment on House Moving, seconded by Loftus. Upon a vote taken, the motion was duly passed. At this time discussion followed regarding the direction the City of Prior Lake is growing, regarding commercial, industrial, the downtown area and lakeshore property. Mayor Johnson invited the Planning Commissioners to the 4th Monday Council workshop. Motion by Larson that the Planning Commission urge the City Council to adopt an ordinance for the Management of Shoreland areas of the City of Prior Lake, seconded by Felix. Upon a vote taken, the motion was duly passed. Motion by Loftus to adjourn the Planning Commission meeting of March 1, 1984, seconded by Larson. Upon a vote taken, the motion was duly passed. The meeting adjourned at 9:25 P.M.
