MINUTES -
May 17, 1984
The May 17, 1984 meeting of the Prior Lake Fl anning Commission was called
to order by Chairman Arnold at 7:35 P.M. Present were Commissioners Roseth,
Larson, Loftus, Felix and City Planner Graser.
The minutes of the previous meeting were reviewed. Correction as follows:
first page, second line, first word, change or to "to ". Motion by Loftus
to approve the minutes as corrected, seconded by Felix. Upon a vote taken,
the motion was duly passed.
Item I, John Schumacher request for Conditional Use Permit for Big Cully's,
formerly Freddies on The Lake. Mr. Schumacher and Charles Wood, Architect
were present to answer questions.
Mr. Schumacher commented that a lot of money has been spent with plans to
complete a well designed restaurant with high standards.
Mr. Charles Wood, Architect commented on the proposal in regards to the
three phases set up for the project.
City Planner Graaer commented per memo dated May 14, 1984 also commenting
that at the time of the memo he did not know additional property was acquired.
At this time Chairman Arnold read a letter from area residents Bill and Patty
Richards with concern of increased traffic. Exhibit "A" .
Dick Busse, 3931 Green Heights, commented that in the 15 years he has lived
in the area 4 different owners have come in with promises which never materialized.
If this plan does go through there is a concern with traffic on the narrow street.
The Planning Commission had concerns with parking areas, noise, traffic, streets,
egress and ingress, and completion of the three phases.and area residents concern.
Motion by Larson to Planning Commission approve the First Phase of the renovation
of Big Cully's (formerly Freddies on The Lake) by issuing a Conditional Use
Permit stipulating that the First Phase; landscaping of top parking lot be completed,
the top parking lot be asphalted, that the lower 45 unit parking lot be improved
to a dust free surface, not necessarily asphalt, and that the driveway be widened
to 24 feet, and that Phase I lowest level deck be completed by the last day of
November 1984, and in the event that this goal is not accomplished the Conditional
Use Permit will be automatically revoked and Big Cully's will revert to its
present non - conforming status and current restaurant and bar base, seconded by
Felix. Upon a vote taken, 3 aye & 1 nay, the motion carried.

At this time a 5 minute recess was called.
The meeting resumed at 9:10 P.M.
Item II, James H. Michael request for 9.5 foot front yard variance
for Lot 11 Sunfish Bay. Mr. Michael was present to answer questions.
C'.ty Planner Graser commented per memo dated May 17, 1984.
M. Michael had no problem with Staff's recommendation.
Motion by Loftus to approve 4.5'front yard variance and a 5 foot side yard
variance for Lot 11 Sunfish Bay since it would be consistent with previous
Planning Commission policies and development characteristics of the area
and not detrimental to the general health and welfare of the community,
seconded by Roseth. Upon a vote taken, the motion was duly passed.
Item III, Charles Vig request for 6.7 foot side yard variance on the south
property lii.e and a 11 foot rear yard variance for Lot 53 Inguadona Beach.
Mr. Vig was present to answer questions.
Mr. Vig commented that he wanted a 22 X 32 foot garage but is willing to
compromise.
City Planner Graser commented per memo dated May 17, 1984.
At this time Mr. Vig presented a letter from Vern Pickus abutting property
owner with no objections to the request.
Ron gentler, 16446 Inguadona Beach, area resident commented that he had no
objections to this request.
The Planning Commissioners had a concern over the large variance request
and setback so close to the property line.
Motion by Larson to grant 5' side yard variance on the south property line
and a 1' rear yard variance for Lot 53 Inguadona Beach for a 20'wide X 22'
deep garage, seconded by Loftus. Upon a vote taken, the motion was duly
passed.
Item IV, Economic Development Committee, Conditional Use request for signs.
City Planner Graser commented per memo dated May 14, 1984.
Motion by Roseth to approve the Conditional Use Sign Permit request for
the Economic Development Committee at the three proposed locations:
1.) corners of County Road 42 and Highway 13. 2.) Duluth and Highway 13.
3.) Highway 13 and 160th Street. and following the diagram submitted,
seconded by Loftus. Upon a vote taken, the motion was duly passed.
Motion by Larson to adjourn the Planning Commission meeting of May 17, 1984,
seconded by Felix. Upon a vote taken, the motion was duly passed. The
meeting adjourned at 9 P.M.

The May 3, 1984 meeting of the Prior Lake Planning Commission was called
or order by Chairman Arnold at 7:30 F.M. Present were Commissioners Felix,
Larson, Loftus and City Planner Graser. Absent was Commissioner Roseth.
The minutes of the previous meeting were reviAwed. Correction as follows:
Last paragraph, page 1, second to last line change "promitiy" to "proximity ".
Motion by Loftus to approve the minutes as corrected, seconded by Larson.
Upon a vote taken, the motion was duly passed.
Item I, Ken Storm, Preliminary Plat Subdivision Hearing Continuation was
called to order. Mr. Storm was present to answer questions.
City Planner Graser commented per Memorandums dated April 16, 1984 and
May 1, 1984.
At this time audience input was asked for.
Marlis Bluedom wanted clarification on sewer and water service, road grading
and improvement and assessments.
Lawrence Schweich commented on the grading plans between this subdivision and
the Shangri -La subdivision.
The Planning Commission had concerns on grading, sewer and water location,
runoff, and the catch basin /ponding areas.
Motion by Larson to grant Preliminary Plat approval for Storm's 1st Addition
based on the Preliminary Plat map of grading & drainage plan submitted and
contingent upon the park dedication be in cash with the amount to be decided
by staff, secunded by Felix. Upon a vote taken, the motion was duly passed.
Motion by Loftus to close the Public Bearing for Preliminary Plat for Storm's
1st Addition, seconded by Felix. Upon a vote taken, the motion was duly passed.
At this time a 5 minute recess was called.
The meeting resumed at 8:30 F.M.
Item II, Brad Nelson variance request for Lot 17 and west ;I of 18 Northwood
Addition. Mr. Nelson was present to answer questions.

Mr. Nelson commented that in 1981 he had a survey company do a survey
for Lot 17 & 18 Northwood, drew up a single family building plan,
submitted it to the City, it was granted, inspections done by the
building inspector dnd no one noticed the setback was not in code.
The buyer at this time is requesting a variance before purchase.
City Planner Graser commented per memorandum dated May 3, 1984.
The Commissioners had concerns on how this could have happened.
Motion by Larson to grant a 29 foot lakeshore variance for Lot 17 and
West , of 18 Northwood Addition, seconded by Felix. Upon a vote taken,
the motion was duly passed.
Item lII, Paul & Jennifer Holmquist request for 5'7" west side yard
variance to construct a 24 X 24 foot addition to the home at 15283
Fairbanks Trail. Mr. & Mrs. Paul 'Holmquist were present to answer
questions.
City Planner Graser commented per memorandum dated Mav 3, 1904.
.Tames Space area neighbor =eked with staff's recommendation,of approval.
Manny Russo area resident was supportive of the addition.
Motion by Loftus to approve the 5'7" west side yard variance to construct
a 24 X 24 foot addition to the home at 15283 Fairbanks Trail, seconded
by Larson. Upon a vote taken, the motion was duly passed.
Under new business discussion followed regarding a topic on the Agenda
going before the City Council May 7, 1984 on Lakefront Park Concessions.
The Planning Commission requested Horst Graser, Director of Planning to
arrange with the Parks Director and Commission a Special Meeting within
two weeks for review of the parks.
Motion by Larson to submit to the City Council: Part of the scope . ,and
responsibilities of the Planning Commission is the review of the use,
application and development of City Parks within the context of City wide
development as affected by the Comprehensive Park Plan. Therefore ;: the
Planning Commission requests that the discussion of the concession pro-
posal for Lakefront Park be continued for 2 weeks so that the Planning
Commission may review the proposal and make a recommendation to the City
Council, seconded by Felix. Upon a vote taken, the motion was duly passed.
Motion by Loftus to adjourn the Planning Commission meeting of May 3, 1984,
seconded by Felix. Upon a vote taken, the motion was duly passed. The
meeting adjourned at 9:53 P.M.
