SOX 359 PRIOR LAKE, MINNESOTA 55372 CITY OF PRIOR LADE ® PRIOR LAKE PLANNING COMMISSION - MINUTES - February 18, 1983 The February 17, 1983 meeting of the Prior Lake Planning Commission was called to order by Chairman Roseth at 7:30 P.M. Present were Commissioners Foster, Fitzgerald, Arnold, Felix and City Planner Graser. The minutes of the previous meeting were reviewed. Motion by Foster to approve the minutes as written, seconded by Arnold. Upon a vote taken the motion was duly passed. Item I, Skip Reebie, variance requested was called to order. Mr. Reebie was present to answer questions. City Planner Graser commented per memorandum dated February 17, 1983. The Planning Commissioners felt this was precedent setting and should be carefully considered. Motion by Fitzgerald to approve the variance request for 25 foot front yard set back for Lots 21 -38 Woodview 1st. Add. since the i0es *e platted in accordance with the 25 foot set back requirement and should be developed as such and its not detrimental to the general health and welfare and these variances will run concurrent with the land indefinitely and will not expire after one year, seconded by Arnold. Upon a vote taken the motion duly passed. Item II, Michael Fitzsimmons, Home Occupation permit request. Mr. Fitzsimmons was present to answer questions. CLty Planner Graser commented per memorandum dated February 17, 1983. The Planning Commissioners had concerns over this new area being subjected to a business where noise, traffic increase and vibration or Oder could be a problem. They felt the neighbors should be notified of this application. Motion by Foster to table the Home Occupation Permit Application until all neighbors could be notified and rescheduled this application for March 3, 1983 at 8:30 P.M., seconded by Arnold. Upon a vote taken the motion was duly passed. Item III, James R. Hill, P.U.D. Concept Review. Mr. Hill was present to answer questions. (612y 447.4230 4629 DAKOTA STREET S.E. P.O. BOX 359 PRIOR LAKE, MINNESOTA 65372 Cit% Planner Graser made a short pres�ntat ion on the P.C.0 Mr. Hill commented on the P.C.D. Concept that ooe consenses was to eliminate cul de sacs from the concept due to ; _rading and snowing plowing problems. Also eliminating double fronting roads. Sewer and water are available to the area. The marketabili q' for th; lots is there. This is the 3rd adcit on to Sand Pointe. The product is single family in the range of h5 -75 thousand dollars. The density will relate to the land. The Planning Commissioners would like to see the applicant work with staff on frontage, density, no driveway on collector street, and check to see if Amblewood Drive should be eliminated due to a previous discussion on this. Mr. Hill heard the comments of the Planning Commission on the P.U.D. Concept and is willing to work with Staff also would like City approval. Item IV, Kim Robson, Variance request. Mr. Robson was present to answer questions. City Planner Graser Commented per memorandum dated February 17, 1983. The Planning Commission commented and had no problems.with the request. Motion by Fitzgerald to approve the one foot side yard variance from the south property line for Lot 9 Lakeside Park since it is consistent with Commission policy and the variance is within the character of the neigh- borhood, seconded by Foster. Upon a vote taken, the motion was duly passed. Item V, Schweich Construction variance request for Lots 31 -34 Butternut Beach. Ted and Greg Schweich were present to answer questions. City Planner Graser commented per memorandum dated February 17, 1983. Comments from the Planning Commission followed. Motion by Fitzgerald to approve the variance request for five foot front yard variances for Lots 31 -34 Butternut Beach, a one foot side yard variance from the east property line and five foot side yard variance from east prop - perty line for Lot 31. A five foot side yard variance from west property line and one foot variance from east property line for Lot 32. A one foot variance from west property line and 5 foot variance from east property line for Lot 33. A 5 foot side yard variance from west property line and a 1 foot variance from east property line for Lot 34. Rear yard variances: Lot 31 - 20.5 feet, Lot 32 - 22 feet, Lot 33 - 23 feet, Lot 34 - 24 feet, also approve a 22 foot variance or 3 foot minimum set back off rear property line for deck only due to uniqueness of the property abutting which is County Park a non - buildable area, seconded by Foster. Upon a vote taken the motion duly passed. Motion by Fitzgerald to adjourn the Planning Commission meeting, seconded by Felix. Upon a vote taken, the motion duly passed. The meeting adjourned at 10:00 P.M. ' I M E M 0 TO: PLANNING COMMISSION FROM: STAFF RE: WORKSHOP DATE: FEBRUARY 1, 1983 Their will be a Planning Commission meeting on February 3, 1983. Staff will review Conditional Use Permit Applications and will have criteria for Planning and Development and Subdivisions. BOX 369 PRIOR LAKE, MINNESOTA 65372 CITY OF PRIOR LAKE PRIOR LAKE PLANNING COMMISSION - MINUTES - February 3, 1983 The February 3, 1983 meeting of the Prior Lake Planning Commission was called to order at 7:30 P.M. by Chairman Roseth. Present were Commissioners Foster, Fitzgerald, Felix, Arnold and City Planner Graser. The minutes of the previous meeting were reviewed. Motion by Arnold to approve the minutes as presented, seconded by Foster. Upon a vote taken the motion was duly passed. A workshop discussion by Staff and Commissioners followed on subdivisions, concept review, preliminary Platt review and conditio,.4 use applications. Also discussion on the Planning Commissioner role and public control. It was agreed that Commissioner Fitzgerald would work up an opening statement of the role of the Planning Commission to have available and presented preceeding the agenda on subdivisions at Planning Commission meetings. Motion was made by Fitzgerald to adjourn the Planning Commission meeting, seconded by Arnold. Upon a vote taken, the motion was duly passed. The Planning Commission meeting adjourned at 9:30 P.M.
