BOX 359 PRIOR LAKE, MINNESOTA 55372 CITY OF PRIOR LAKE PRIOR LAKE PLANNING COMMISSION - MINUTES - JANUARY 20, 1983 The January 20, 1983 meeting of the Prior Lake Planning Commission was called to order at 7:30 F.M. by Chairman Roseth. Present were Commissioners Foster, Arnold, Felix and City Planner Graser. Absent was Commissioner Fitzgerald. The minutes of the previous meeting were reviewed. Motion by Arnold to approve the minutes as presented, seconded by Foster. Upon a vote taken the motion was duly passed. Item I, Public Hearing for Scottland, Inc. Subdivision was called to order. Ron Swanson of Valley Engineering was present for the applicant to answer questions. City Planner Graser commented per memorandum da�ej ATannary 17, 1983. Ron Swanson commented on Staff's concern over utilizing a high density area stating that the proposed 12 units are needed and marketable in Prior Lake at this tine. The units will be sold'for $45- $53,000. T Planning Commissioners commented pn Staff's recommendation with approval. t, Motion by Arnold to approve the Preliminary Plat for T%..ct.ia Lot 1 Block 3 Brooksville Hills 7th Addition for 12 unit towd,ouse develop- ment since all criteria meets requirements of subdivision code and the Preliminary Plat recorded as Exhibit "A", seconded by Foster. Upon a vote taken, the motion was duly passed. Motion by Foster to close the Public Hearing, seconded by Arnold. Upon a vote taken, the motion duly passed. BOX 359 PRIOR LAKE, MINNESOTA 55372 CITY OF PRIOR LAKE PRIOR LAKE PLANNING COMMISSION - MINUTES - JANUARY 6, 1983 The January 6, 1983 meeting of the Prior Lake Planning Commission was called to order at 7:30 P.M. by Chairman Roseth. Present were Tom Foster, John Fitzgerald, Chuck Arnold, Mike Felix and City Planner Graser. The minutes of the previous meeting were reviewed. Motion by Foster to approve the minutes as presented, seconded by Arnold. Upon a vote taken the motidn was duly passed. Item I, Rollie Thieling, Concept Review for Conditional Use for Outlot "A" Hidden Oaks 1st Addition and a 70 foot strip of C -1 zoned property to the south of Outlot "A ". Mr. Thieling was present to answer questions. City Planner Graser commented per memorandum dated January 5, 1983. Mr. Thieling commented on Staff's concerns 1. When he was before the Commission previously, he thought 10 units were acceptable. 2. Access off Fish Point Rd. would be difficult because of elevation differences, 6 buried utilities. 3. This eastern node could be changed. 4. The amount of blacktop could be reduced. 5. Upon approval more accurate and realistic grading will be provided. Mr. Thieling stated that he is trying to take care of the Storm Water Managemert problem with a proposal before the City. Upon approval Mr. Thieling would buy property from the School Ditrict, which is zoned C -1 now. Mr. Bigelow adjacent property owner had concerns over flooding on his property and the covenant he had for his property, which had several restrictions. He was unable to get the covenant from his safe on such short notice. Bill Morrow adjacent property owner was concerned over the high density and keeping the area single family only. City Planner Graser stated that this project has the same density as single family homes. Dave Klancke adjacent property owner had concern for density and felt the area is and should be kept single family homes. Mavis Moore adjacent property owner felt as the rest of the adjoining neighbors that the area should be kept as single family homes. (612) 447.4230 4629 DAKOTA STREET S.E. P.O. BOX 359 PRIOR LAKE, MINNESOTA 55372 At this time the Planning Commissioners stated their concerns. Commissioner Felix stated [fiat a tabling of two weeks would give the applicant time to bring in more detailed plans. Commissioner Foster stated that the location was fine and that Mr. Thieling took care of the water problem also that the C -1 area should be rezoned to R -1 for density calculations and that the price of the townhomes are right for the times. Commissioner Arnold stated that Staff's recommendation should be used in approving this project. Commissioner Fitzgerald stated that 1. C -1 property should be used for density calculations and rezoned if necessarv. 2. The water problem could be solved but felt uncomfortable with the pond not having a natural outlet. 3. The eastern node should be redesigned. 4. A more detailed site plan is needed and this should be tabled for two weeks. Motion was made by Foster to approve Mr. Thielings Conditional Use Review as presented for 10 townhouses contingent upon a rezoning for the C -1 property to R -1. Also the eastern node should be developed whereby minimizing grading and loss of overstory. The amount of blacktop should be reduced. Finished gradeE must be more accurate and realistic. Motion failed for lack of second. Discussion followed regarding the same topics. Motion was made by Felix to table Mr. Thielings Conditional Use Review so a plan can be submitted with better site plan and orientation with more detail preserving as many natural amenities as possible and the finished grading be realistic and accurate figures provided as long as the Planning Commission feels the transition between the project and residential homes is adequate, seconded by Arnold. Amendment to the motion by Foster "to have a detailed plan on the dike so residents will know what the affect will be on their property and what the water level, will be and have a certified Engineer prepare the plan seconded by Arnold. Upon a vote taken, the motion carried. At 9:45 P.M. Chairman Roseth called for a five minute recess. Chairman Roseth called the meeting to order at 9:50 P.M. Item II, Lawrence Schweich, Conditional Use Permit Application to construct a double house on about 19,000 sq. ft. SW of intersection Lord's Street and Fairbanks Trail. Mr. Schweich was present to answer questions. City Planner Graser commented per memorandum dated January 6, 1983 and November 18, 1982. Mr. Schweich commented that he can't build the unit that Staff recommends because of the road elevation and unsitely lift station. Kim Hafermann area property owner felt this concept was acceptable providing her with a better road in the future. Mr. Peterson area property owner fc;t his concern over the drainage before was cleared up now. The Planning Commission stated that thev would like to see a building envelope to fit the lot and the property not turn into an investment rental property. Motion by Foster to approve the Conditional Use Permit Application as submitted, subject to: 1. That future construction be within the building envelope that was submitted to Planning Commission or Exhibit "A ". 2. Unit be owner occupied. 3. Applicant grant an easement for the lift station. 4. Submittals be known as Exhibit "A ". seconded by Arnold. Upon a vote taken, the motion carried. Motion by Fitzgerald to adjourn the Planning Commission meeting, seconded by Arnold. Upon a vote taken, the motion was duly passed. The meeting adjourned at 11:00 P.M.
