BOX 359 PRIOR LAKE, MINNESOTA 56372 CITY OF PRIOR LAKE PRIOR LAKE PLANNING COMMISSION - MINUTES - May 19, 1983 Thb May 19, 1983 meeting of the Prior Lake Planning Commission was called to order by Chairman Roseth at 7:31 P.M.. Present were Commissioners Foster, Felix, Fitzgerald, Arnold and City Planner Graser. The minutes of the previous meeting were reviewed. Motion by Arnold to approve the minutes as written, seconded by Foster. Upon a vote taken, the motion was duly passed. Item I, Variance request by Tom Borger. Mr. Borger was present to answer questions. City Planner Graser commented per memorandum dated May 19, 1983. Motion by Foster to approve the variance request for a 7.2 foot side yard variance and a 20 foot lakeshore variance for Lot 16 Fairview Beach to construct a screen porch on an existing slab since it is not detrimental to the general health and welfare of the community, seconded by Arnold. Upon a vote taken, the motion was duly passed. At this time a letter of resignation from Tom Foster was read to the Planning Commissioners. Item II, Variance request by Schweich Construction. Ted & Greg Schweich were present to answer questions. City Planner Graser counted per memorandum dated May 19, 1983. Ted Schweich commented that the road setback would be corrected to 50' on the survey. Motion by Fitzgerald to approve the 5 foot front yard variance and a 4 foot side yard variance fer Lot 12, Block 32 Spring Lake Townsite to construct a 24 X 40 foot home, with the requirement that the house be 50' from 170th Street rather than the-proposed 30 feet because it is not setting any new precedent for substandard lots and it would not be detrimental to the health and welfare of the community, seconded by Foster. Upon a vote taken the motion was duly passed. (612) 447.4230 4629 DAKOTA STREET S.E. P.O. BOX 359 PRIOR LAKE, MINNESOTA 55372 Item III, Variance request Schweich Construction. Ted and Greg Schweich were present to answer questions. City Planner Graser commented per memorandum dated May 19, 1983. Ted Schweich commented that they are trying to save as many trees as possible plus transplanting an apricot tree. Mr. & Mrs. Lillyblad commented on the setback and wanted the existing fence kept up. Motion by Arnold to approve the 5 foot front yard variance and a 4 foot side yard variance for Lot 17, Block 2 Lakeside Gardens to construct a 24 X 40 foot home because it is consistent with previous established policies for substandard lots and meets the requirements and is not detrimental to the general health and welfare of the community, seconded by Felix. Upon a vote taken, the motion was duly passed. Item IV, variance request by Carol and Joe Scott. Mr. & Mrs. Scott were present to answer questions. City Planner Graser commented per memorandum dated May 19, 1983. Mr. & Mrs. Scott commented that the setbacks are according to the side towards the road. Motion by Foster to approve a 53 foot lakeshore variance and a 5foot front yard variance to construct a new home for 6370 Conroy Street N.E. because of the uniqueness of the property and location and be consistent with the neighborhood and not detrimental to the general health and welfare of the -• community, seconded by Fitzgerald. Upon a vote taken, the motion was duly passed. At this time Tom Foster commented that neighbors in his area were very upset with the Pepsi Coi.:. boat race to take place on Prior Lake. The Council adopted a no wave, no wake ordinance therefore this should be looked into due to flooding conditions around Prior Lake. Motion by Fitzgerald to adjourn the Planning Commission meeting, seconded by Arnold. Upon a vote taken, the motion was duly passed. The meeting adjourned at 8:30 P.M. BOX 359 PRIOR LAKE, MINNESOTA 56372 me 1 ,'ITY OF PRIOR LAKE PRIOR LAKE PLANNING COMMISSION - MINUTES - May 5, 1983 The May 5, 1983 meeting of the Prior Lake Planning Commission was called to order by Chairman Roseth at 7:30 P.M.. Present were Commissioners Felix, Fitzgerald, Arnold and City Planner Graser. Absent was Commissioner Foster. The minutes of the previous meeting were reviewed. Corrections were as follows: second to last paragraph, page 2, line 6, after plan add "the above 13 referenced concerns ". Motion by Felix to approve the minutes as amended, seconded by Arnold. Upon a vote taken, the motion was duly passed. Item I, Conditional Use Permit request by Syndicated Properties. Brad Rothnem, Larry Gensmer and Neil Weber, Architect, were present to answer questions. City Planner Graser commented per memorandum dated May 2, 1983. eil Weber commented on the interior, exterior, phasing, price and street plan. Ben Baer resident to the project had concerns over a covenant, cost to the area, road access, utilities, density, height, dockage, and grading and fill going into the lake. Jim Dunn area business owner had a concern over street access. The Planning Commissioners commented on the public street recommendation, dockage, beach, setbacks, grading, density, driveways, landscaping, and overall land use compatibility. Motion by Fitzgerald to approve the Conditional Use Permit for Syndicated Properties with the following recommendations to the City Council: 1. That a feasibility study be made and the recommendation that a public street be put in if possible, however, that if a private road is installed only one driveway access to County Road 21 be allowed for this development and Lot 4. 2. The middle block of units be moved 23 feet closer to the lake to meet setbacks. 3. The landscaping plan be submitted in its entirety. 4. The 907.5 contour extended to the satisfaction of staff. 5. Driveways be indicated for safety and convenience. 6. Spot grades throughout the development (grading plan). 7. Dockage and swimming areas be designated by the developer prior to 10 submittal. BOX 359 PRIOR LAKE, MINNESOTA 66372 and that this whole concept is feasible for the site and meets and complys with the Comprehensive Plan, seconded by Arnold. Upon a vote taken, the motion was duly passed. Motion by Fitzgerald to adjourn the Planning Commission meeting, seconded by Arnold. Upon a vote taken, the motion duly passed. The meeting adjourned at 9:02 P.N.
