September 15, 1983
The September 15, 1983 meeting of the Prior Lake Planning Commission
was called to order by Chairman Arnold at 7:30 P.M.. Present were
Commissioners Felix, Larson, Loftus and City Planner Graser. Absent
was Commissioner Roseth.
The minutes of the previous meeting were reviewed. Motion by Loftus
to approve the minutes as presented, seconded by Larson. Upon a vote
taken, the motion was duly passed.
Item I, Variance request by Francis Cooper for Lot 8 Shady Beach No. 2
Scott County. Mr. & Mrs. Cooper were present to answer questions.
City Planner Graser commented per memorandum dated September 15, 1983.
Also stating that there is a correction on the dimension of the two
proposed buildings. The house should be 38 X 24 ft.; the garage 26 X
22 ft..
John Mayerele lot owner to the north commented on the lakeshore variance.
The planning Commissioners had comments and would like to see better
topography maps where topography is a consideration in the review process.
Motion by Felix to approve the 10 foot front yard variance and deny the
2 foot side yard variance, but move the home an additional 7 feet to the
south to allow for adequate fill and ;trading .onsiderations. Also make
the variance contingent on obtaining proper ?ermits from both the DNR
and Watershed District to fill the lot. Also amend the size request
to 38 X 24 Ft. for the house rid 26 X 22 ft. for the garage, for Lot 8
Shady Beach No. 2, Scott County, seconded by Loftus. Upon a vote
taken, the motion was duly passed.
Item II, Norman Crooks, Directional Sign Permit request. Shirley Dance
was present to represent the applicant.
City Planner Graser commented per memorandum dated August 15, 1983.
Shirley Dance asked if white with black would be appropriate?

Citv Planner Craser stated it wa:� not.
The Planning Commissioners commented and were concerned that this
would follow previous sign requests that were approved with stipulations
but not followed.
Shirlev Dance felt ?_here would be compliance in this situation.
Motion by Felix to approve the Directional Sign Permit for County
Road 42 and County_ Road 83 in the SW quadrant for the Smoke Shop
subject to:
1.) The sign be a maximum of 25 sq. feet per side.
2.) That it be of professional quality and workmanship.
3.) The lower edge be a minimum of 5 feet above the
ground and the height be a maximum of 12 feet.
4.) That it be mounted Dn a pole or foundation.
5.) That it be of earth tone colors.
6.) That the present sign be removed within 30
days or upon erection of a new sign.
7.) Sign and location be subject to staff approval.
seconded by Larson. Upon a vote taken, the motion was duly passed.
Item III, Home Occupation Permit request by Betty Huddock. Betty Huddock
was present to answer questions.
City Planner commented per memorandum dated September 15, 1983.
Betty Huddock stated that this is being considered a temporary situation
until enough cash flow to rent office space.
The Planning Commissioners commented on safety, traffic, and hours.
Motion by Loftus to approve the Home Occupation Permit request for
a wholesale fire extinguisher business at 14973 Estate Avenue S.E.
since it does not interfer with residential area of the neighborhood,
seconded by Felix. Upon a vote taken, the motion was duly passed.
Motion by Larson to adjourn the Planning Commission meeting, seconded
by Loftus. Upon a vote taken, the motion was duly passed. The meeting
adjourned at 8:45 P.M..

The September 1, 1983 meeting of the Prior Lake Planning Commission was
called to order by Chairman Arnold at 7:30 P.M. Present were Commissioners
Larson, Loftus, Felix, Roseth and City Planner Graser.
The minutes of the previous meeting were reviewed. Motion by Felix to
approve the minutes as presented, seconded by Loftus. Upon a vote taken
the motion was duly passed.
Item I, Discussion of Accessory Housing.
City Planner Graser commented per Memorandum dated August 29, 1983.
Comments from the audience of real estate people were on concerns over
marketing, fire codes, lot sizes, zoning, a need and health, safety, &
welfare.
Archie Pavek ccmmmented on connection fees and meeting qualifications.
Bill Bissonette felt a good neighbor policy is an answer.
The Planning Commissioners had concerns over:
1. Owner occupied
2. Connection fees - charge only permit fee.
3. City Attorneys opinion on liability.
4. Parking.
5. Fire Codes
6. Lot size
7. Insurance coverage
8. Maintenance
9. Educating people on safety
10. Zoning
11. Amount in one neighborhood.
City Planner Graser stated he had enough input for researching alternative
methods for Accessory Housing in Prior Lake.
Motion by Roseth to adjourn the meeting, seconded by Larson. Upon a vote
taken, the motion was duly passed. The meeting adjrurned at 9:40 P.M.
