SKIP SORENSON - CONCEPT REVIEW FOR P.U.D.
April 15, 1982
The information presented is for a concept discussion on a proposed
P.U.D. involving 20 units of condominiums adjacent to County Road 21
and immediately east of the Wagon Bridge.
Staff will make a presentation at the meeting.

The April 15, 1982 meeting of the Prior Lake Planning Commission was called
to order at 7:30 PM by Chairman Roseth. Present at the meeting were Commissioner's
Arnold, Fitzgerald, Foster, Felix and City Planner Graser.
The minutes of the previous meeting were reviewed. Motion was made by Commissioner
Foster to approve the minutes as presented, seconded by Arnold. Upon a vote taken,
the motion was duly passed.
Item I, Scott Gensmer, Variance request was called to order. Scott Gensmer was
absent and Brian Gensmer, brother, was present to answer questions.
City Planner Graser commented on this request per memorandum dated April 15, 1982.
Due to Staff's recommendation to deny the request but recommend to attach a garage
to the west of the existing home, Brian Gensmer could not answer for his brother.
At this time the Item was tabled until May 20, 1982 so Scott Gensmer could attend
and submit a drawing to scale of the lot and structures.
Item II, Skip Sorenson, Concept review for P.U.D. was called to order.
John Fitzgerald excused himself at this time from the Planning Commission due
to a personal interest in this item.
Mr. Bill McDonald property owner and Mike Gair of Gair & Assoc. Inc. were present
on behalf of the applicant.
Bob Robs, Eagle Creek Ave. requested that property owners within 500' be notified
because of the area wide concern over the development.
City Planner Graser felt 300 ft. is standard procedure but would submit a request
to the developer for up to 500 ft. to notify residents.
Mr. Gair, Site Planner for the developer, presented the P.U.D. Concept pointing out
that the land is 2.5 acres and adjacent to Co. Rd. 21 and east of the Wagon Bridge
and fronts on the lake. Also Mr. Gair stated that he eet with Ery Prenevost, Scott
Co. Engineer and Greg Mack, Hennepin County on the trail system considered along
the former R.R. line. Mr. Gair explained that the property would have to be rezoned
to R-2. The Concept is 20 units (condomi. -Rums) with access from Quincy Ave. A
total of 3 floors in all, which would sell for 85 -95 thousand dollars a unit.

Several area residents were present and the following are some of the points of
concern: Conserva tion Zone, access to Co. Rd. 21 and Quincy St., elevation,
drainage, density, parking, zoning, safety, traffic, dockage, easements, R.R.
corridor, aethestics and height.
I'ne Plar:ninq Commission felt the P.U.G. Concept featuring condominiums ass good
but were concerned about the density.
John Fitzgerald stated that if conservation, which is a concern, couldn't be
worked out the Concept would stop there. Otherwise he felt the project would
work, be an asset to the location, and he would meet with the area residents in
the next two weeks.
Chairman Roseth tabled the request for the P.U.D. Concept until May 6, 1982 to
allow the developer to look into the concerns, especially the density.
At this time Commissioner Fitzgerald rejoined the Planning Commission.
Item III, Jeff lousette, variance request was called to order.
Mr. Dousette was present to answer questions.
City Planner Graser commented on the request per memorandum dated April 15, 1982.

Motion was made by Fitzgerald to approve the variance request per Staff's
recommendation (50 ft. lakeshore variance, 5 ft. side yard variance, 10 ft.
front yard variance and a maximum of 308 coverage) contingent upon :A. no building
permit be issued until such time a new roadway is constructed B. the applicant
be able to obtain a building permit provided that a proper legal document or
declaration be prepared at the applicant's expense by legal council to safeguard
the city against any liability resulting because of the situation condeming the
>ubstandard road, seconded by Foster. Upon a vote taken, 3 ayes and 2 nayes,
the motion carried.
Motion was made by Fitzgerald to adjourn the Planning Commission meeting, seconded
by Foster. Upon a vote taken, the motion duly passed. The meeting adjourned at
10:25 P.M.

April 1, 1982
The April 1, 1982 meeting of the Prior Lake Planning Commission was called
to order at 7:30 PM by Chairman Roseth. Present at the meeting were
Commissioner's Arnold, Felix, Fitzgerald, Foster, City Planner Graser,
City Manager Mc Guire, and Mayor Stock.
The minutes of the previous meeting were reviewed. Motion was made by
Commissioner Fitzgerald to approve the minutes as presented, seconded by
Commissioner Arnold. Upon a vote taken, the motion was duly passed.
Item I, Bill Bissonett, Conditional Use Request for a twin home was called
to order. Mr. Bissonett and Gary Gibbish were present to answer questions.
Staff commented on the Conditional Use Request per memorandum dated April 1, 1982
Gary Gibbish presented the Commissioners with some pictures viewed from the
lake. Mr. Gibbish requested the whole package be submitted as Exhibit "A ".
The Commissioners commented that the Twin Home request was an excellent concept.
Bill Bissonett's Conditional Use request for a Twin_ Home package was recorded
as Exhibit "A ".
Motion was made by Commissioner Foster to approve Bill Bissonett's application
to construct a Twin Home on Lot 6 S 7 in compliance with Exhibit "A ", since the
application maintains the single family status in the neighborhood and is not
contrary to public interest and the 5 ft. variance approved because of the
nonbuildable area on the west and the 2 ft. variance from the east since the
neighboring garage is on the property and the approval be based on submitted
plans, seconded by Commissioner Fitzgerald. Upon a vote taken, the motion passed.
Item II, Reorganization of the Planning Commission was next on the agenda.
Motion was made by Commissioner Arnold to appoint Commissioner Dave Roseth as
Chairman, seconded by Commissioner Foster. Upon a vote taken, the motion passed.
Motion was made by Commissioner Arnold to appoint Commissioner Tom Foster as Vice
Chairman, seconded by Commissioner Fitzgerald. Upon a vote taken, the motion passed.

Motion was made by Commissioner Arnold to adjourn the Planning Commission meeting
seconded by Fitzgerald. Upon a vote taken, the motion passed. The meeting adjourned
at 8:00 PM.
