August 19, 1982
The August 19, 1982 meeting of the Prior Lake Planning Commission was called
to order at 7:40 PM by Chairman Roseth. Present were John Fitzgerald, Mike
Felix and City Planner Graser. Absent were Chuck Arnold and Tom Foster.
The minutes of the previous meeting were reviewed. Motion by Fitzgerald to
approve the minutes as presented, seconded by Felix. Upon a vote taken, the
motion was passed.
Item I, Tom Steffen's P.U.D. Public Hearing was called to order. Mr. Steffan,
applicant, Mike Gair, Planning Consultant, Joe Knoblauch, property owner, and
Bob Fein, Engineer were present to answer questions.
City Planner Graser commented on this item per memorandum dated August 12, 1982.
Mike Gair, Consulting Planner for the applicant, commented on the P.U.D. regarding
density, drainage, land use, design, wetlands, trail system, and landscaping. He
also presented the Commissioners with exhibits of the P.U.D. in addition to what
had been submitted earlier to Staff.
The Planning Commission had concern over density and the amount and type of land
used in the calculation of density. Additional concerns were drainage, road
alignment and sensitivity to adjacent uses.
The Commission agreed that the wetland consisting of 2.4 Acres should not be used
in the density calculations. The remaining acreage is 15.05 acres taken times
5.5 units for a density of 83 units. Density bonuses will be discussed in detail
once revised plans are submitted. The maximum density including bonuses is 105
units. The Commission thought the site plan must reflect more detail especially
a landscaping plan but felt the uses were appropriate.
Mike Gair made the presentation for the developer explaining site components and
the development concept.
Motion by Fitzgerald to continue the hearing to September 2, 1982 due to: 1.)
provide additional engineering data 2.) provide revised site plan 3.) show
drainage easements where provided 4.) meet with the School District to discuss
the improvement of Five Hawks Ave. 5.) provide better architectual drawings of
the uses 6.) show a stub street to the east, seconded by Felix. Upon a vote
taken, the motion carried.

AT 9:35 PM the Planning Commission meeting reconvened.
Item II, Larry Gensmore and Brad Rothnem, Concept review was called
to order.
Commissioner Felix abstained from discussion due to a personal
interest in this item.
Brad Rothnem presented the Commissioners with Concept Review of
6 townhouses on Lots 1 & 2, Block 1, Blohms 1st Add.
City Planner Graser commented per memorandum dated August 19, 1982.
Due to lack of input the item was rescheduled for September 2, 1982
at 7:30 PM.
Motion was made by Fitzgerald to adjourn the Planning Commission
meeting, seconded by Felix. Upon a vote taken, the motion passed.
The Prior Lake Planning Commission meeting adjourned at 9:50 PM.

Dear Horst:
The Prior Lake Public Schools received notice of a public
hearing to be held regarding a Planned Unit Development
proposed for property adjacent to Five Hawks Elementary
School. Such notice was received on August 17, 1982 for
a hearing scheduled for August 19, 1982.
Because of law and regulation regarding the scheduling of
School Board meetings, it would be impossible to obtain the
needed input from our Board on the matter prior to the
public hearing as scheduled.
It is apparent that the project will impact the Five Hawks
School site considerably, and therefore we believe that it
is of the utmost importance that the School Board review the
matter prior to any public herring which would be conducted
on the proposal.
Therefore, may I formally request that the public hearing be
cancelled and rescheduled for some time following September 13,
1982, which is the date when the Prior Lake School Board will
hold its next regular meeting.

AUGUST 5, 1982
The August 5, 1982 meeting of the Prior Lake Planning Commission was
called to order at 7:55 FM by acting Chairman Foster. Present were
Chuck Arnold, Mike Felix and City Planner Graser. Absent were Dave
Roseth and John Fitzgerald.
The minutes of the previous meeting were reviewed. The following
corrections were made:
page 1, paragraph 8: delete -Phase I Revision
add - Revision Phase 1
Motion was made by Arnold to approve the amended minutes, seconded
by Felix. Upon a vote taken, the motion passed.
Item I, Variance request for Associated Properties & Investments, Inc.
was called to order. Gary Gibbish contractor and applicant was present
to answer questions.
City Planner Graser commented on this item per memorandum dated August 5,
1982.
Gary Gibbish reviewed the plans for the Commissioners.
Motion was made by Arnold to approve the three foot front yard variance
for Lot 3, Block 2, Lakeside Estates, seconded Felix. Upon a vote taken,
the motion passed.
Item II, Review of Final Draft of Zoning Code.
City Planner Graser reviewed the Zoning Code with the Commissioners.
Comments and discussion followed.
Motion by Arnold to adjouni the August 5, 1982 Planning Commission
meeting, seconded by Felin. Upon a vote taken, the motion passed.
The meeting adjourned at 9:50 P.M.
