December 15, 1982 Call to order JOHN FITZGERALD PUBLIC HEARING P.U.D. (612) 447.4230 4629 DAKOTA STREET S.E. P.O. BOX 359 PRIOR LAKE, MINNESOTA 55372 PRIOR LAKE PLANNING COMMISSION - MINUTES - DECEMBER 16, 1982 The December 16, 1982 meeting of the Prior Lake Planning Commission was called to order at 7:40 P.M. by Chairman Roseth. Present were Tom Foster, Chuck Arnold, Mike Felix and City Planner Graser. The minutes of the previous meeting were reviewed. Motion by Foster to approve the minutes as written, seconded by Felix. Upon a vote taken, the motion was duly passed. Item I, John Fitzgerald's, Preliminary P.U.D. Public Hearirg was called to order. Mr. Fitzgerald, Mr. McDonald, Skip Sorenson, and Mike Gair were present to answer questions regarding the P.U.D. City Planner Graser commented per Memorandum dated December 15, 1982. Chairman Ruseth, at this time, read 2 letters for the record one from Robert J. Stensel and one from Bill Bissonett. Exhibit I. 6 2. John Fitzgerald the developer stated that his P.U.G. was the result of former plans being voted down such as a restaurant or any commercial use.. He felt that the P.U.D. was given much thought and consideration for the zrea. Skip Sorenson commented on the utility plan and landscape plan which cannot be completed due to two unknowns 1.) the future development of Co. Rd. 21 and 2.) Quincy Street, thus correlating the project. elevations. Mike Gair commented that this project can be a good transition between the project and the area. This was a difficult piece of land and the project would be excellent. At this time Chairman Roseth opened the hearing to the audience. Robert Maute area resident was concerned with the bay and what effect dregding would have on the fish.which spawn in the bay. Randy Klegin area property owner felt the building was too high, parking would be a problem, and the density would be too high. Frank Wicker concerned citizen and future buyer of one of the units felt the City needs - th-'se type of homes from an economics standpoint, close (612) 447.4230 4629 DAKOTA STREET S.E. P.O. BOX 359 PRIOR LAKE, MINNESOTA 55372 to downtown Prior Lake, price is right, and will produce more taxes, and a good revenue for the schools. James Space adjacent property owner submitted a letter from the Prior Lake Association opposing the project. The letter referred to a motion opposing the project but did not contain who made or seconded the motion nor was it signed. Mr. Space felt the height & density would be a problem. Ben Baer area property owner asked questions regarding the project and felt a commercial project was not for the area but a residential one such as this would be excellent and felt it could be worked out. At this time the hearing was closed to the audience. The Planning Commission was asked for comments next. Mike Felix was concerned that no detailed landscape plan was submitted. Tom Foster commented on the slope to underground parking, concerned with 18 units but had no problem with ecology, and liked the tax base. Chuck Arnold was concerned with dredging, and asked if the survey was accurate? Also height was a concern but until the elevations were known couldn't comment further. The tax base would be good for Prior Lake. Dave Roseth read the letter from the Prior Lake Association dated June 21, 1982 and entered it into the record noting that it was not a motion nor was it signed. Chairman Roseth also stated that this project would have to adhere to all planning and zoning laws. He also felt that the project would need further input but felt it was unique for this location. Rollie Theiling asked what the garage floor elevation was. Skip Sorenson stated ^'.? as of now. James Space asked what the building setback was from the 904 water mark. Skip sorenson stated the closest point of the building to the water mark was 70 -75' from the corner. Jim Dunn area business owner, Marina, stated that this was a good job and excellent presentation and any problems can be listed with approval. Chairman Roseth asked for a vote on accepting 18 units for this P.U.D. 3 ayes -1 naye the vote carried. Motion was made by Foster to approve the John Fitzgerald Preliminary P.U.D. for the property adjacent to County Road 21 the Wagon Bridge and Quincy Street and is 2.54 acres, subject to the following: 1. Utility plan acceptable to the City Engineer 2. A landscape plan in greater detail 3. Grading and surface drainage plan be submitted 4. Certified survey showing the 904 elevation ✓; resubmitted to the City 5. Revised Plan reflecting the actual location of Quincy St. with revised elevations ( actual elevations) 6. Park dedication fee of $5,080.00 and back up material to show how this was arrived at 7. Revise slope to underground parking not to exceed 8% however to work with county and city staff to work out acceptable slope 8. Approval of dock location by Scott County Water Patrol q. Written information delineating amount of building coverage, asphalt coverage and green space. And a written statement of how the development is in the best interest of the City 10. The density be limi Led to 18 units and that the relationship of the project to the neighborhood is within the best interest of the City and neighborhood and the internal organization related to traffic is adequate seconded by Arnold. Upon a vote taken, 3 ayes & t naye. The motion carried. Motion was made by Foster to adjourn the Planning Commission meeting, seconded by Arnold. Upon a vote taken, the motion was duly passed. The meeting adjourned at 10:10 P.M. CITY OF PRIOR LAKE PRIOR LAKE PLANNING COMMISSION AGENDA December 2, 1982 7:30 P.M. 7:35 P.M. 8:00 P.M. Call to order Rollie Thieling Lawrence Schweich CONCEPT REVIEW SUBDIVISION HEARING CONTINUATION (612) 447.4230 4629 DAKOTA STREET S.E. P.O. BOX 359 PRIOR LAKE, MINNESOTA 55372 CITY OF PRIOR LAKE PRIOR LAKE PLANNING COMMISSION - MINUTES - December 2, 1982 The December 2, 1982 meeting of the Prior Lake Planning Commission was called to order at 7:30 P.M. by Chairman Roseth. Present were John Fitzgerald, Tom Foster, Chuck Arnold, Mike Felix and City Planner Graser. The minutes of the previous meeting were reviewed. Motion by Foster to approve the minutes as written, seconded by Felix. Upon a vote taken, the motion was duly passed. Item I, Rollie Thieling Concept Review. Mr. Thieling was present to answer questions. City Planner Graser commented per memorandum dated November 29, 1982 and reflected on the previous memorandum dated August 30, 1982. Mr. Thieling commented on the requirements that the Planning Commission requested of his project and felt he had carried them out to the best of his ability. The Planning Commissioners felt that this Concept was acceptable for this particular area. All were in full agreement. Item II, Lawrence Schweich Subdivision Hearing was called to order. Mr. Schweich was present to answer questions. City Planner Graser commented per memorandums dated November 29, 1982 and November 18, 1982. Mr. Schweich stated that he was willing to work with the Planning Commission, City Council, Staff and neighbors in agreeing on the type of structure for the property and to clear up any problems also he would deed an easement round the lift station to the City. The Planning Commissioners all felt that the subdivision proposal was impossible for this area and that a twim home or duplex was better. Mr. Schweich stated that he was agreeable to a twim home or duplex and preferred the du because of single ownership E less problems. At this time Mr. Schweich withdraw his Subdivision request. BOX 359 PRIOR LAKE, MINNESOTA 65372 Motion by foster to approve Lawrence Schweih's withdrawal of the Subdivision Proposal and approval for Mr. Schweich to submit a Conditional Use Permit Review for a duplex or twin home. Also to close the Public Hearing for the Lawrence Schweich Subdivision, seconed by Arnold. Upon a vote taken, the motion was duly passed. The next item was the discussion of meeting with the City Council to discuss the future direction of the City of Prior Lake. Motion was made by Foster to approve City Planner, Horst Graser to submit a memo to the City Council for interest in meeting together and discussing the future direction of the City of Prior Lake, seconded by Fitzgerald. Upon a vote taken, the motion was duly passed. At this time Commissioner Foster reported'on the workshop he attended on Land Use Planning. Motion by Fitzgerald to adjourn the December 2, 1982 Planning Commission meeting, seconded by Foster. Upon a vote taken, the motion duly passed. The meeting adjourned at 9:20 P.M..
