BOX 359 PRIOR LAKE, MINNESOTA 55372 CITY OF PRIOR LAKE PRIOR LAKE PLANNING COMMISSION - MINUTES - September 16, 1982 The September 16, 1982 meeting of the Prior Lake Planning Commission was called to order at 7:30 PM by Chairman Roseth. Present were John Fitzgerald, Chuck Arnold, Tom Foster, Mike Felix and City Planner Craser. The minutes of the previous meeting were reviewed. Corrections were as follows: Change Paragraph 2, 4th word from "in" to "on" Change Paragraph 2, 2nd sentence from "bonuses is 105 to bonuses may approach 105" to "bonuses is 105 to bonuses may approach up to a maximum of 105" Motion was made by Arnold to approve the minutes as amended, seconded by Foster. Upon a vote taken, the motion was duly passed. At this time Mike Felix excused himself from the Planning Commission due to a personal interest in the next item. Item I, Gensmer / Rothnem, Concept Review was called to order. Larry Gensmer, Brad Rothnem and Mike Felix, Consultant were present to answer questions. City Planner Graser commented on the Concept per Memorandum dated August 19, 1982 Mike Felix, Co:,sultant for the applicant presented the Concept to the Planning Comnission for their approval. The Planning Commissioners commented on the Concept Review stating that a certified survey and a topography map were needed to calculate the density. The Planning Commission gave their approval for the Concept Review located adjacent to Co. Rd. 21 about 400 ft. north of the Wagon Bridge. At this time Mike Felix returned to the Planning Commission table. Motion was made by Arnold to adjourn the Planning Commission meeting, seconded by Fitzgerald. HEARING CONTINUATION (812) 447.4230 4629 DAKOTA STREET S.E. P.O. BOX 359 PRIOR LAKE, MINNESOTA 56372 CITY OF PRIOR LAKE PRIOR LAKE PLANNING COMMISSION - MINUTES - September 2, 1982 The September 2, 1982 meeting of the Prior Lake Planning Commission was called to order at 7:36 PM by Chairman Roseth. Present at the meeting were Sohn Fitzgerald, Chuck Arnold, Tom Foster and City Planner Graser. Absent was Mike Felix. The min..ces of the previous meeting were reviewed. Change Paragraph 7, the 4th sentence from bonuses is 105 to bonuses may approach 105. Motion by Foster to approve the minutes as mended, seconded by Arnold. Upon a vote taken the motion was duly passed. Item I, Concept Review request by Brad Rothnem /Larry Gensmer. No action was taken due to lack of representation from applicant. Item II, Rolli Thieling's request for Concept Review was called to order. Mr. Thieling was present to answer questions. City Planner Graser commented on this request per memorandum dated August 30, 1982. Mr. Thieling commented and would like to receive some ideas on what can be developed on this unique piece of property. The Planning Commissioners commented with the consensus being negative with the present Concept Review but suggested to Mr. Thieling that it would be advantageous for him to provide 1. details in the drawing, such as contour lines, the houses, etc. 2, better site plan for town- houses not all 8 attached 3. R -1 density is 8 units no more 4. talk to the neighborhood people in Hidden Oaks to see what their feelings are for a project in the area. Item III, Tom Steffen's P.U.D. Public Hearing was called to order at 8:30 PM. Mr. Steffen, Mike Gair, Consulting Planner, Bob Fein, Engineer were present to answer questions. City Planner Graser reviewed the P.U.D. as presented at the August 19, 1982 meeting, and commented on the P.U.D. per memorandum dated August 30, 1982. Mike Gair, Consulting Planner for the applicant reviewed the P.U.D. and presented the updated P.U.D. plans. At this time Chairman Roseth asked for audience input. Bill Doheny, 16686 Creekside Circle had concerns on how tall the structure would be and if his solar system would be blocked. (612) 447.4230 4629 DAKOTA STREET S.E. P.O. BOX 359 PRIOR LAKE, MINNESOTA 55372 Gene Erickson, Koanoke Street was concerned over the density of the area and felt single family homes were needed here. Martin Kraska commented, in behalf of his mother who lives at 16644 Creekside Circle stating that traffic would be a problem and the density would be too high. The Planning Commissioners commented on the P.U.D. with concerns as to workable concept, density bonuses earned and architecture. Motion was made by Fitzgerald to continue the Public Hearing to September 16, 1982 during which time the applicant will have the opportunity to produce the following items for Commission review; 1. More detailed architectual drawings. 2. An architectual theme and character of the development. The Commission has accepted the concept and building envelope submitted this evening & Staff be given an opportunity to review the submittals prior to Planning Commission review seconded by Foster. Upon a vote taken, 3 ayes and 1 naye, the motion carried. Motion was made by Fitzgerald to adjourn the Planning Commission meeting, seconded by Arnold. Upon a vote taken, the motion passed. The Planning Commission meeting of September 2, 1982 adjourned at 10:28 P.M.
