P.O. BOX 359 PRIOR LAKE, MINNESOTA 65372 CITY OF PRIOR LAKE PRIOR LAKE PLMINING COMMISSION - MINUTES- August 6, 1981 The August 6, 1981 meeting of the Prior Lake Planning Commission was called to order at 7:45 P.M. by Vice Chairman Roseth. Present at the meeting were Commissioner's Arnold, Foster, Fitzgerald, City Planner Graser and Councilman Bissonett. The Minutes of the previous meeting were reviewed. Motion was made by Commissioner Fitzgerald to approve the minutes as written, seconded by Commissioner Arnold. Upon a vote taken, the motion was duly passed. Item I, a rezoning continuation for Fred Schweich was called to order. Present at the meeting were: Mr. 5 Mrs. Fred Schweich, their Attorney Dennis Morarity, and Mike Felix. Councilman Bissonett excused himself from participating as he is directly involved. ky Planner Graser made a presentation to the Planning Commission as per memorandum dated August 6, 1981. The applicants' attorney and planner made a presentation. Input was received from audience members. Those commenting were: Dick Busse, Fritz Hannaman, Alan Gigstad, Bob Kirchberg, and Larry Anderson. Motion was made by Commissioner Fitzgerald to grant the request for R -2 zoning for all Property above 904 elevation with the following stipulations: 1.) Contract be signed with Fred Schweich stipulating to the following points a.) the density not to exceed 10 units b.) duplexes would be treated as conditional uses according to Prior Lake Zoning Code c.) density above 904 be determined via a certified survey. Item II, a public hearing Preliminary Plat for Mrs. Albin Steiner who was present to answer questions. Mr. Swanson of Valley Engineering was also present representing Mrs. Stiener. City Planner Graser made presentation to the Commission per his memorandum dated August 6, 1981. Staff recommended preliminary approval with a stipulation that no building permits be issued until grading and filling is complete to the satisfaction of the City Engineer. Motion was made by Commissioner Foster to approve Preliminary Plat as presented providing the applicant does eith of the following. Submit a grading and filling plan in conjunction with the drainage plans as submitted to the Planning Commission before_. construction; or construction begin with Lot 1 thru Lot 6 and all construction be done in that order. Seconded by Commissioner it old. Upon a vote taken the motion was duly passed. icem III, a variance request by Dennis Uglum was called to order. Mr. Uglum was present at the meeting to answer questions. (612) 447.4230 4629 DAKOTA STREET S.E. P.O. BOX 359 PRIOR LAKE, MINNESOTA 55372 City Planner Graser commented on this request, and changed his recommendation due to information not available at the time of the agenda. The applicant is proposing to construct a 30' X 42' detached garage in the rear of the lot. ddkh Motion was made by Commissioner Arnold to grant a 4.5' rear yard variance for 14154 Grayling Circle NE on the basis of making the neighorhood more aesthetically pleasing would meet the spirit $ intent of the ordiance, also that construction materials design, blend in harmoniously with existing construction, seconded by Commissioner Foster. Upon a vote taken, the motion was duly passed. Item IV, a variance request by John H. Turner Jr. was called to order. Mr. Turner was present at the meeting to answer questions. City Planner Graser commented on this request. The applicant is requesting a 6' side yard variance from the east side property line for Lot 18 Soudin's Manor 2nd Addition. The applicant is proposing to add a 22' X 24' garage to his existing home. Motion was made to deny the original request but grant a S' front yard variance with the garage being the same plain with the side of house. Commissioner Fitzgerald seconded the motion. The motion was duly passed. Motion was made to Thank Mary Hernandez for her job well done and was seconded by Commissioner Foster. Motion was made by Commissioner Arnold to adjorn the Planning Commission meeting, seconded by Commissioner Fitzgerald. Upon a vote taken, the motion was duly passed and the meeting was adjorned at 9:2S P.M..
