PRIOR LAKE, MINNESOTA 55372 CITY OF PRIOR LAKE PRIOR LAKE PLANNING COMMISSION February 15, 1979 AGENDA REPORT: 7:30 PM William $ Jan Eustice - Proposed Subdivision The subject parcel proposed for subdivision contains 1.49 net acres and is zoned R -1. There is an existing home as shown on the preliminary plat. Both lots are served with sewer and water. Staff recommends to schedule a public hearing March 15, 1979 at 8:00 PM. (See enclosed preliminary plat.) 7:45 PM Karl Bohn - Land Use Discussion The applicant is requesting a land use discussion for Lots 3 and 4 "North Grainwood." The area was platted in 1947 into small lots and was recently serviced with sewer and water. The property is zoned R -1 with access being provided by a 16.5' private drive. The discussion should highlight the following points, percentage of coverage, multiple use, parking, setbacks and roadway access to the parcel (enclosed is a plat of North Grainwood "). PRIOR LAKE, MINNESOTA 55372 CITY OF PRIOR LAKE PRIOR LAKE PLANNING COMMISSION Minutes of February 15, 1 79 The Planning Commission was called to order by Chairman Speiker at 7:45 PM. In attendence were Commissioners Warmka, Fitzgerald, Cavill and City Planner Graser. Motion was made by Fitzgerald to approve the February 1, 1979 Planning commission minutes as submitted seconded by Warmka and upon a vote taken motion carried. First item on the agenda was concept approval request for a proposed subdivision for Bill and Jan Eustice of Shady Beach Trail. The parcel is a corner lot fronting on County Road 42 and .Shady .,,: Beach Trail. Items of discussion included 1) access to County Road 42 for lot 3. 2) Adjacent duplex sharing a.,joint access with lot. 3) Concept approval not be given and no public hearing scheduled until items 1 and 2 are resolved. Motion was made by Cavill to hold a public hearing on the 15th day of March, 1979 at 8:00 PM seconded by Warmka and upon a vote taken motion carried. Karl Bohn requested to be withdrawn from the agenda. Fitzgerald moved to adjourn at 8:30 seconded by Cavill and upon a vote taken motion carried. (612) 447 -4230 4629 DAKOTA STREET S.E. PRIOR LAKE, MINNESOTA 55372 CITY OF PRIOR LAKE PRIOR LAKE PLANNING COMMISSION February 1, 1979 The meeting of the Prior Lake Planning Commission was called to order at 7:30 PM by Acting Chairman Speiker. Members present were Commissioners Johnson, Fitzgerald, Warmka, Councilman Busse City Manager McGuire and City Planner Graser. New commissioner Sue Warmka was instated by City Manager McGuire. Jim Speiker was elected Chairman of the Planning Commission and John Fitzgerald was elected Vice - Chairman. Both will serve one year terms. The minutes of the January 18, 1979 meeting were motioned for approval by Johnson, seconded by Fitzgerald and upon a vote taken the minutes were approved as published. First item on the agenda was a variance request for Mr. Harold McKenna. Mr. McKenna is requesting a 170' variance froia the minimum width of 500' per lot in an agricultural zone. The 40 acre parcel is the NW ', of the SE % of S 22- 115 -22. The parcel has one five acre parcel of record on it now. Each 10 acre parcel must hay. 660' of frontage on a public roadway before a building permit may be issued. After some discussion, motion was made by Fitzgerald to deny the variance because there is no demonstratable hardship. Motion was seconded by Warmka and upon a vote taken, the vote was tied. Speiker and Johnson voted against the motion. The variance request will now go before the Council. Next item on the agenda was reviewal of the Greenbriar PUD. Mr. David McGuire and Mr. Ron Swanson were both present regarding the review of Mr. McGuire's intentions to continue with the PUD. Mr. Swanson stated that until Brooksville Hills 6th goes through, Greenbriar PUD will not have access to sewer. Preliminary and final plans should be ready by the end of March. Motion was made by Johnson that the plans for the Greenbriar PUD be submitted to Mr. Graser no later than April 5, 1979 seconded by Warmka and upon a vote taken the motion carried.
