PRIOR LAKE, MINNESOTA 55372 CITY OF PRIOR LAKE PRIOR LAKE PLANNING COMMISSION AGENDA RP.PORI 7:30 PM March 15, 1979 Len Grassini - Woodview 1st Addition Subdivision Discussion and Rezoning The Planning Commission and Council gave conceptual approval for 17 lots adjacent to County Road 81 in May of 1978. When sewer and water was installed in County Road 81, lot specifications were necessary to correlate lot services. A request for rezoning also accompanies this proposal. The R -3 labeled lots are proposed for quad homes and R -2 lots for duplexes. Since the design and zoning are interrelated staff suggests to hold two public hearing the same night. 8:00 Bill $ Jan Eustice - Public Hearing Attached please find memorandum and map. 8:15 Jerry Grendahl - G $ E Industrial Park This subdivision had gone through the planning stages once before and was withdrawn prior to public hearing. This is an industrial' subdivision in the southeastern industrial area. Staff recommends a public hearing be scheduled. 8:30 David Barton - Variance Attached please find analysis and recommendation. 8:45 Ken Lohn - Discussion on parking The applicant has purchased the building at 4654 Colorado Street or west of the telephone company. Extensive remodeling of the building is planned for which he was issued a building permit.' He was also requested to discontinue the non - conforming parking in front of the building which consists of angle parking. The applicants letter and request is attached. PRIOR LAKE, MINNESOTA 55372 CITY OF PRIOR LAKE M E M O R A N D U M TO: Planning Commission FROM: Staff RE: Eustice Subdivision DATE: March 15, 1979 The net area for this plat is 1.49 acres which is being split into three lots. Lots one and two front on Shady Beach Trail and lot - +3,fronts on 146th Street. Lot 3 has been provided driveway access by the County which makes it difficult to deny the use of the access. 140th 'Street has beer, classified a minor arterial in the proposed comprehensive plan which suggests limited and controlled access. However, since the access existed, the applicant has a legal right to use it. Lot two of the proposed subdivision contains an existing home and storage shed. All three lots meet the minimum standards of the ordinance. Sewer and water stubs are available for all three lots. Right of way -for Shady Beach Trail is sufficient. This property can be platted independent- ly of adjacent properties. Staff recommends preliminary approval. (612) 447 -4230 4629 DAKOTA STREET S.E. PRIOR LAKE, MINNESOTA 55372 CITY OF PRIOR LAKE PLANNING COMMISSION MINUTES March 15, 1979 The meeting of the March 15, 1979 Prior Lake Planning Commission was called to order by Chairman Speiker at 7:30 PM. Members present were Commissioners Johnson, Warmka, Fitzgerald, Councilman Busse and City Planner Graser. The minutes of the February 15, 1979 Prior Lake Planning Commission were motioned for approval by Commissioner Fitzgerald, seconded by Warmka and upon a vote taken, minutes were approved as published. First item on the agenda was a discussion on Woodview Ist Addition, a subdivision that was given conceptual approval for 17 lots adjacent to County Road 81 in May of 1978. The commissioners main ;concern was ac- + cess onto Highway 13 from the flat. The applicant is also requesting` an R -3 zone whether for a portion of the property. Graser stated the City engineers had gone over the plat and there was no problem with sewer or water. Motion by Fitzgerald to hold a rezoning public hearing at 7:30 PM on April 19, 1979 and a subdivision public hearing at 8:00 PM. Motion` was seconded by Johnson and upon a vote taken, motion carried. Next item was a public hearing for Bill and Jan Eustice. The area being subdivided is 1.49 acres which front on Shady Beach Trail and 140th Street. Water and sewer services were available to all lots. County engineer feels that the traffic generated by one home will not adversely affect the,traf- fic situation on County Road 42. Staff recommended approval. Commissioner Fitzgerald was concerned about access onto a major thoroughfare. Motion' by Johnson to grant preliminary approval to the subdivision, seconded by Warmka, upon a vote taken, motion carried. Next item on the agenda was a subdivision discussion for G -E Industrial Park. Planner Graser gave a brief introduction of the parcel. The area would be subdivided into one acre industrial lots with no sewer or water. A list of permitted industrial uses would be drawn upby "staff because of the absence of public sewer and water facilities. Motion by Warmka to hold a public hearing April 19 at 8:30 PM, seconded by Fitz- gerald and upon a vote taken, motion carried. (612) 447 -4230 4629 DAKOTA STREET S.E. PRIOR LAKE, MINNESOTA 55372 CITY OF PRIOR LAKE Next item on the agenda was a variance request for Mr. David Barton. Mr. Barton is requesting a 5.1' side year setback for Lot 53, Inguadona Beach. Motion by Fitzgerald to grant a 5' variance because of preserva- tion of natural amenities, seconded by Warmka upon a vote taken, motion carried. Last item on the agenda was a discussion for the parking problem for the building located at 4654 Colorado Street, or west of the telephone company. After some discussion, the Planning Commission found that due to the fact that the building is a service to the community and the City has ,:. presently no redevelopment plan, and parking in the COD is limited, to grant 90 parking in front of this office building. This is a temporary situation until the City may require the illimination of said parking to conform to an overall plan or may deem the situation to be a health and traffic hazzard. Blacktopping, stripping, barriers, will also be installed by Mr. Lohn with the design aid of staff. Motion seconded by Cavill, upon a vote taken, motion carried.
