Minutes of January 6, 1977
The meeting of the .January 6, 1977 Planning Advisory Commission
was called to order at 7:30 P.M. Members present were: Chairman
Thorkelson, Commissioners Klein, Houts, Hafermann and Cavill,
Councilman Busse and Director of Planning, Graser.
The minutes of the December 16, 1976 Planning Advisory Commission
were motioned for approval by Houts, seconded by Hafermann and upon
a vote taken, motion duly passed.
A discussion period followed with corrections made to the Ordinance
Creating a Planning Advisory Commission and Board of Adjustment.
There will be a workshop for the planning commission on February 10,
1977 if the systems statements are received by that time.
The meeting was then recessed for the Elmer Klingberg Public Hearing.
Graser gave a brief description of the parcel involved stating that
the lot is being filled now by Mr. Klingberg, the utilities and roads
are in and the lot is of sufficient size to conform to the subdivision
ordinance. Motion was made by Klein to approve the preliminary plat
contingent on two stipulations: 1. provisions be made for a turnaround
or hammerhead driveway coming out on Duluth Avenue and 2. a 10 foot
easement on the east side of lot two be given for water. Motion
seconded by Houts and upon a vote taken, motion was duly passed. Klein
then amended the motion to include in the stir lations the stabilization
of the matter of the northern portion of the ..operty.
Second item on the agenda was Mr. John Trulson and the matter of the
docking facilities at DuBar Marine. Graser gave a brief explanation of
the history of the Marine which is an existing non - conforming use. Mr.
Trulson stated he did have intentions of leasing dock space. He feels that
the people in the office will utilize the docks because it makes an
attractive package to entice clients to the office complex. It was also
explained that 60 -65 people would be working in the building. Other
discussion items were; public launching from shoreline, and parcels
having more than one use. This matter was then tabled until February
3rd, 1977.
Third item on the agenda was the Mary Egum subdivision public hearing.
Graser gave a brief presentation stating all lots are quite sizable and
utilities are in. Mr. Egum stated that he felt preliminary approval
should be given because he had complied with all wishes 6f city staff.
Motion by Hafermann to approve preliminary plans of the Mary Egum sub-
division seconded by Cavill and upon a vote taken, motion was duly passed.

at 9:10 P.M. Mr. Graser then stated that th, tour problems brought
up at the last meeting have to be worked out. The most important
prnhlem is the rezoning problem of the 3 lots to R -1. The rezoning
will require a public hearing. 'Pie 904 high water mark and the
meandering line were also brought up. Graser stated that in checking
the title. Mr. Boudin does own the bay area. There is a map showing
the current topography not in staffs office. if the bay area dries
up, the whole area could be platted if filled to 907.5, but would
be !:indlocked. Outlet B is dedicated to the ae of John Trulson.
Gr cr stated no objection to the platting. -.e three residential

Mme 'n was made by Cavill to table the preliminary plat approval

se ror the rezoning. Seconded by Houts and upon a vote taken, motion
dul passed. The public hearing date was set for February s, 1977
at 7:45 P.M.
Motion was made by Klein to adjourn the meeting seconded by Hafermann
and upon a vote taken this meeting :adjourned at 9:50 P.M.
