8:00 P.M. St eve Friend - will propose a plan for screening of the
storage material behind Prior Lake Lumber Company.
8:15 P.M. Gary F. Wehrwein - Variance. Attached please find analysis
and recommendation.
8:30 P.M. Jim Dunn. - Mr. Dunn is proposing to alter and expand the non-
conforming use, "Prior Lake Marina" located adjacent to the
wagon bridge. It may be handled by variance or rezoning.
Staff recommends the variance approach be used to evaluate
the proposal.
9:00 P.M. Pat McGinnis - Home Occupation Permit. Please find attached
analysis and recommendation.
9:15 P.M. Jim Allen - Conditional Use Permit. Please find attached staff
analysis and recommendation.
9:45 P.M. Steve Mueller - Rezoning request. Please find attached a map
of the parcel. Recommend to hold a public hearing December 15
at 7:45 P.M.
10:00 P.M.Kenneth Jacobsen - Conditional Use Permit. Please find attached
staff'arralysis and recommendation.'
Discussion - The creation of a planning code setting forth planning
policies. For example, policy on platting in unsewered areas,
development of Twin Isles and the installation of septic systems.

November 17, 1977
The meeting of the November 17, 19 Prior Lake Planning Advisory
Commission was called to order by Chairman Thorkelson at 7:35 P.M.
Members present were Commissioners Speiker, Houts, Councilman Busse,
and City Planner Graser.
The minutes of the October 20, 1977 Planning Advisory Commission
were motioned for approval by Houts, seconded by Speiker and upon
a vote taken, motion duly passed.
First item on the agenda was a plat discussion meeting for Mr. Ron
Swanson. The area proposed is between Eastwood, Fish Point Road and
Al Steiner's Addition. The proposal includes 27 lots with many grade
problems to be worked out with the City Engineer. All lots are at
least 10,000 square feet. Mr. Swanson is required to submit a complete
set of plans to Mr. Graser and the City Engineer and must meet all
requirements of the subdivision checklist.
Second item on the agenda was a discussion on the screening of the Prior
Lake Lumber Yard. Mr. Graser gave a presentation of the proposal- Mr.
Frendshuh would like to have Prior Lake Nursery plant honeysuckle bushes

Next item on the agenda was a variance request for Mr. Gary Wehrwein.
Mr. Wehtwein would like to construct a garage on lot 36, Lakeside Park.
The request is for a 16' front yard variance in an R -1 residential
neighborhood. The subject parcel is a vacant 50' x 148' lakeshore lot.
Mayor Stock stated that as far as the 33' right of way is concerned, any
upgrading of pavement would take the land on the inner circle. After
several recommendations from the planning commission, motion was made by
Speiker to table the request until the first meeting in December seconded
by Houts and upon a vote taken motion duly passed.
Next item on the agenda was a discussion for Mr. Jim Dunn, who is proposing
to expand and upgrade Prior Lake Marina. Mr. Dunn would like to continue
servicing, repairing and have a mini showroom for boats. An additional
variance would be needed for lakeshore setback. Mr. Thieling is aware of
Mr. Dunn's proposal and would not like to see the property rezoned but
instead a variance granted. Mr. Dunn stated that the DNR has given approval
for fill to be taken out of the bay and he plans on adding onto the existing
building with new siding, roof and new windows going in.

Mr. Graser stated that the following items must he carefully considered 0 " -,*
before any variances :.an he granted. 1. Emphasize control. 2. What
type of service to zhe people. 3. If use should cease, new use should
be compatible with the neighborhood. 4. Upgrading- conflict or detri-
mental to existing neighborhood. 5. .4dvertize about public hearing.
6. Get legal advice because of previous variance. Mr. Thieling must
he contacted and a detailed online of the proposal should be given to
Mr. Thieling and Mr. Graser.
Next item on the agenda was for a home occupation permit for Pat McGinnis.
Mrs. McGinnis would like to open a nursery school for a maximum of 20
children. Staff mentioned that a problem could arise with traffic in the
neighborhood which is middle and upper class homes. Mrs. McGinnis would
like to start out with 10 children. Motion was made by Houts to table
the discussion for two weeks pending staff discussing this situation with
the neighbors seconded by Speiker and upon a vote taken duly passed.
Next item on the agenda was Mr. Jim Allen applying for a conditional use
permit for 4003 Colorado. The area is zoned R -1 and the applicant would also
need a 5' side yard setback variance. The orientation of the neighborhood
is strictly single family. The desirability of single family homes in
the neighborhood has not deteriorated due to the influx and expanding
Central Business District. Motion was made by Speiker that the request
be denied because it would be detrimental to the general health and welfare
of the neighborhood. Seconded by Houts and upon a vote taken motion duly _
nassed.
Next item on the agenda was a discussion for a rezoning request for Mr.
Steve Mueller. Mr. Mueller would like to subdivide and put four units
on the property located in the SE corner of Franklin Trail and Credit
River Road. Motion was made by Houts to hold a public hearing on December
15, 1977 at 7:45 P.M. seconded by Speiker and upon a vote taken motion duly
passed.
Last item on the agenda was a conditional use permit for Mr. Ken Jacobsen .
to allow a legal duplex in a residential neighborhood. Motion was made by
Houts to grant the conditional use with the following conditions: 1. owner
must live in the building. 2. The fire marshal must inspect and approve the
house. The fire chief did inspect the house and stated that a smoke detector
must be installed in the basement. Motion was seconded by Speiker and upon
a vote taken motion duly passed.
One item that was not scheduled but the commission decided to consider it
because of a time problem was a variance for Mr. Don Jass. Mr. Jass would
like to build an attached garage and needs a variance on the road and side
yard setbacks. Motion was made by Houts to grant a 5' front yard variance
and up to and not to exceed 7' on the side. Also a survey must be provided
and owner must insure proper drainage. Seconded by Speiker and upon a vote
taken motion duly passed.
Motion was made by Speiker to adjourn seconded by Houts and upon a vote
taken the meeting was closed at 11:00..,__
