HomeMy WebLinkAbout1977 October Planning Commission MinutesCITY OF PRIOR LAKE, MINNESOTI 55372 PRIOR LAKE PLANNING .ADVISORY COMMISSION October 20, 1977 The October 20, 1977 Prior Lake Planning Advisory Commission was called to order by Chairman Thorkelson at 7:30 P.M. Members present were: Commissioners Louts, Hafermann, Speiker, Councilman Busse, Planner Graser and City Manager McGuire. The minutes of the October 6, 1977 Planning Advisory Commission were motioned foi a ^nroval by Speiker, seconded by Hafermann and upon a vote taken, the minutes were approved as published. First item on the agenda was a subdivision discussion for Mr. Bob Burnham. Planner Graser stated that he had discussed the situation with the City Attorney and W. Sullivan stated that any subdivison of land as required by the City must be according to the provision set forth in the ordinances now in effect. Planner Graser stated that he thought the Council's intent was for one fourplex per lot in the R -2 area, since all the lots are of similar size. Motion was made by Houts to send the letter to Mr. Fellon and Mr. Kannegieter regarding the house on Pixie Point seconded by Hafermann and upon a vote taken motion duly passed. There was some discussion on asking for construction drawings in regard to width, heighth, and length when variances are requested. Houts suggested a type of mining permit similar to the one Savage had, when there is to be any filling or digging. Horst Graser, City Planner THE CENTER OF LAKE COUNTRY T0: Planning Commission FROM: Horst Graser RE: Burnham Subdivision DATE: October 18, 1977 I have consulted Mark Sullivan concerning the provisions of the zoning ordinance in dealing with this situation. He stated that any subdivision of land as required by the City must be according to the provision set forth in the ordinances now in effect. I also believe that the Council's intent was for one fourplex per lot in the R -2 area, since all the lots are of similar size. Due to the amount of information provided by the subdivider staff recommends scheduling a public hearing for November 3rd at 7:45 P.M. 3. 8:15 P.M. Members present were: Commissioners C;ivill, 11afermann, Speiker, Planner Graser and Councilman Busse. The Septeminer IS, 1977 P1a,uiing Advisory Commission minutes were motioned for approval by Hafermann seconded by Cavill and upon a vote taken were approved as published. First item on the agenda was a continuation of a variance request for Mr. Ron Schmidt (representing Bill Hergot). Mr. Schmidt distributed a new sketch showing the placement of the house on the lot. Planner Graser was asked if the changes in the driveway were sufficient. Graser replied yes. Motion was made by Hafermann to grant a 52%2' variance from the Lakeshore seconded by Cavill. Walter Jobst then stated that water runoff is presently a problem and would like to have the sewer k 'septic tank) problem carefully checked into. Mr. Graser stated that at the time the building permit is taken out this will be taken care of. Upon a vote taken, motion was approved. Next item on the agenda was a variance request for Mr. Iry Humphrey. Mr. Humphrey is requesting a variance to construct a year round home north of Lakeside Park. The Prior Lake Council granted the applicant a building permit in 1974 to erect a boathouse. Mr. Humphrey's intentions now are to adopt the existing boathouse into a year round cabin. Motion was made by Hafermann to deny the variance because of insufficient buildable area, seconded by Speiker and upon a vote taken, motion duly passed. Next item on the agenda was an application for a subdivison near Prior South. Planner Graser mentioned a conflict with the subdivision of the lot; it being in direct conflict with the zoning ordinance now in effect and that ordinance under which it was platted. Chairman Thorkelson asked Mr. Graser to discuss the matter with the City Attorney and motion was made by Cavill to table the discussion until October 20, at 7:30 seconded by Hafermann and upon a vote taken motion duly passed. Next item on the agenda was a variance request for Mr. Francis Belisle. Mr. Belisle is proposing to construct a garage on lots 53 acid 54, Conroys Bay and he needs a 22 foot front yard variance because of existing sewer lines. After some discussion, motion was made by Cavill to approve the variance request with the understanding that the road has been terminated, seconded by Speiker and upon a vote taken, motion duly passed. THE CENTER OF LAKE COUNTRY Mr. Mylo Stevens then discussed with the Planning Commission some lots that he owns on County Roads 87 and 81. Mr. Stevens feels that this land should be zoned agriculture instead of industrial. Chairman Thorkelson suggested watching for the public hearings on the Comprehensive Plan and at that time come in and discuss the matter. Next item on the agenda was a discussion period on the Residential Devel- opment Indicator. Motion was made by Haferrann to place a moratorium on subdivisions outside of sewered and watered areas until the comprehensive plan, zoning and subdivision ordinances have been revised. Seconded by Speiker and upon a vote taken motion duly passed. Motion was made by Cavil to adjourn, seconded by Hafermann and upon a vote taken, the meeting was adjourned at 10:00.
