Review of Zoning Ordinance. THE CENTER OF LAKE COUNTRY CITY OF ` PRIOR LAKE, MINNESOTA 55372 PRIOR LAKE PLANNING COMMISSION MEE -ING — Janua 3 0, 1975 The Prior Lake Planning Commission meeting was called to order ® 7:35 P.M. by Chairman Bissonett. Members present were: Bissonett, Houts, Stack, Tercero, Jobst, and Councilman Watkins. Also present were: Mayor Stock, Councilman Williams and Administrative Assistant Sullivan. Members absent were: Thorkelson. Motion was made by Stack to approve minutes of the previous meeting, January 16, 1975, as published, seconded by Houts and upon a vote taken, it was duly passed. Mr. Gibbish of DuBar Marine and his attorney, Mr. Russell Streefland were present to review DuBar's proposed conditional use permit. Administrative Assistant Sullivan read the proposed conditional use permit. Each of the thirteen (13) conditions were discussed at length. Commissioner Stack moved to table any action on this matter until a future meeting, when additional information will be available, seconded by Jobst and upon a vote taken, it was duly,;; passed. Mr. Rick Spilve, representing Prior Lake Marine, was present to review Prior Lake Marine's proposed conditional use permit. After a lengthy discussion, Stack moved to table approve until further information is received, seconded by Houts and upon a vote taken, it was dui passed. Mr. Denny McWilliams and Mr. Ron Swanson were present in regards to a proposed rezoning. The Plan-L Commissicn expressed its opinion on this proposed rezoning. A public hearing will ba scheduled for sometime in the near future. Mr. Cyril Schweich was present in regards to a proposer •ezoning. After a general discussion, It was decided that a public hearing will be scheduled soon as the necessary material has been drawn up by Mr. Schweich. Motion was made by Houts to adjourn at 10:35 P.M., seconded by Stack and upon a vote taken, the meeting was adjourned. Next meeting will be held February !s, 1975 at 7:30 P.M. I. c;harles Tooker — Review of the Zoniia THE CENTER OF LAKE COUNTRY CITY OF PRIOR LAKE, MINNESOTA 55372 P RIOR LAKE PLANNING COMMISSION MEETING — January 16, 1975 The meeting of the Prior Lake Planning Commission was called to order at 7:35 P.M. by Chairman Bissonett. Members present were: Bissonett, Stack, Houts, Thorkelson, Jobst, and Councilman Watkins. Also present were: Mayor Stock, Councilman Williams, Administrator McGuire & Administrative Assistant Sullivan. Members absent: Tercero. Mr. Charles Tooker, City Planner gave a brief presentation of continuing planning services, which consisted of: Phase I — Survey Analysis & Review, Phase II — Housing, Phase III — Land Development, Phase IV — Comprehensive Plan. Mr. Karl Mickus, representing the Downtown Merchants, came before the Planning Commission to discuss the next steps in getting the redevelopment of downtown underway. After a lengthy discussion, motion was made by Watkins to recommend that the Council search oat discretionary funds (H.U.D.) to aid in implementation of Phase I, of the Downtown Redevelopment District, seconded by Jobst and upon a vote taken, it was duly passed. Motion was made by Watkins to recommend that the Council establish the assessment district. in order to implement Phase I of the Redevelopment District, seconded by Thorkelson and uj(,,,) a vote taken, it was duly passed. Motion was made by Thorkelson to have the Planning Commission, through Councilman Watkins, request the authority from the City Council, to retain Charles Tooker for continued planning services for 1975, seconded by Jobst and upon a vote taken, it was duly passed. Motion was made by Jobst to adopt and approve the January 2, 1975, minutes, seconded by Thorkelson and upon a vote taken, it was duly passed. Acting Chairman Stack requested Administrative Assistant Sullivan contact DuB mMaarinefand Prior Lake Maine by letter, asking their attendance at the January 30, 1975, meeting the purpose of discussing their respective conditional use permits. Copies of the proposed conditional use permits accompany the letters sent to each party. Motion was made by Thorkelson to adjourn the meeting at 10:25 P.M., seconded by Watkins and upon a vote taken, it was duly passed. Submitted by, S HTRLENE CRAIG, Secretary i THE CENTER OF LAKE COUNTRY The meeting of the Prior Lake Planning Commission was called to order at 7:40 P.M. by Chairman Bissonett. Members present were: Chairman Bissonett, Jobst, Stack, Thorkelson, & Councilman Watkins. Also present were: Administrator McGuire, Councilman Williams, and Administrative Assistant Sullivan. Members absent were: Tercero & Houts. Motion was made by Jobst, seconded by Stack to approve the minutes of the previous meeting, December 19, 1974, as published. First item on the agenda was Mr. Elman Lemley in regards to the replat of Lot 8, Block 2, Lakeside Manor Second Addition. Each Planning Commissioner, Mr. Lemle & Mr. Olsen were given a copy of the City Attorney's opinion on this matter. The Planning Commission, as a whole, expressed their disapproval of the granting of this replat, not because of the configuration, but because of the park property involved, they feel, however, the matter hi gone beyond them and they know the City Council would refuse to give this matter a court test, based on the City Attorney's legal opinion. Mr. Watkins read aloud Section 2, Item E, of the Scott County Ordinance and stated he hoped the developer and the association can solve the problem among themselves. Motion was made by Stack to forward the replat of Lot 8, Block 2, Lakeside Manor 2nd Addit; to the City Council for their action on the hardshell, seconded by Thorkelson and upon a in taken, the following voted in favor: Bissonett, Stack, Thorkelson & Watkins. Opposed: JI The Planning Commission at this time reviewed some new definitions which will be included the revised Zoning Ordinance. Next meeting will be held on January 16, 1975.
