SUBJECT: Public Hearing on Revision of the Zoning Ordinance
The Public Hearing on the revision of the Zon Ordinance has
been cancelled. Therefore, the Planning Commission will meet at its
regular time and place.
Up for discussion will be the Directional Sign Ordinance and any
additional comments on the proposed Zoning Ordinance.

PRIOR LAKE PLANNING COMMIISSION FETING - July 17, 1975
The meeting of the Prior Lake Planning Commission was called to order a.'_ '-, P.M.
by Chairman Bissonett. Members present were: Chairman Bissonett, Ex•,.. at- a.• Director
Watkins, Commissioners Jobst, Burns, Thorkelson, & Tercero. Other Cit;, Officials ure-
sent were: Mayor Stock, Councilmen Oakes & Williams, Administrator McGuire & Admisn-
istrative Assistant Graser. Members absent were: Councilman Bus-.e & Commissioner
Houts.
Motion was made by Jobst to approve the minutes of the June 19, 1 +75 Planning
Commission meeting as published, seconded by Tercero and upon a v�)te taken, the
minutes were approved.
Mr. Bill Henning came before the Planning Commission to ask if he could abandon part
of Titus 2nd Addition. Mr. Henning stated that it just was not fsasible to try and
develop this plat at this time, and that he would prefer to leave it an alfalfa
field. Mr. Henning stated that he would like to develop four lots (11, 12, 13, & 14)
as one of these lots has a partially built home on it now. Mr. Henning stated
he would have to extend the road and make a cul- de-sac to provide access and egress
to these four lots. Motion was made by Jobst to recommend to the City Council that
they give Mr. Henning the approval to abandon the plat known as Titus 2nd Addition,
with the exception of tour lots (11, 12, 13, & 14), if he provides a cul-le -sac,
that will meet re specifications, seconded by Tercero and upon a vote taken,
it was duly passed.
lip4t item on the agenda was Mr. Jim Space with a variance request to build a 54' x
34' home on Lot B, of Lakeside Park, having a 10 foot sideyard setback on the North
and a 11 foot sideyard on the South, instead of the re 15 foot sideyards. The
reason for the variance request was to allow for the necessary turning space on the
lower level garage area. Mr. Space presented written permission Prom adjacent property
owners. Motion was made by Tercero to accept this variance request as proposed by
Mr. Space, seconded by Burns and upon a vote taken, it was duly passed.
The review of the Sign Ordinance, scheduled on the agenda at this time ($:00 P.M.)
was tabled until la:,..r so the Zoning Ordinance could be reviewed instead.
Planning Coamiissioner Jobst was given the floor at this time. Commissioner Jobst
stated lie felt that the Planning Commission had not spent enough time working on
the Zoning Ordinance before it was sent to the City Council for a Public Hearing.
Commissioner Jobst stated that he did not fully understand the finictiorn or charter
of the Planning Commission and also that the Planning Commission . hould be
handing the City Council solutions instead of problems. Jobst stE.ted he felt that
the Planning C should have a bit more authority so they don't have to go
running to the City Council with every little problem.

Executive Director Watkins stated he did not Feel that the Zo=' Ordinance was
he'n railroaded through and read a list of dates (10/31/74, 1/2�75, 4%1775,
5%1775., & 6/7.9/75) that the Planning Commission had discussed or worked on the Pp
Zoning Ordinance„ And this is not a totally new Zoning Ordinance it has been
ir, existance several years, these are merely amendments to the Zoning Ordinance.
As fax as running to the City Council with problems, Executive Director Watkins
feels the City Counicl should know whats going on at all times because the Planning
Commission's function is to be a arm or authority to the City Council. The Council
and the Planning Commission doesn't work separately.
At this time the proposed Zoning Ordinance was reviewed page by page with the follow-
ing additions and /or corrections being make:
Pa-es 1 - 6 (No change)
Page 6 Section 4 - General Requirements - 5th line of paragraph 1 should
read - the property is located, and shall include the documentation for
the proposal that suggests potential location for both principle and accessory
structures.
Page 6 - (E) Additional sentence should be added at end of paragraph -
Applies only in PUD's or with architectural supervision.
Page 7 - (H) - 2nd line - the word Public should be inserted before the word
lakes.
Page 8 & 9 (No change)
Page 10 - 6.2 - (A) - No. 1 - 3rd line should read - within 300 feet of a neig'
boring property. (instead of 30 feet)
Page 11 & 12 (No change)
Page 13 - (D) - 2nd line of paragraph the number 22 should be 24.
Page 14 - (E) - Without specified permit - should be added�to the :and of the
sentence.
Page 15 - 25 (No change)
Page 26 - (B) - 3rd Line of paragraph - the number (30) should be added after
the word thirty.
Page 27 - lst paragraph - 2nd line - with one representative from the City Council
should be removed and Mayor and /or City Councilman or Ex Officio, voting member -
should be added.
Page 32 - William Bissonett - should be changed to Bill Bissonett.
Thorkelson made a motion to accept the re setbacks as proposed in the revised
Zoning Ordinance, seconded by ':ercero and upon a vote taken, motion carried. Commi.ssia
Jobst opposing.
Executive Director Watkins asked the Staff to get City Attorney Sullivan's opinion
his letter dated September 23, 1974 and his other letter dated July 7 „ 1975 pertelrL.
to "H" of Page 7, of the proposed Zunisig Ordinance.

Motion was made by Jobst to ask City Planner Tooker to be more illustrative or
informational in his comments on Section 6.10 — (A) — No. 7., seconded by Bu.^ns
and upon a vote taken, motion carried. (Thorkelson & Bissonett opposed).
Motion was made by Watkins to recommend to the City Council that they hold a Public
Hearing on the proposed revised Zoning Ordinance on August 7, 1975 B 7:30 P.M.,
seconded by Jobst and upon a vote taken, it was duly passed.
Motion was made by Thorkelson to recommend to the City Council that they give the
Zoning Ordinance first priority on Aug. 7, 1975, night of the Public Hearing, then
the Zoning Map, seconded by Tercero and upon a vote taken, it was duly passed.
Motion was made by Thorkelson to adjourn the meeting,at.10:07 ]�.M., seconded-by
Tercero and upon a vote taken, the meeting was adjourned.
Next Planning Commission meeting wi11 be Aug. 7, 1975 which is a Public Hearing
on the Proposed Zoning Ordinance & Zoning Map changes, to be chaired by the City
Council.

PRIOR LAKE PLANNING COMMISSION MEETING — July 17, 1975

by Chairman Bissonett. Members present were: Ch airman Bissonett, Executive Director
Watkins, Commissioners Jobst, Burns, Thorkelson, & Tercero. Other City Officials pre—
sent were: Mayor Stock, Councilmen Oakes & Williams, Administrator McGuire & Admin—
istrative Assistant Graser. Members absent were: Councilman Busse & Commissioner
Houts.
Motion was made by Jobst to approve the minutes of the June 19, 1975 Planning
Commission meeting as published, seconded by Tercero and upon a vote taken, the
minutes were approved.

of Titus 2nd Addition. Mr. Henning stated that it just was not feasible to try and
develop this plat at this time, and that he would prefer tc leave it an alfalfa

Zoning Ordinance, seconded by Tercero and upon a vote taken, motion carried. Commissioner
Jobst opposing.
Executive Director Watkins asked the Staff to get City Attorney Sullivan's op -nion of

to "H" of Page 7, of the proposed Zoning Ordinance.

the Zoning Map, seconded by Tercero and upon a vote taken, it was duly pa ^sed.
Mol,ion was made by Thorkulson to adjourn the meeting at 10.07 P.M., seconded by
Tercero and upon a vote taken, t'.e meeting was adjourned.
Next. Planning Comni_ssio:: meeting will be Aug. 7, 1975 which is a Public Hearing
on the Proposed Zoning Ordinance & Zoning Map changes, to be chaired by the City
Council.

The Regular Planning Commission meeting scheduled for July 3, 1975
will not be held due to the upcoming holiday (Independence Day).
The next regular Planning Commission meeting is scheduled for July 17,
