PRIOR LAKE PLANNING COMMISSION MEETING - June 27, 1974
Th., meeting of the Prior Lake Planning Commission was called to order at 7:45 P.M. by Chairman
Bissonett. Mernkers present were Chairman Bissonett, Jobst, Tercero and Councilman Watkins.
Also present were City Administrator McGuire and Mayor Stock. Members absent were Houts,
Miller and Walker.
Minutes of the previous meeting were approved as submitted.
Chairman Bissonett read a letter sent to DuBar Marine which requested that they meet with the
Planning Commission to review the conditions of their Conditional Use Permit. A decision was
made to give DuBar Marine until the next Planning Commission meeting before action would be
taken.
First item on the agenda was a request for an opinion on a future plat of twenty - eight, five acre
parcels by Mr. Roy Clay. General discussion followed, suggestions were made for study on easements
and engineering aspects.
Mr. George Borgerding appeared before the Planning Commission, representing Jack Kelly, for a
}variance to build an addition within 6 ft. of his property line instead of the 10 ft. variance which
was granted at the last Planning Commission meeting. After a general discussion, Jobst made a
motion for recommending a new variance with the following stipulations: 1). A breezway be
built between the present houses. 2). That the two adjacent lots be considered a single lot when
sold. Seconded by Tercero and upon a vote taken, it was duly passed.
Mr. Borgerding came before the Planning Commission to request acceptance of a preliminary plat an
9th Ave. and for a variance in side yard setbacks of all 9 lots to 10 ft. After general discussion
Tercero mode a motion to grant the variance with a 10 ft. side yard setback with the following
stipulations: 1). Hammerhead driveways have to be installed on each lot. 2). Park dedication
requirements be met. Seconded by Watkins and upon a vote taken, it was duly passed.
Motion was made
by
Tercero to change the
frontage widths of R -1 residential dwellings and other uses
with sanitary sewers
from 85 ft. to 100 ft.,
and R -2 residential dwelling and other uses from 75 ft. to
85 ft., seconded
by
Bissonett, and upon a
vote taken, it was duly passed.
Mr. Charles Slocum came before the Commission to request a variance to build a garage within 15 ft.
instead of 30 ft. of the front property line on Ashland Road. After general discussion, a motion
as made by Jobst to grant the 15 ft. variance. Seconded by Tercero and upon a vote taken, it was
duly pawed.

Prior Lake Planning Commission Minutes of June 27, 1974, continued:
Michael McGuire presented a request fora Conditional Use Permit :or Mrs. Daphne Moser to
set up a one chair beauty shop in her home. Mayor Stock recommended the Conditional Use
Permit. After general discussion, a motion was made by Tercero to grant the Conditional Use
Permit with the following stipulations: 1). The Beauty Shop be a one chair operation. 2).
Off street parking be provided. Seconded by Jobst and upon a vote taken, it was duly passed.
Michael McGuire presented a request for an extension of a Conditional Use Permit for Mr. & Mrs.
Loehr in building an addition on to their restaurant. After general discussi ')n, motion was made
by Tercero to extend the Conditional Use Permit. Seconded by Jobst and upon a vote taken, it
was duly passed.
Tom Watkins announced that the Metropolitan Physical Development Committee is having an open
meeting at Shakopee High School on July 8th @ 7:30 P.M.
Michael A. McGuire presented a request for a sign permit for Prior Lake Developers. The sign
would be free standing and measure 6 ft. X 8 ft., located on 9th Ave. This was tabled until the
next meeting.
Motion was made by Watkins to institute a yearly review of all signs in Prior Lake, d6cissibrm
was made to table the motion until next meeting.
Tercero made the motion to adjourn the meeting at 10:15 P.M., seconded by Jobst. Motion carried'.

PRIOR LAKE PLANNING COMMISSION - Minutes of June 13, 1974
The meeting of the Prior Lake Planning Commission was called to order Cw 7:35 P.M. by Chairman
Bissonett. Members present were Jobst, Tercero, Houts, Stack and Bissonett. Also present were
Administrator McGuire and Mayor Stock. Members absent were Walker, Miller and Councilman
Watkins.
Minutes of the previous meeting were approved as submitted.
First item on the agenda was a variance for Mr. Jack Kelly. Motion was made by Houts to grant
the variance with one stipulation, that the proposed addition lie no less than loft. from the lot line
between lots 16 8. 17, which will be checked out by Planning Commissioner Stack. If this require-
ment is not met, then Mr. Kelly will have to appear before the Planning Commission at a furture
meeting, seconded by Stack and upon a vote taken, it was duly passed.
Mr. Jerry Grendahl, scheduled on the agenda for 8:00 P.M., did not appear before the Planning
Commission.
Mr. & Mrs. McCarty appeared before the Planning Commission for a variance to build a garage '}
15ft. from their back lot line, instead of the required 30ft. Motion was made by Tercero to apprvroe
the variance as proposed with one stipulation, that the garage be built 20ft. from the back lot line
instead of 15ft., seconded by Houts and upon a vote taken, it was duly passed.
Mr. Glenn Kirkeby and Mr. Don Woodward, representives of Scottland Builders, appeared before
the Planning Commission fat a variance to build a new Anchor Inn having a 1IOft. side yard setback
instead of the required 20ft. side yard setback. Motion was made by Stack to grant the variance
with are stipulation, that no access be granted to that loft. side yard setback, seconded by Houts
and upon a vote taken, it was duly passed.
Motion was made by Stack that the City Council of Prior Lake review the conditions of the Condit
of Use Permit issued to DuBar Marine by the City of Savage and that the City adopt all conditions
of this Conditional Use Permit, then contact DuBor Marine and request that all conditions be met
within 30 days, seconded by Houts and upon a vote taken, it was duly passed.
Motion was made by Houts to adjourn the meeting @ 8:50 P.M., seconded by Jobst and upon a vote
taken, it was duly passed.
Next meeting will be June 27, 1974.
