Mr. Jerry Grendahl - Re- zoning 11 , 74o eem&4 4 d Bm 2"e eon„ The meeting of the Prior Lake P1aining Commission was called to order at 7:35 P.M. by Acting Chairman Dan Stack. Members present: Jobst, Walker, Tercero, Houts, and Council— man Watkins. Also present were City Administrator McGuire and Mayor Stock. Members absent: Bissonett and Miller. Minutes of previous meeting were approved with one correction, the presence of Tom Watkins at last meeting. First item on the agenda was a variance for Duke Schrader to build on his property 6 ft. from the property line instead of the required 20 ft. The main purpose of the building would be for storage. Motion was made by Walker to approve the requested variance, subject to the approval of the City Engineer, Fire Department, and the adjacent property owner, Vallez, with one stipulation, that the proposed variance of 20 ft. to 6 ft. setback be changed to 11 lot line instead of the 6 ft. setback, seconded by Houts and upon a vote taken, it was duly passed. Mr. Charles Jorgenson appeared before the Planning Commission for a variance to build his house 55 ft. from high water mark. Motion was made by Tercero to approve variance as specified on drawing, with one stipulation, that existing bui be used for private use only, seconded by Jobst and upon a vote taken, it was duly passed. Mr. Gene Olson, representative of M.F.G. Homes, and Mr. Richard Lewin requested a variance to build a garage 5 ft. from lot line instead of the required 15 ft. Motion was made by Jobst to grant variance as specified, seconded by Tercero and upon a vote taken, it was duly passed. Mrs. Sharon K. Elphick appeared before the PIrnni.ng Commission to inquire about restrictions on Lot #2, Sect. 34, Township 115, Range 22. A letter will be sent to Mrs. Elphick stating that she has appeared before the Planning Commission and the described lot above is a lot of record and a variance is not required. Mr. John Lewin came before the Planning Commission for a variance to build his garage 4 ft. from the west lot line and 4 ft. from the north lot line. Motion was made by Houts to approve the variance with the following stipulations: 1. That the side yard setbacks be not less than 4 ft. from lot 20, Mapel Park Shores. 2. The road setback not less than 10 ft., but in line with the adjacent garage on lot 22. 3. A certified lot plan must be submitted to the Administrator's office before Mr. Lewin's building permit can be up dated. The motion was seconded by Walker and upon a vote taken, it was duly passed. Mrs. Karen Kalal requested a variance to add an addition on her present home, which would have a 10 ft. side yard setback instead of the required 15 ft. Motion was made by Jobst to approve variance as proposed, seconded by Houts and upon a vote taken, it was duly passed. Grendahl will be on the Planning Comr.:ission Agenda for June 13, 1974 for further discussion on this matter. The next meeting will be June 13, 1974. The meeting adjourned at 10:05 P.M. P4424 —Pu4e, M4vned®,..:. :537.2 PRIOR LAKE PLANNING COMMISSIOt - .Minutes of May 16, 1974 The meeting of the Prior Lake Planning Commission was s to order at 7:40 P.M. by Chairman Bissonett. Members present: Tercero, Jobst, Stack. esent were Michael McGuire, City Administrator, Mayor Walter Stock, and City Planner C Tooker. Members absent: Houts, Walker, and Miller. Minutes of previous meeting were approved as Submittec First item on the agenda was Charles Tooker commenting -he study plan for a proposed Sunset Hills Addition. Mr. Tooker will send out a re'sur of his comments to all Planning Commissioners for their review. Mr. & Mrs. Robert Bell came before the Planning Commis_ for a variance to add a 12 x 24 ft. addition to the east side of their small cabin and a 10 x 't. addition the west side. Motion was made by Tercero to grant variance as specified on dre g, seconded by Stack and upon a vote taken, it was duly passed. Mr. John Lewin also came before the Planning Commission a variance to build a garage 4 ft. from his north lot line and 4 ft. from his west lot lir Motion was made by Stack to contact the City Engineer, through the Administrator's Off; to check the easement situation which will be reported at the next Planning Commission me -.ng, seconded by Jobst and upon a vote taken, it was duly passed. A follow -up on Clean -up Week will be made, with each missioner asigned to certain areas for inspection at next Planning Commission meeting. Meeting was adjourned at 9:00 P.M. Members present: Tercero, Jobst, Walker, Houts and Councilman Watkins, Also present were Michael McGuire, City Administrator, Mayor Walter Stock, City Planner Charles Tooker and City Attorney Mark Sullivan. Members absent: Bissonett. Minutes of previous meeting were approved as published. The first item cs_ `,he agenda t,e proposed dividing of a parcel by Mr. Dalsin, in— volving either Re— zoning or Conditional Use Permit. Walker made a motion to grant a Conditional Use Permit to subdivide the present parcel into 3 lots, with the stipulation that no more than 2 residence can be placed on the 3 lots, motion was seconded by Houts. After further discussion the motion was withdrawn. The Planning Commission suggested to Mr. Dalsin that he have a preliminary plat drawn up and bring it before the Commission at a future meeting. Mr. Ed Vogt came before the Planning Commission for the Commissionts deci.ssion on the re— zoning of the McQuiston property. After a general discussion and review, motion was made by Walker to deny approval of the proposed re— zoning put before the Commission, seconded by Jobst and upon a vote taken, it was duly passed. Michael McGuire presented a preliminary plat plan for Sunset Hills Addition. The Commission was asked to review and give their opinions on the concept fo the preliminary plat. A general discussion followed. Mr. Tooker, City Planner, was asked to review the plat and give his opinion, which will be returned to the Planning Commissioners. Mr. Doug Rippie came before the Commission for a variance to build a garage onto his home in Boudins Manor. Two letters were read from neighbors stating they were not opposed. Motion was made by Walker to approve the variance with specified setbacks shown on the surveyor's drawing, seconded by Houts, and upon a vote taken, it was duly passed. Mr. Tooker, City Planner, discussed the Priority List of Projects on the proposed Capital Improvement Plan with the Planning Commission. The Commissioners were asked to give their comments and /or suggestions on the proposed C.I.P. A lengthy discussion followed. Motion was made by Houts that all previous Zoning and Building Ordinances be adopted by the recently annexed portion of Savage, now the Eastern portion of Prior Lake, Seconded by Houts, motion carried. Motion was made recommending payment to Charles Tooker, City Plarmer, for plann'ng seconded by Houts, motion carried.
