The meet -ig of the Prior Lake Planning Commission was called to order at 7 :35 P.M. by
Acting Chairman Tercero. Members present were: Tercero, Jobst, Thorkelson, Stack„
Houts & Councilman WatkLns. Also present were: Mayor Stock, Councilman 'Williams,
Administrator McGuire & Administrative Assistant Sullivan.
First item on the agenda was Mr. 9arold Hecker applying for a conditional use permit
to move in a residential home which was originally a mobile home with an addition
built on, to use as a pro shop for a golf course. Motion was made by Jobst to re-
commend to the Council the approval of the moving of the recreational facility, for a
period of five years, subject to the fact that it must meet the code and not be used
as a residence, seconded by Thorkelson and upon a vote taken, it was duly passed.
Mr. Roy Clay had requested an advisory meeting with the Planning Commission to discuss
a proposed plat of 140 acre parcel located in the NW4, NE4, SEW' of the NW4 of Section
34, and the SET' of the SW4 of Section 27. Discussion followed and it was decided to
ask Mr. Clay to work on a new planned unit development proposal.
Mr. Olsen, representing Mr. Lemley, on the replat of Lot 8, Block 2, Lakeside Manor
Second Addition. Mr. Tercero read Engineer Israelson's recommendation of approval of
the replat upon the following conditions: 1. The driveways have no more than a 101
grade. 2. All lots have 85 feet or more frontage on roads. 3. Each lot have a minimum
of 12000 square feet. After a lenghty discussion, motion was made by Thorkelson to
schedule a public hearing on the replatting of Lot 8, Block 2, Lakeside Manor 2nd Addition
for December 5, 1974, seconded by Stack and upon a vote taken, it was duly passed.
Motion was made by Houts to recommend to the City Council that they pass a moratorium
on development in unplatted land outside the existing five year Capital Improvement
Programs area, seconded by Thorkelson and upon a vote taken it was duly passed.
Routs & Stack gave a summary on their meeting with Mr. Gibbish of DuBar Marine on
the rewriting of the conditions of their Conditional Use Permit. No action was taken
by the Planning Commission.
Next meeting is December 5, 1974.
Motion was made by Houts to adjourn at 10:15 P.M., seconded by Watkins and upon a
vote taken, it was duly passed.
