Don Woodward — Scottland Plat THE CENTER OF LAKE COUNTRY CITY OF PRIOR LAKE, MINNESOTA 55372 PRIOR LAKE PLANNING COMMISSION MEETING - September 12 1974 The meeting of the Prior Lake Planning Commission was called to order at 7:35 P.M. by Chairman Bissonett. Members present were Chairman Bissonett, Commissioners Jobst, Houts, Tercero, Thorkelson, Walker and Councilman Watkins. Also present were Mayor Stock, Administrator McGuire, Administrative Assistant Sullivan. Absent was Commissoner Stack. Motion was made by Jobst to approve the minutes of the August 15, 1974 meeting, as submitted, seconded by Tercero and upon a vote taken, it was duly passed. Mr. & Mrs. Michael Kalscheuer came before the Planning Commission for a Conditional Use Permit, to have a temporary structure so that he can build a Ferro - Cement sailboat, across the street in a vacant lot, owned by Mr. Ed Birdsong. Mr. Kalscheuer has the written permission of Mr. Birdsong and the neighbors adjacent to or across from Gov. Lot 2 (150 x 140.4 on which the boat will be built. Mr. Kalscheuer stated that the completion date would be August 1, 1975. When asked about having a bond, Mr. Kalscheuer stated that he has Special Li.abilit3 Insurance of $100,000.00. Mr. Walker made a motion to grant a Conditional Use Permit for a period of one year, contingent upon the conditions in the letter ) signed by the neighbors, seconded by Houts and upon a vote taken, it was duly passed. Mr. Calvin Erbele came before the Planning Commission for a four -way variance of 20 ft. setback from the back of his lot line and 57 ft, from lake shore, and 3 ft. sideyard set- backs. The main concern was the 3 ft. sideyard setbacks. Commissioner Thorkelson suggested that maybe Mr. Erbele could add an additional story on the house for the same amount of living space. All the Planning Commissioners agreed that Mr. Erbele should try to re- design his house so that he could meet the sideyard setback or come close as possible, and then come back to the Planning Commission with another presentation. Mr. Eddie O'Dowell, representing Ralston Purina, and Mr. Kenneth Gast came before the P lanning Cc As sion to discuss the Platt Feed Mill. Mr. Kenneth Gast is presently the manager of Platt Feeds and would like to improve the present conditions of the grain mill. Mr. O'Dowell and Mr. Gast would like to remodel the present structure and make the mill into a farmers grain market and have all kinds of pet food and a lawn and garden center in the Spring. Mr. Watkins suggested that thoy work together with Mr. Thorkelson and other downtown merchants in the concept plan for the re-development of downtown. And the Planning Commission; would like pictures of what the mill would look like or something similar. Mr. Don Woodward, representing Scottland Developers, came before the Planning Commission with a preliminary plan and request for a rezoning hearing on a piece of land, which is located across the street from Brooksville Shopping Center. The land is presently zoned B-2 and R-2, Mr. Woodward would like this 6.2 acre parcel to be zoned all the same (B-.2) A United Federal Savings and Loan would be built on approximately one acre of this parcel and in the future something like a bank or medical building could possibly be built on this same parcel. Motion was made by Thorkelson and seconded by Houts to hold a Re- Zoning Hearing for this parcel on October 1, 1974 @ 8:00 P.M. in the Council Chambers. 1 THE CENTER OF LAKE COUNTRY Planning Commission Page #2 Sept. 12, 1974 Mayor Stock, representing Robert iaye came before the Plann Commission for a variance to build a single family dwelling 20 ft. from his frort lot line. Mr. Layevx would have a hardship if he had to build back further because of the terrain. A motion was made by Walker, seconded by Jobst to grant the variance as proposed. Motion carried. Mr. Watkins appointed Luis Tercero as Chairman of the Planning Commission to take Bill Bissonett +s place for 10 weeks. Mr. Jebst invited Mike McGuire, Bill Sullivan, and other members of the Planning Commission to go for a boat ride to look the lakeshore property over on Friday, September 13, 1974 @ 2:00 P.M. Mr. William Sullivan, representing Bro. Kenneth Horst of Franciscan Retreats, came before the Planning Commission with a request for a sign permit. He would like to erect 'a sign on the property owned by Clem's Drive In. It would be a 2.x 12 redwood with two 4 x 4 redwood posts.
