Commissioners present were Walter Jobst, Harold Miller, and Dan Stack as well as Mayor Walter Stock and Councilmen Don Busse, Jack Oakes, Peter Patchin, Tom Watkins. Emmett Knox and Frank Wicker presented their Townhouse Planned Unit Development "Mitchell Pond ", off Highway 1 13. The 85 :mit plan of 4 unit houses is located on 23 acres of land with a large portion of that land shared in common with the Mitchell Pond Home Association. The commission recommended that since planned unit developments require a public hearing anyway, the developers seek a variance from R -I zoning rather than to change zoning to R -2. The commission alc? recommended that the road in the project be extended to form a loop. The commission adjourned that meeting for a discussion in the round with the Village Council. Charles looker presented the proposed zoning ordinance and zoning maps in preparation for public hearing. The meeting was reconvened on a motion by Jobst, seconded by Miller. Motion carried. A motion to recommend the proposed zoning ordinance and map to the village council for approval was made by Jobst, seconded by Miller, and carried. The public hearing is planned for Tuesday, March 20th., 8:00 P.M. at the Prior Lake Junior High School. Harold Hecker and Harold Haargard submitted a preliminary proposal for a golf course an a 40 acre plat on Co. Rd. 81, North of Howard Lake (Section 32), and was favorably accepted by the Planning Commission. On action pending from previous meetings, the commission recommended Al Steiner's Oak - ridge Court plat plan for approval to the village council, on a motion by Miller, seconded by Jobst. It also returned Simpkins plan of North Shore Oakes to him with several alternatives for change before approval would be recommended. They were (1) to increase lot size to 20,000 feet minimum, or to build an alternate lots holding the remaining lots until sewer is provided in the area. The meeting was adjourned at 10:30 P.M. The next Planning Commission meeting is scheduled for March 15, 1973, at 7:30 P.M. Commissioners present were Bill Bissonett, Walter Jobst, Luis Tercero, and Walter Stock. Mrs. Sterling Robson came before the commission to ask about a building permit for Lot 4 of Maple Park. The commission noted that the plan required numerous variances from the existing ordinances and that soil tests should be ordered to determine if the lot could support a sewer system. A bill for 33% completion of Phase 2 of the Planning & Zoning Ordinance work was submitted by Charles Tooker. The motion of Luis Tercero, seconded by Bill Bissonett, to recommend the $500.00 payment was unanimously approved. The commission reviewed the revised draft of the Zoning Ordinance. The motion to adopt the draft with minor revisions and to present it to the Village Council was made by Bill Bissonett, seconded by Luis Tercero and unanimously adopted. On the suggestion of Walter Stock, the commission agreed to let the Village Council work out a permit agreement with Lawrence Schweich for the grovel mining in Bangs Addition. In reviewing the zoning maps drawn up by Charles Tooker, several minor modifications were proposed. They were to include an area near Watsl;s Point on Prior Lake and a second area (part of Jim Cates property) near the creek In the village to be Incorporated into the green belt. The next meeting is scheduled for February 28th., at 7:30 P.M. Meeting adjourned at 9:45 P.M. Lake Planning Commission was called to order at 7:45 P.M. by Chairman Dan Stack. C nissioners present were: Dan Stack, Bill Bissonett, Harriet Hanson, Walter Jobst, Harold Miller, V! ge Planner, Charles Tooker; Mayor Walter Stock, and Councilman Tom Watkins. The minutes of the January 10th, meeting were read and approved with the addition that Councilman Tom Watkins was also present. Dan Stack read a letter from the Scott County Planning Commiss ;nn asking Lawrence Schweich to stop mining gravel in Bangs Addition until he secures a permit from the Village of Prior Lake. Mr. & Mrs. Al Steiner and Bill Schmokel of Valley Engineering Co. appeared before the commission to present a plat plan of Oak Ridge Court First Addition. (T115 N, R21 W, Section 36, NE 1/4 of NE 1/4, near Highway 13 and Candy Cove Road). Bill pointed out that preliminary discussions had previously taken place with Eagle Creek Board Members and that a surety bond dated October, 1972, had previously been posted. The board took the matter under advisement. The Commission heard two additional proposals for subdivisions of North Shore Oaks fourth Addition. (Govt. Lot 4 N.E. 1/4 N.W. 1/4, Section 25, 115, and 22 on Co. Rd. 42). The other from the "Oaks" (Tract A $ B, RLS No. 53). Motions were made to table both proposals until the next meeting. Several commissioners raised objections to unscheduled business being brought to the meeting, forcing postponement of scheduled business. A resolution was passed stating that all business must be placed on the agenda by the Village Clerk before the Monday prior to the regular meeting date. A "workshop meeting" with the Village Planner was scheduled for February 15th., 1973. The meeting was adjourned at 9:50 P.M.
