PRIOR LAKE PLANNING COMMISSION - Minutes of March 29, 197
The meeting of the Prior Lake Planning Commission was called to order at 7:30 P.M. by Acting
Chairman, Walter Jobst. Members present were Bill Bissonett, Walter Jobst, Harold Miller.
Councilmen present were Don Busse, Jack Oakes, Tom Wu*kins, and Mayor Walter Stock. Village
Planner, Charles Tooker, was also present.
The minutes of the previous meeting were approved as published.
Mr. Tooker and the Planning Commission reviewed each of the objections to the proposed zoning
ordinance brought forward at the public hearing for.
(1) The area on the south side of Highway 13, behind Brooksville, originally designated "greenbelt"
was changed to B/3 with the one block of existing residences changed to R /I. This was consistant
with previous zoning.
(2) The "greenbelt" area in the 40 acres just east of the Senior High School would be reduced to
100 feet width to show more accurately the Intent of a greenbelt, rather than a recreation area.

(3) The Dennis McWilliams property rear Mud Bay - I t was moved and passed to leave the property
as CA, as shown on the zoning map since the Mud Bay Peninsula, a creek and a connecting corridor,
are involved.
(4) The Dennis McWilliams request to rezone his property along County Road 42 to B/2 was considered.
It was moved and passed that the area north of Prior Lake remain as shown on the zoning map, consisting
with previous zoning.
(5) A request to recognize an Eagle Creek Conditional Use Permit from March of 71 in regards to Mr.
Barry James Woodside Coop. on Highway 13 in Section 36. The commission requests that Mr. James
present his evidence of record to the Planning Commission at their next meeting.
(6) It was moved and passed to revise two pieces of property (the proposed Vetinery Clinic across from
the Deep Rock Station and Lawrence Schweich property next to the Drive -In Theatre) to conform with
plats filed and approved previously.
The Planning Commission passed a motion to recommend the Zoning Map, as amended at this meeting
to the Prior Lake Village Council for approval.
In other business of the Planning Commission, Mr. & Mrs. Martin Lannon requested a varlence on set-
backs (19 feet front lot and 8 feet side lot) for a detached double garage on an unusual lake lot in Red
Oaks Section 35. Many other garages with less setback in the area were sited as criteria. Motion was
made and passed to approve the request.

Mr. Roger Klober requested information on steps required to get a conditional use permit for a home
occupation. The commission showed him the ordinance and asked that a written request be prepared
specifying business level, traffic level, and other details of the ordinance.
Mr. Will; im Sinn requested an approval at a 20 foot building setback on an irregular shop:d lot with
a steep grade in Lakeside Manor. The neighbors site line was given as reason for approval. The
request was conditionally approved, assuming no objections from neighbor, Mr. Kline, were received.
Bill Bissonett will check on this detail before next meeting.
Lawrence Schweich requested an approval of a change in street alignment and lot alignment in Prior
South Second Addition (Lots I - 4 of Block I and Lots I - 4 of Block 2) to correct an engineering error.
The request was approved for recommendation to the Village Eouncil.
Lawrence Schweich showed a plan and gave details of the proposed tennis court, park, and parking
lot as referred in Planning Commission minutes of 3/15/73. It was noted that a mud pond created
during the Candy Cove road construction would be eliminated. The motion to approve the plan was
passed.
The meeting adjourned at 9:40 P.M.

PRIOR LAKE PLANNING COMMISSION - Minutes of March 15, 1973
The meeting of the Prior Lake Planning Commission was called to order at 7:30 P.M.
BY Chairman Dan Stack. Members present were Bill Bissonett, Walter Jobst, Louis
Tercero, and Village Planner, Charles Tooker.
The minutes of the previous meetings were approved as published.
Mark Sullivan, Village Attorney, reviewed the proposed Zoning Ordinance and made
several recommendations to improve the ordinance from a legal standpoint.
Charles Tooker submitted an invoice for $500.00 for 66% completion of Phase 11.
Motion to recommend payment to the Village Council was made by Tercero, seconded
by Bissonett - motion carried unanimously.
Harold Rowe requested a "conditional use permit" to operate a small engine repair
shop in his garage on First Avenue, near Klear Field. With written permission from
neighbors on both sides, the Planning Commission will consider recommending the
"conditional use permit ".
Lawrence Schweich requested permission to blacktop an area and put in a tennis
court on his property at the intersection of Highway 13 and Candy Cove Road. The
Plar «ping Commission asked that Mr. Schweich appear In person before the commission
to answer several questions as to the size and purpose of an overflow parking lot in
this area.
Motion to adjourn was made by Bissonett, seconded by Tercero - motion carried.
