Planning Commissioners present were Dan Stack, Pat 'Walker, Luis aercero, Bill Bissonett, Councilman Tom Watkins, Mayor Walter Stock. Mrs. Virginia Marquette presented a Plat Plan and Variance Request to allow dividing a 12 acre plat in A C -1 area into 2 lots, one 2.81 acres, and the other 8.9 acres. The variance was approved with the stipulation that neither lot be further subdivided. Mrs. Margaret Boch requested permission to stavt a small Dance Studio in her home in the Willows area. Details: 10 to 12 students, Mon. A.M. 10, 11, 12, or 1, lessons 45 minutes long. No parking problem anticipated, the streets are thru streets (1.E. No Cul -De. Sac) Mrs. Bock presented letters from neighbors on two sides stating no objections to the operation. It was moved and passed to table action on the request until next meeting. Mr. & Mrs. Manfred Schwermann appeared in regards to their property in "Ec; -1 Creek ", section 28. They requested variance to build a home and /or a small barn on the propert . It is zoned C -1. The lot size is 27 acres (1.7 acres net, after public roads deducted. Historically, the property has been listed as a "parcel" of land, not a "flat". It was decided to table the request subject to the Village Attorney's legal opinion as to the Planning Commission's obligations to grant or not to grant a variance due to the long str ? recorded parcel status of the property. Mr. Dave McGuire and engineer, Bill Schmokel presented a Preliminary Plat Plan on a proposed 152 acre residential development just past Brooksville Hills, North of Wisconsin St. The Planning Commissioners, Village Planner, Charles Tooker, Councilman Watkins, and Mayor Stock reviewed the plat and offered suggestions on how the plat could be improved. It was generally agreeded that a Planned Unit Development Concept would be the best approach to that property. Mr. Tooker presented a Village Subdivision ordinance Proposal to the Commission. Many points of the proposed ordinance were discussed, as they would apply to us. Mayor Stock introduced information he received at a Metro Council meeting on Metro Development Policy as it applies to )ur future development. The classification of "Planning Area" that the Village of Prior' Lake falls into by the Metro Council`s outlined definitions, was discussed at length. Mike McGuire introduced a sign permit request from Scottland, Inc. for a sign on the Wi3li.am! Schmokel property on the N.E. corner of Hwy. 13 and 9th Ave. The permit was recommended contingent upon agreement of location of sign so as not to impair any vision by traffic on surrounding roads. Location to be by mutual agreement of Village Engineer and owner, taking into consideration any future road relocations. Meeting was adjourned at 10 :45 P.M. Next meeting Dec. 13, 1973 at 7:30 P.M. Planning Commissioners present were Dan Stack, Pat Walker, Walter Jobst, Harold Miller, and Luis Tercero, Councilman Pon Watkins. Mrs. Virginia Marquette presented a proposal for subdividing her property in Section 23, North Shore of Pike Lake. She wants to subdivide the 122 acre plat in an C 1 zoned area into 3 lots 5, 5, and 22 acres. The panning Commission will investigate the area and report back to the Planning Commission next meeting. Mr. Cal Erberle presented a plat plan of 4 lots on Red Oakes Road. The motion was made to adopt Mr. Erberle's proposal in concept with the stipulation that no further variances on the building sibe be requested. Motion made by Luis Tercero,seconded by Pat Walker, motion carried. The preliminary plat plan for Dave McGuire for the N. E. corner of section 1 of Spring Lake Township, South of Wisconsin St. was presented by Bill Schmokel. Mr. McGuire would like to develop this area in the next 3 to 5 weeks. The Planning Commission will review this proposal with the School Board, the Village Council and Charles Tooker for rescheduling this plan for next meeting. A copy of the map will be sent to Charles Tooker and the Council for their consideration. A question came up on Prior Lake zoning ordinance, page 7, Utilitie Transition area, 30,000 ft? Should this be changed to meet the other 24000 square foot wording. Mr. E. Humphrey presented a proposal for a boat house. A general discussion followed with a recommendation the* Mr. Humphrey get a plat plan and submit a request for variation if he requires it. Mr. & Mrs. Hobbs asked for a variance on a gargae on lot 53, and 4 of lot 52, lakeside Park, to build on the existing slab. A motion was made to grant a variance of up to 8 feet by Pat Walker seconded by Luis Tercero. Motion carried. Manfred Schwdmarni came in for a permit to build a barn on a 2.5 acre lot S. W. quarter of S. E. quarter of Section 28, Eagle Creek, formerly Herbert Hotch. Mike McGuire will check the lot of record and Mark Sullivan will look into the question of a barn on a lot smaller than 5 acres. Tom Watkins suggested that we review the Zoning Ordinance for possible changes. Wally Stock mentioned that the Metropolitan Council will hold a meeting on their Development Policy, Monday, November 26, 1973' @ 7:30 P.M. in the Apple Valley Village Council Chambers, 14200 Cedar Ave. The Planning Commission members should attend. Wally Stock also submitted a Parking Lot Proposal to be considered for adoption in the Comprehensive Plan. Dan Stack recommended that the Village obtain copies of "Building our Community" for all its members.
