PRIOR LAKE PLANNING COMMISSION - Minutes of Oct. 25, 1973
(SPECIAL MEETING ON TRAFFIC PATTERNS)
The meeting was called to order at 7:35 P.M. by Chariman Dan Stack. Planning Commissioners
present were Dan Stack, Pat Walker, Harold Miller, Luis Tercero, Bill Bissonett, Councilman
Tom Watkins, Mayor Walter Stock, Village Clerk Michael McGuire, Village Planner Charles Tooker
Dan Stack have a short review of the steps taken to date on the Traffic Patterns Proposed
Revisions. Tom Watkins gave an outline of items related that were discussed at a prior meeting
with the Village Council and Concerned Citizens. Mr. Watkins then reviewed the Hwy. 0 13
Proposed Revisions, and options to those revisions with the Planning Commission.
Mr. Lawrence Schweich and Carl Mickus presented views given by a meeting of approximately
40 Downtown Merchants as they apply to the proposed traffic revisions. A copy of the minutes
of their meeting was read and entered into the Planning Commission's permanent file. A general
discussion on the Downtown Merchant's Suggestions ensued.
Mr. Charles Tooker gave his ideas on � ;— oposed "loop" of the downto•mn area including an
extension of the service road on the West side of Hwy. 0 13. He explained how the loop
would eventually omit the need for the Dakota Street Access to Hwy. 0 13, and fit into the
changes proposed by the Downtown Merchants. He further suggested that the loop be built
in segments with the primary concentration on the extension of Pleasant Ave, to the service
road and the extension of the service road to Central Ave., combined with the realignment
of the Central Ave. /County Rd. 0 44 intersection.
Mr. John Kalton questioned Mr. Tooker as to the States Plans for the type of access to the
Highway. Mr. Tooker explained that yield and accelleration lanes were planned. Mr. Kalton
suggested a speed limit of 45 MPH throughout the Village Limits.
George Borgerding suggested possible over passes of streets intersecting with Hwy. 0 13.
Mr. Schweich asked about possible State Aid for overpasses, underpasses, etc. Mayor
Stock explained that funds over and above the amount allocated for the present State changes
to Hwy. 0 13 would not be available until 1980.
Mr. Tooker gave some of his views on the possible effects of closing some of the accesses
to Hwy. 0 13. Mr. Schweich gave a rebuttal to the ideas explaining the number of people
needing these accesses for thoroughfare more than access to the business district. Mr. Tooker
explained how a loop program could combine to fill both the needs for access to and
thoroughfare through the Downtown Business Area.
Mayor Stock gave a brief resume on what we have to consider for the future developemehr,
and how it could be financed. He said that the State of Minn. improvements will begin in
the Construction Season of 1974

Prior Lake Planning Commission minutes continued:
The meeting of Oct. 11, 1973 was opened and closed without business.
The next regular Planning Commission meeting will be Nov. 15, 1973 at 7:30 P.M.
