Other members present were Luis Tercero, Pat Walker, Walter Jobst, Councilman Tom Watkins and Planner Charles Tooker. The minutes of the previous meeting were approved as read. Len Grassini came before the Commission with a proposal for a 100 acre development with 400 ft. of lakeshore on the Northshore of Prior Lake, regarding a special permit to accommodate 40 boats. The majority of the members of the Planning Commission were in favor of the preliminary plan. Wicker/Knox presented a revised Mitchel Pond development plan with 75 units, 19.61 acres including pond and roadways. Walter Jobst made the motion to approve the new preliminary plan,as presented. Seconded by Luis Tercero, the motion was tabled. (Later the table motion was withdrawn) Luis Tercero made the motion to reopen the minutes of May 17,1973, with regards to the Mitchel Pond PVD, seconded by Pat Walker, carried. With the submission of the additional information requested by the Commission from Wicker/Knox it is the the Planning Commissions opinion that the overall concept be given preliminary approval. Satisfactory solution to roadways and densities have been provided and the lakeshore property bas been deleted from the PVD. The motion to accept was made by Pat Walkb , seconded by Luis Tercero and carried. The Council has approved funds for the Planner to start the Sub - division Ordinance:: The Metro Council will review our recently completed comprehensive plan on Oct. 3, 1973. Mayor Walter Stock recommended that the Planning Commission think about a sidewalk study for the Village. Luis Tercero made the motion that we recommend to the Council that the Village Planner include pedestrian walks as part oftthe thoroughfare study, seconded by Pat Walker motion carried. In regards to Mr. Joe Carroll's request for variance on a garage from last meeting. (The requested letters from neighbors were supplied to the Village Clerk). Luis Tercero made the motion to approve the front yard set back to 10 ft. from the private road. Seconded by Walter Jobst motion carried. The meeting was adjourned at 10 :05 P.M. Planning Commissioners present were Pat Walker, Bill Bissonett, Luis Tercero, Harold Miller, and Walter Jobst. Also present were Councilman Tom Watkins and Village Planner, Charles Tooker. The minutes of the last meeting were approved, as corrected. Mr. Joseph Carroll was present and requested a variance at his front yard setback to eight (8 feet from the existing private roadway in Moves First Addition, servicing lots 11 - 16, just off Candy Cove. The commissioners recommended to Mr. Carroll that he get written permission from neighbors, McNeese, Wallin and Holler. A discussion regarding corner lots was held. It was reaffirmed that all sides with street frontages would be front yards. The other two sides are usually considered side yards. Mr. Roman Kopp and Loren Gross came before the commission in regards to Kopps property along Hwy. d13 south of L & L Hardware. The commissioners showed them the zoning map. There was some dis- cussion about the disposition of the modular home. 'The session was for information without a specific request. Charles Tooker presented his traffic flow study along Highway #13 and discussed the Minnesota Hwy. Department's intersection study. The commission adopted several recommendations from Mr. Tooker. He will come back and present a final program to be forwarded to the State Highway Department. A motion to forward Tooker'r invoice to the council for payment carried. ir:a meeting adjourned at 9:45 P.M. The next meeting will be held September 27, @ 7:30 P.M.
