PRIOR LAKE APPLICATION FOR A DEPARTMENT OF NATURAL RE-
SOURCES LOCAL TRAIL CONNECTION GRANT
DISCUSSION: Introduction
The purpose of this agenda item is to request City Council approval of a resolution
supporting the submittal of a grant application for the Department of Natural Re-
sources Local Trail Connections Program. The purpose of the grant application
will be to provide funding for construction of a trail segment located along County
Road 21, between Jeffers Pass NW and Raspberry Ridge Road NW.
Historv
The purpose of the Local Trail Connections Program is to provide grants to local
units of government to promote relatively short trail connections between where
people live and desirable locations. Funding for this grant program is from "In
Lieu Of' lottery proceeds. This grant is administered by the Minnesota Depart-
ment of Natural Resources.
Current Circumstances
The purpose of this project is to construct a missing section of trail adjacent to
County Road 21 in Prior Lake. The proposed trail segment is 1,745 feet in length
and will be 10 foot wide (see attached location map). The end result will be a trail
meeting DNR and ADA requirements. This segment of trail is the only gap in the
regional trail between CSAH 42 and Cleary Lake Regional Park. The trail pro-
vides access to Jeffers Pond Elementary School, the fishing pier in Grainwood
Park, and is a critical link to downtown Prior Lake.
The construction of this trail will enhance safety, and it serves as the only trail
connection crossing the channel bridge between Upper Prior Lake and Lower Pri-
or Lake. To the east of the bridge is downtown Prior Lake, the Prior Lake Library,
the Prior Lake municipal buildings, Lakefront Park (a 140 acre community park),
and Cleary Lake Regional Park. To the northwest of the bridge is Jeffers Pond
Elementary School, Jeffers Pond Park (a 48 acre natural park with trails), and
connections to Shakopee. This segment of trail is identified as a regional trail on
the Metropolitan Council's Regional Trail Map.
As noted in the City of Prior Lake 2030 Comprehensive Plan (adopted in 2006),
"the strong nationwide trend toward trail development is also present in Prior Lake.
People of all ages are seeking safe and enjoyable corridors for walking, jogging,
in-line skating, and biking. Trails will link together public parks, commercial and
industrial areas, regional trails and schools." The Comprehensive Plan includes a
specific goal to "provide for availability and maintenance of surfaced walkways be-
tween major activity centers." The proposed project is consistent with these
goals. The City's 2030 Vision and Strategic Plan also includes a goal to "develop
and approve a plan for safety and interconnectivity improvements to sidewalks,
bike paths and trails serving schools, neighborhoods, downtown and parks."
Conclusion
The proposed application is consistent with the 2030 Comprehensive Plan and the
2030 Vision and Strategic Plan.
ISSUES: This project is a vital link in the regional trail system between Prior Lake and
Cleary Lake Regional Park. It also provides multiple connections to the City of
Prior Lake's 80+ miles of trails and sidewalks. The project enhances the safety of
users by improving a deteriorating section of the trail, and provides direct access
to Upper and Lower Prior Lake.
Construction of the trail will be completed by a combination of Prior Lake staff and I
contractors. The City will complete day to day maintenance of the trail, including
snow removal, through the public works operating budget. The City is expecting
seal coating to occur every five to six years, depending on surface condition. The
trail will also be inspected and rated through the City's pavement management
system every three years.
FINANCIAL The project consists of construction of 1,754 feet of 10 foot wide trail along County
IMPACT: Road 21. Costs include:
Subbase $ 3,500.00
Construction $20,000.00
Labor $ 2,500.00
TOTAL PROJECT COST $26,000.00
The City is requesting a grant of $19,500 to complete this project, which is 75% of
the project cost. The City is responsible for a 25% local match. Funding for the
matching funds are a combination of funds included in the City's annual operating
budget and the Capital Improvement Program.
ALTERNATIVES: 1. Adopt a resolution supporting the submittal of a Local Trail Connection grant
application.
2. Deny support of the submittal of a Local Trail Connection grant application.
3. Defer this item and provide staff with specific direction.
RECOMMENDED The staff recommends alternative #1. This requires the following motion:

A RESOLUTION SUPPORTING THE CITY OF PRIOR LAKE APPLICATION FOR A DEPARTMENT OF
NATURAL RESOURCES LOCAL TRAIL CONNECTION GRANT

WHEREAS, The City of Prior Lake supports the grant application made to the Minnesota Department of Natural
Resources for the Local Trail Connections Program. The application is to construct 1,745 feet of
paved trail located along the County Road 21 in Prior Lake; and
WHEREAS, The City of Prior Lake recognizes the twenty-five (25) percent match requirement for the Local
Trail Connections Program, and has secured the matching funds.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. If the City of Prior Lake is awarded a grant by the Minnesota Department of Natural Resources, the City
of Prior Lake agrees to accept the grant award, and may enter into an agreement with the State of
Minnesota for the above referenced project.
3. The City of Prior Lake hereby assures the trail will be maintained for a period of no less than 20 years.
4. The City of Prior Lake will comply with all applicable laws, environmental requirements and regulations
as stated in the grant agreement.
5. The City Council of the City of Prior Lake names the fiscal agent for the City of Prior Lake for this
project as:
