MICHAEL DISCUSSION: Introduction The purpose of this agenda item is to consider approval of an on-sale temporary liquor license for the Church of St. Michael. They are planning their annual Aprilfest event for which they would like to sell beer and wine as part of their ongo- ing fund raising efforts. Hi StON State statute allows non-profit organizations to apply for temporary liquor licenses as a means to raise funds for their organizations. Temporary licenses may be is- sued for up to four consecutive days. The City may not issue more than three (3) four-day temporary license, four (4) three day licenses, six (6) two day licenses, or twelve (12) one day license, in any combination not to exceed 23 days per year to any one organization or for any one location. No more than one temporary license may be issued to any one organization or for any one location within any 30-day period, unless the licenses are issued in connection with an official community event. Current Circumstances The Church of St. Michael is planning their annual Aprilfest event for Friday, Sat- urday, and Sunday April 26, 27, 28, 2013. They will have the same type of set up as previous years where alcohol will only be sold in an enclosed tented area and volunteer workers will be on hand to ensure that no alcohol will be sold to minors. As in past years, St. Michael's will hire off duty Prior Lake police officers to patrol during live music events in the evening. They have already been approved for an outdoor event permit and a temporary gambling permit which allows them to offer bingo, pull tabs, and raffles. Conclusion The Prior Lake Police Department has completed an investigation of this applicant to ensure that all requirements and issues concerning public safety and compli- ance have been met. The Church of St. Michael has provided proof of liquor liabil- ity insurance for this event. FINANCIAL The Church of St. Michael's has paid the $75.00 license fee for this event. I M PACT: ALTERNATIVES: 1. Approve the license request for the Church of St. Michael for Friday, Sat- urday, and Sunday April 26, 27, 28, 2013. 2. Deny the license request for the Church of St. Michael. RECOMMENDED Alternative #1. MICHAEL Motion By: Second By: WHEREAS, The Church of St. Michael will hold its annual Aprilfest event in the church's parking lot on Friday, Saturday, and Sunday April 26, 27, 28, 2013; and WHEREAS, State statute allows non-profit organizations to apply for temporary on-sale intoxicating liquor licenses as a means to raise funds. for their organizations; and WHEREAS, The Church of St. Michael is planning to sell beer and wine as part of this fundraising event. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, ' MINNESaTA as follows 1. The recitals set forth above are incorporated herein. 2. This license shall be valid on April 26, 27, 28, 2013. 3. Service and consumption of alcohol is limited to a fenced in tented area. 4. All liquor servers shall receive training prior to the event. 5.
