ACCEPTING PROPOSALS AND AUTHORIZING WSB TO PROVIDE CON-
STRUCTION STAKING AND 2) ACCEPTING PROPOSALS AND AUTHORIZING
ELEMENT MATERIALS TECHNOLOGY TO PROVIDE CONSTRUCTION TEST-
ING
DISCUSSION: Introduction
The purpose of this agenda item is to accept the proposals for professional ser-
vices related to construction staking and construction testing for the 2013 construc-
tion projects including: Sunset Avenue Improvements City Project #13-011 and
County State Aid Highway 12 Improvement City Project #12-002.

On March 25, 2013, the City Council approved a resolution amending the Coopera-
tive Agreement with Scott County for the CSAH 12 project. The County has
awarded a contract with Northwest Asphalt for the CSAH 12 work. Construction is
set to begin in May.
The City received bids for the Sunset Avenue project on March 27 2013. Award
of the Sunset Avenue project is scheduled in June with construction starting in Au-
gust. A portion of the work on CSAH 12 must be completed prior to the start of the
Sunset Avenue project.
These projects include storm sewer, sanitary sewer, water main, forcemain, lift sta-
tion, concrete curb and gutter, aggregate base, bituminous surfacing, and appurte-
nant work. The improvements require construction staking and construction testing
of new City infrastructure.
Current Circumstances
Before you tonight is authorization for construction staking and construction testing
for the Sunset Avenue Improvements City Project #13-011 and the County State
Aid Highway 12 Improvement City Project #12-002. The City is responsible for
staking and testing for only the City utilities on the CSAH 12 project. Scott County
will be responsible for staking and testing of the street and storm sewer compo-
nents of the CSAH 12 project as outlined in the Cooperative Agreement. As a City
project, the City is responsible for all staking and testing for the Sunset Avenue
project.
Construction Staking
Staff has requested proposals from the four firms in our consultant pool for survey-
ing services. They include: Bolton and Menk Inc., WSB and Associates, Probe En-
gineering, and MFRA. Each of these firms has a positive history of construction
staking for the City of Prior Lake. Three of the four firms provided bids for survey-
ing services. The bids received by these firms are tabulated below:

The proposals received were each analyzed and City Staff is recommending that
WSB perform the 2013 construction staking for the City of Prior Lake. WSB re-
cently was the consultant engineer on the Welcome Avenue project and the Main
Avenue/Ridgemont project. WSB also provided engineering services for the lift
station component that will be constructed with the Sunset Avenue project. At
times, construction necessitates re-staking. Because the amount of re-staking
cannot be determined, any re-staking will be performed at an hourly basis. This
could increase the cost to a total that exceeds the base price. Re-staking typically
accounts for an additional 15% of the base price.
Construction Testing
Staff has requested proposals from the three firms listed in the consultant pool for
geotechnical services. They include: American Engineering Testing, Element Ma-
terials Technology, and Braun Intertec. Each of these firms has a positive history
of construction testing in Prior Lake. The results are tabulated below:

The proposals received were each reviewed using an estimated construction test-
ing estimate. The number of tests actually performed could be less than the esti-
mate or could exceed the estimate. For the purposes of evaluation, the consultant
provided a unit price for each item listed in the estimated construction testing esti-
mate. The results were analyzed and City Staff is recommending that Element Ma-
terials Technology be selected to perform the 2013 construction testing for the City
of Prior Lake. Element completed the preliminary soil boring analysis for the Sun-
set Avenue Improvements project and provided pavement section recommenda-
tion. Because of the poor soils and saturated conditions, the Contractor needs to
take special precaution during the street reconstruction and Element's familiarity
with the project will be critical.
Conclusion
With award of the County State Aid Highway 12 Improvement project construction
will begin soon. Award of Sunset Avenue Improvements project will come before
the Council in June. Staking and testing will be needed for these projects.

ISSUES: Construction staking must be done by or under the supervision of a registered land
surveyor and thus qualifies as a professional service. The City of Prior Lake is not
equipped or licensed to perform construction staking and testing for these projects.
If the City Council decides not to proceed with Sunset Avenue Construction in
June, that portion of the work associated with Sunset Avenue will be eliminated.
The professional services contract for these projects will be written accordingly.
FINANCIAL The staking and testing for this project will be funded through assessments and tax
IMPACT: levy. Staking and testing are necessary components of the project support cost
computation for these projects. The costs will be assessed to the projects when
construction contracts are awarded by the Council.
ALTERNATIVES: 1. Approve a resolution accepting proposals and authorizing the Mayor and City
Manager to execute the City's Standardized Contract for Professional Services
with WSB for 2013 construction staking.
2. Approve a resolution accepting proposals and authorizing the Mayor and City
Manager to execute the City's Standardized Contract for Professional Services
with Element Materials Technology for 2013 construction testing services.
3. Deny this item for a specific reason and provide Staff with direction.
4. Table this item until some date in the future.

CONSTRUCTION STAKING SERVICES FOR THE CSAH 12 AND SUNSET AVENUE PROJECTS

WHEREAS, Construction staking is necessary to properly install City infrastructure; and,
WHEREAS, Construction staking is needed for the following projects: Sunset Avenue Improvements
City Project #13-011 and County State Aid Highway 12 Improvement City Project #12-
002; and,
WHEREAS, The City does not have the in house expertise to complete these services; and,
WHEREAS, The City solicited and evaluated proposals from qualified firms to provide construction
staking for the 2013 Improvement Projects.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. WSB is hereby selected to provide Construction Staking Services for the CSAH 12 and Sunset Avenue
construction projects for a base price in the amount of $16,528.00.
3. The Mayor and City Manager are authorized to execute the City's Standardized Professional Services
Agreement with WSB on behalf of the City.
4. Funding for these engineering services will be drawn from the Construction Fund Account #501-48374-
505 and #501-48375-505.

A RESOLUTION AUTHORIZING ELEMENT MATERIALS TECHNOLOGY TO PROVIDE
CONSTRUCTION TESTING SERVICES FOR THE CSAH 12 AND SUNSET AVENUE PROJECTS

WHEREAS, Construction testing is a necessary service needed to properly install City infrastructure;
and,
WHEREAS, Construction testing is needed for the following project: Sunset Avenue Improvements
City Project #13-011 and County State Aid Highway 12 Improvement City Project #12-
002; and, �
WHEREAS, The City does not have the equipment or expertise to provide these services; and
WHEREAS, The City solicited and evaluated proposals from qualified firms to provide construction
testing for the 2013 Improvement Project.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. Element Materials Technology is hereby selected to provide Construction Testing Services for the
CSAH 12 and Sunset Avenue construction projects for a base price in the amount of $10,741.00 and
the unit pricing rates shown in the proposal and attached to the City's Standard Professional Services
Contract.
3. The Mayor and City Manager are authorized to execute the City's Standard Professional Services
Agreement on behalf of the City.
4. Funding for these engineering services will be drawn from the Construction Fund Account #501-48374-
505 and #501-48375-505.
