CSAH 21 / MAIN AVENUE IMPROVEMENT PROJECT
DISCUSSION: Introduction
The purpose of this item is to receive authorization from the City Council to re-
quest funding from MNDOT through the Corridor Investment Management
Strategy Pilot Solicitation (CIMS) for the Trunk Highway 13 / CSAH 21 / Main
Avenue Improvement project.

Prior Lake's 2030 Vision and Strategic Plan prioritizes economic development
as one of the city's most important goals. This is particularly important in the
downtown which is relatively small and is divided by a county road which will
eventually carry 27,000 vehicles per day. This means that traffic must flow
smoothly into the downtown via north and southbound TH13, east and west-
bound County Road 21 and local supporting roadways like Arcadia, Colorado,
Pleasant and Duluth.
In 2005 the City and County finalized a year and half long study which selected
the alignment of County State Aid Highway 21 through Prior Lake from County
State Aid Highway 82 to Revere Way. This study identified several improve-
ments necessary to maintain adequate access to the Prior Lake downtown.
Based on intersection spacing, downtown access, right of way impact, TH 13 /
CR 21 operation, and community involvement, a concept was chosen. This
option keeps County Road 21 at its current location and included Main Avenue
having right in/right out access only. A full signalized access would be provided
at Arcadia Avenue. Additionally a 3 /e access would be provided at Pleasant
Street from TH 13. This configuration, approved by the City Council in 2005,
has commonly been called the "Baseline Option".
Since 2005 several projects have taken place on CSAH 21 as envisioned in the
2005 study. The most recent was the Arcadia/CSAH 21 Improvement Project
in 2012.
Current Circumstances
Through the Capital Improvement Plan, the City is planning for improvements
at Main Avenue and CSAH 21 and Highway 13 and Pleasant Street in 2016.
Scott County is also planning for improvements to CSAH 21 from Franklin Trail
to Main Avenue in 2019. MNDOT has not declared any funding for these pro-
jects. Furthermore, it is advantageous for the County, City and MNDOT to co-
ordinate funding such that one project is done rather than a series of projects
to improve this region.
A new MNDOT program offers funding for Trunk Highway projects. The Pilot
Program is called CIMS, Corridor Investment Management Strategy. MNDOT
will be accepting candidate projects for the FY 2015 through the CIMS Pilot So-
licitation by April 30 2013. The proposed budget for the CIMS program is
$30 million dollars with a maximum award of $10 million per project.
The CIMS Program provides funding to construction projects on trunk high-
ways which improve the quality of life, economic competitiveness, and envi-
ronmental health. The solicitation is intentionally casting a wide net for types of
projects, as the funding is provided to address issues for which MNDOT has no
system performance target and is therefore unlikely to be addressed through
the normal programming process.
The City has hired Bolton & Menk to prepare the necessary background infor-
mation for this funding application.
Conclusion
Staff believes the TH 13/CSAH 21/Main Avenue project is a perfect candidate
for the CIMS program and recommends supporting the request to MNDOT for
CIMS funding for the construction of this project.
ISSUES: The solicitation is for FY 2015. If successful the City must be ready to fund its
portion of the improvements for that year. Scott County must also move fund-
ing for this project. Through the Capital Improvement Program process, the
City should transfer funding from 2016 to 2015 for this project.
FINANCIAL The Cost for the "Baseline Option" at TH 13/CSAH 21/Main Avenue was calcu-
IMPACT: lated at $8.7 Million. To date the City has programmed $2.5 Million in 2016
and Scott County has programmed $3.9 Million in 2019. As a part of the appli-
cation for CIMS, a breakout of costs will be provided which details the costs to
each party. As a part of the application 10% of the Trunk Highway portion of
the improvements must be funded by the local agencies.
ALTERNATIVES: There are three alternatives for the City Council to consider:
1. Approve Resolution requesting funding from MNDOT through the CIMS
program for the Trunk Highway 13 / CSAH 21 / Main Avenue Improvement
Project.
2. Deny this item for a specific reason and provide staff with direction.
3. Table this item to a certain date in the future.

A RESOLUTION REQUESTING FUNDING FROM MNIDOT THROUGH THE CORRIDOR INVESTMENT
MANAGEMENT STRATEGY (CIMS) FOR THE TRUNK HIGHWAY 13 AND CSAH 21 IMPROVEMENT
PROJECT

WHEREAS, The City of Prior Lake wishes to improve the operation, mobility and safety of the
intersection at TH 13 and CSAH 21; and
WHEREAS, The project will be of mutual benefit to both the Minnesota Department of Transportation,
Scott County, and the City of Prior Lake; and,
WHEREAS, The City of Prior Lake is requesting financial participation in the project from the
Minnesota Department of Transportation (Mn/DOT) through the Corridor Investment
Management Strategy (CIMS); and,
WHEREAS, The City of Prior Lake is committed to providing the local share of the costs if the project
is selected as part of the upcoming CIMS solicitation; and,
WHEREAS, The City of Prior Lake is committed to completing the project if selected and funding is
provided as part of the FY 2015 CIMS solicitation; and,
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council of Prior Lake is requesting funding from Mn/DOT for improvements to the intersection
at TH 13 and CSAH 21 in Prior Lake, Scott County Minnesota from the Corridor Investment
Management Strategy.
