Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT MEETING DATE: February 2,2004 AGENDA#: 5C PREPARED BY: BILL O'ROURKE, CHIEF OF POLICE AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE PURCHASE OF TWO (2) 2004 FORD CROWN VICTORIA SQUAD CARS THROUGH THE STATE COOPERATIVE PURCHASING PROGRAM. DISCUSSION: History: The Police Department requests the Council's approval . to order two squad cars that have previously been approved and adopted in the 2004 Budget. Each year, with the purchase of new squads, older models are rotated to other City departments (i.e. Building Inspections) thus getting extended use from the vehicles. Models that are older still are then disposed of. As with most metropolitan communities, the City purchases these vehicles through a State Cooperative Purchasing contract. Under this arrangement, the State prepares specifications, which reflect the needs of the metropolitan police agencies, and solicits bids for their procurement. Once the bid is awarded, the participating cities purchase their vehicles using the State bid pricing. Superior Ford has received the government bid for the Crown Victoria Police Interceptor vehicles. ISSUES: Our experience has shown that using these vehicles for approximately 18-24 months as police vehicles is optimum both from a cost and safety perspective. Thereafter, they may be used by other City departments for another two to three years until sold. . Other City departments will not be using the vehicles around-the- clock, or operating the vehicles at the same speed levels required by the Police Department in providing services. FINANCIAL IMPACT: The 2004 Crown Victoria Police Interceptors are $20,368.00 each (down from $20,921.00 last year), for a total of $40,736.00). Prior Lake, MN 55372-1714 RESOLUTION 04-XX A RESOLUTION APPROVING THE PURCHASE OF SQUAD CARS UNDER THE STATE OF MINNESOTA COOPERATIVE PURCHASING PROGRAM MOTION BY: SECOND BY: WHEREAS, the police budget for 2004 provides for the acquisition of two replacement police squads; and WHEREAS, bids have been solicited and received by the State of Minnesota Cooperative Purchasing Program for full-sized 2004 Ford Crown Victoria Police Interceptor squad cars; and WHEREAS, the City is permitted to purchase vehicles under the State Cooperative Purchasing Program. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that it hereby awards bid to Superior Ford in accordance with the State of Minnesota Cooperative Purchasing Contract and directs the staff to place an order for the purchase of two 2004 Ford Crown Victoria Police Interceptor squad cars in an amount not to exceed $40,736.00 PASSED AND ADOPTED THIS 2ND DAY OF FEBRUARY, 2004.
