PRESENTATION BY DONNA TILSNER RECOGNIZING CITY OF PRIOR LAKE AS RECIPIENT OF THE 2003 MINNESOTA RECREATION AND PARKS ASSOCIATION AWARD OF EXCELLENCE IN THE FACILITIES CATEGORY FOR LAKEFRONT PARK. The Minnesota Recreation and Parks Association (MRP A) annually recognizes parks and recreation organizations in Minnesota for outstanding achievements in the recreation, park, and leisure services field. The MRP A Award of Excellence program reviews annual nominations in seven different categories. One of these categories recognizes outstanding achievement in the planning and construction of parks and recreation facilities. The City of Prior Lake is a recipient of the 2003 MRPA Award of Excellence for the renovation of Lakefront Park. Lakefront Park is a 141-acre parcel that stands today as the pinnacle of our park system. Through the combination of a 1996 Master Planning effort, the passage of the $7.8 million Park and Library referendum in 1997, community donations, and DNR grants, Lakefront Park has been completely renovated, becoming a highly recognized gem of the Prior Lake park system. Lakefront Park is a community showcase for the annual Lakefront Days festivities and other public and private events throughout each year. We are all extremely proud of the evolution of Lakefront Park and honored to receive this award. Prior Lake, MN 55372-1714 MEETING DATE: AGENDA # PREPARED BY: REVIEWED BY: AGENDA ITEM: PRESENTATION: CITY COUNCIL AGENDA REPORT FEBRUARY 2, 2004 8C AL FRIEDGES, PARKS SUPERVISOR BUD OSMUNDSON, PUBLIC WORKS DIRECTOR PRESENTATION OF FISHING IN THE NEIGHBORHOOD PROGRAM (FiN) The Mission Statement in the 2020 Vision and Strategic Plan expresses the importance of our park system and "preservation and effective use of our lakes." That document also emphasizes the need for partnerships and our desire to connect the lake, Lakefront Park and the downtown. This presentation demonstrates what can be achieved for our parks and natural resources through partnerships. In 2001, the Minnesota Department of Natural Resources (DNR) Fisheries initiated a new program, Fishing in the Neighborhood (FiN) to provide more fishing opportunities to metro area residents. The program is to provide fishing ponds intended for younger anglers, but that can be fished by anglers of all ages. FiN works with local communities to make safe, family settings situated in residential areas where people can enjoy a day in the park and good fishing. In the fall of 2003 staff met with representatives from the DNR Fisheries Department to determine whether or not Prior Lake has ponds suitable for the FiN program. Several ponds and lakes were researched and it was determined that the pond (approximately 13 acres) adjacent to Kop Parkway in Lakefront Park would be an ideal location. However, to keep fish year round (as most shallow ponds and lakes do), the pond would require aeration. Thanks to a $20,000 donation from Norex to purchase an aerator/fountain to aerate and add aesthetics to the main entrance of Lakefront Park, this project is made possible and fully funded. FiN will stock Lakefront pond with a variety of species including bluegill, black crappie, bass and northern pike. A fish identification sign will also been installed to promote education as well as fun. The city will also partner with FiN to install fishing piers, restore shoreline habitat and sponsor aquatic education to create quality fishing opportunities. MinnAqua, which is a statewide education program designed to teach angling recreation, ecology and conservation of aquatic habitats, is also excited to be involved with this pond area and can provide several educational opportunities with local students and residents. An octagonal shaped pier is planned for the east side of the boardwalk. This design is fully ADA accessible and provides several stations for anglers, while not taking up much space. FiN will purchase and provide the pier materials and the City will build and install the pier and complete the trails for access. Due to the availability of the pier and to provide the best safety, staff will install "No Fishing" signs along the boardwalk. Mark Nemeth and Michelle Kelly from the FiN and MinnAqua programs respectively, will provide more explanation on these partnering pportunities.
