CITY COUNCIL WORK SESSION
MEETING DATE: May 13, 2013 — CONTINUED TO MAY 20, 2013
ITEM #: 1
PREPARED BY: Kelly Meyer, Asst. City Manager
PRESENTED BY: Kelly Meyer
AGENDA ITEM: COMPENSATION REPORT
Introduction
As the Council is aware, earlier this year the Council addressed a complaint re-
lated to the posting of base salaries of its highest paid employees. At the time,
there was also some discussion about employee compensation in general, and
a desire to have information on the highest earners for both exempt and non-
exempt employees. Staff was directed to consider the Council feedback and
provide additional information.
As a result of the complaint the city received, a clarification of the statute has
been referred to the Attorney General for an opinion and we are awaiting a re-
sponse. In the meantime to assure that a posting takes place, the Council con-
sidered the language to be used to post base salaries on the City web site at its
April 22, 2013 meeting. The language is now posted subject to any changes
which the city council may wish to direct once the Attorney General opinion is
issued.
Given this background, the it also seemed appropriate to provide the City
Council with a report about the city's compensation and classification plan. We
began this discussion on May 13' but did not have sufficient time. So, the staff
reconvene the report on May 20, 2013 following the LBAE meeting.
A general overview will be provided on the following topics:
1. Federal and State Regulations
2. Compensation Terms
3. City of Prior Lake Classification and Salary Plan
4. City Employee Groups
5. Top Five Wage Earners as of 12/31/12.
7. Reference Points for Interpreting Some Data
8. Benefits Overview
9. Current Projects & Accessing Information
At the May 13' work session, the Council asked for the presentation to be pro-
vided in advance, so it is attached.
