DISCUSSION: I ntroduction
The purpose of this agenda item is to consider approval of a school zone and
the associated sign acquisition and installation costs. The school zone is
proposed to be established and signed on 160� Street for Hidden Oaks and
Twin Oaks Middle Schools between Candy Cove Trail and Fish Point Road.

A request from a resident was received by the Traffic Safety Advisory
Committee (TSAC) on September 5, 2012 with concerns in regards to speed
along 160t Street during school hours. The TSAC originally reviewed the
request at their October 10, 2012 meeting and approved the establishment of a
school zone along 160t Street. Details of the required signage were evaluated
by City Staff and Scott County's traffic engineer.
Since 160th Street is also County Road 44, a meeting was held between City
Staff and Scott County on February 2, 2013 to discuss the layout and
implementation of the school zone. Assistance from Scott County was
provided since this is a County Road and because the County has
implemented numerous school zone sites.
Prior to implementation of the school zone on 160t Street, the TSAC was
requested to evaluate any other areas in the community where school zones
might be advisable. County Road 21 adjacent to Jeffers Pond Elementary is
the only other area meeting this criteria. Both sites were evaluated at the
TSAC meeting held on April 25, 2013.
Current Circumstances
Although both sites are similar in that they are adjacent to County roadways,
there are many distinct differences between Jeffers Pond Elementary School
and Hidden Oaks/Twin Oaks Middle Schools. Jeffers Pond offers a greater
setback as well as buffering provided by the parking lot. Jeffers Pond also
offers channelization of pedestrians at the signalized intersection at CR 21 and
Jeffers Pass. The signal on County Road 21 also contains a"count-down"
feature for pedestrian crossing whereas the signal on 160th Street does not
contain this feature.
A school district representative was also present at the TSAC meeting. We
learned that all students residing on the east side of CR 21 (across from
Jeffers Pond Elementary) are offered transportation to school with no minimum
distance requirement. CR 21 is also seen as a hazard and therefore walking
to school was not recommended. After school activities are minimal at Jeffers
Pond whereas athletic fields at the two middle schools were used at varying
times throughout the day and middle schools tend to contain more after school
activities. As a middle school, more children tend to walk to school from the
nearby neighborhoods. On a typical school day, children can be seen walking
along 160'h Street as well as crossing at Fish Point Road.
The TSAC concluded that CR 21 did not warrant establishment of a school
zone per the reasons discussed above. The TSAC also concluded that
location and use of the middle school sites warrants establishing a section of
160th Street from Candy Cove Trail to Fish Point Road as a school zone. A
school zone signage layout has been created and ready for implementation.
The zone is approximately 2000 feet long beginning just east of Fish Point
Road and terminating just west of Candy Cove Trail. A permit will be required
from Scott County for work within the County's right of way.
The school zone establishes a speed limit of 35 mph when children are
present. The current speed limit is 45 mph at all times.
ISSUES: There is currently no direct funding for implementation of the school zone from
the county, school district or city. In school zones, enforcement officers are
accorded discretion in determining, "when children are present." The motorist
has to make that decision as well. If children are on the sidewalk, boulevard or
street, they are considered to be present and the school zone speed limit is in
effect. Accordingly school zones can be in effect in the evening or weekends
depending upon when children are present.
Both Scott County and the School District support the establishment of a
school zone on 160th Street.
Conclusion
The TSAC recommends establishment of a school zone on 160t Street from
Candy Cove Trail to Fish Point Road and installation of the necessary signage
as shown on the attached layout.
FINANCIAL The financial impacts would include acquisition of necessary signs and
IMPACT: installation of the signs by City Public Works Staff. The total estimated cost for
signs and installation material is $1,800. Funding would be through the street
operating budget. It is also estimated that 22 labor hours would be required to
complete the installation. This expenditure was not explicitly contemplated in
this budget. Instead an allocation is made annually corresponding with the
expenditures we expect for new and replacement signage. Initial installation
would be the responsibility of the City. Scott County would be responsible for
future maintenance and replacement of the installed signs.
ALTERNATIVES: 1) Approve establishment of a school zone on 160th Street by approval
of the attached resolution as part of the consent agenda.
2) Deny this item and provide direction to City Staff.
3) Defer this item and provide direction to City Staff.

WHEREAS, A request was made to the Traffic Safety Advisory Committee with concerns in regards to
speeds along 160th Street between Twin Oaks and Hidden Oaks Middle Schools; and
WHEREAS, The TSAC has reviewed and approved the request at their April 25, 2013 meeting with
input and assistance from representatives from Scott County and Prior Lake-Savage
School District; and
WHEREAS, The estimated cost for implementation is $1,800 for acquisition of signs and installation
hardware and staff time of 22 labor hours.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council approves the establishment of a 35 mph school zone on 160th Street from Candy
Cove Trail to Fish Point Road.
3. The City Council authorizes the purchase and installation of necessary signs to establish a school zone
on 160� Street from Candy Cove Trail to Fish Point Road. The estimated costs for sign acquisition is
$1,800.
4. Costs will be charged to the Street Operating Budget 101-43100-224.
