DISCUSSION: Introduction This agenda item considers approval of a resolution accepting quotes and awarding a standardized construction contract for the Jeffers Pass Storm Sewer Additions project (City Project #STM-2012-006). Histo Stormwater management infrastructure in the vicinity of the proposed project was installed in 2005-2006 as part of the Jeffers Pond — South Phase development (City Project #03-31). Approximately 362 acres of land drains to the large wetland to the west of the project location. There is an existing stormwater structure (outlet) for this wetland that maintains the water level and controls the flow from the drainage area. After leaving the wetland, water flows under Wilds Ridge NW in a storm sewer pipe and through an open channel (see stormwater flow routing diagram, Attachment 1) before discharging through another storm sewer pipe under Jeffers Pass NW. The water from this pipe then discharges to the Prior Lake Outlet Channel, operated by the Prior Lake-Spring Lake Watershed District (PLSLWD). After reviewing the stormwater flows in this area, City staff determined that that the existing stormwater management infrastructure at Jeffers Pass NW will not provide the public with adequate protection from flooding during large rainfall events. The current developer (The Ryland Group) provided the City with $17,000 to be applied against the installation of additional stormwater management infrastructure in this area. Current Circumstances The City is currently relying on a single 15-inch concrete pipe to manage all stormwater flows that pass under Jeffers Pass NW. City staff used HydroCAD (a well-accepted computer aided design program for modeling stormwater runoffl to simulate stormwater flows through this pipe. During large storm events, water levels are projected to threaten at least one nearby home and the roadway itself because the roadway will act like a dam (with the 15-inch culvert as the outlet). The following table contains results from the HydroCAD model for the existing conditions: Table 1— Existin Conditions H droCAD model results) Storm Event (rainfall in a Maximum Water Level at 24-hour eriod Jeffers Pass NW ft. 2- r 2.8 inches 897.84 10- r 4.2 inches 901.84 100- r 6.0 inches 909.54 The lowest floor elevation (LFE) of the closest home (14922 Jeffers Pass NW) is 903.5 feet (see Certificate of Survey, Attachment 2). According to City requirements, outlined in the Public Works Design Manual (Part III, Section 4, page 41), the LFE for a home must be at least 2 feet above the HWL (the 100- yr High Water Level) of adjacent water bodies or stormwater features. Because the existing home has a LFE of 903.5 feet, the HWL should be 901.5 feet or lower. Therefore, the home located at 14922 Jeffers Pass NW does not meet City requirements and will be threatened by even a 10-year storm event, as shown in Table 1. The top of the roadway in this location is about 910.4 feet. With a 100-year storm event, water levels will rise to within about 0.86 feet of the top of the roadway. Even a slight restriction in capacity of the 15-inch pipe (which could be caused by debris caught in the trash guard) would cause water to overtop Jeffers Pass NW, threatening public safety and downstream homes along Trail Point Ct NW (the cul-de-sac on the east side of Jeffers Pass NW). To decrease the local flooding risk and protect public safety, City staff proposes to implement a project to install an additional pipe (and associated stormwater infrastructure) under Jeffers Pass NW. This additional pipe will alleviate flooding and public safety concerns by providing additional flow capacity during large storm events. Table 2 outlines the HydroCAD model results for the same location under proposed conditions: Table 2— Pro osed Conditions H droCAD model results) Storm Event (rainfall in a Maximum Water Level at 24-hour eriod Jeffers Pass NW ft. 2- r 2.8 inches 897.84 10- r 4.2 inches 901.20 100- r 6.0 inches 901.46 This table illustrates that the existing pipe will continue to manage stormwater during smaller storm events, such as the 2-year event. The maximum water level does not change between existing and proposed conditions for the 2- year event because the proposed additional pipe would be set at a higher elevation and therefore would not flow during smaller storms. For larger storms (10-year and 100-year), the proposed additional pipe will provide enough capacity so that the maximum water levels will not threaten any nearby public or private structures or infrastructure. City staff, in conjunction with a private consultant (Pioneer Engineering), developed a plan set outlining the installation of the proposed additional storm sewer pipe (see Attachment 3). Quote requests were sent out to 3 potential contractors and City staff received 2 quotes (from MP Nexlevel, LLC and Ellingson Drainage, Inc.): 2 Table 3 — Quotes Received Com an Quote Amount Ellin son Draina e, Inc. $64,369.30 MP Nexlevel, LLC $80,620.71 PLSLWD has approved a permit for this project after reviewing the plan set. A City ROW permit will also be required. Conclusion City staff recommends accepting the quote of the lowest responsible contractor (Ellingson Drainage, Inc.) to construct this project. The contractor is ready to implement this project and may proceed after approval from the City Council and entering into a standard construction contract. ISSUES: Floodinq The installation of this project is necessary to protect public safety and decrease flooding risk to private property. Without the proposed stormwater additions, one private residence and Jeffers Pass NW will be threatened with flooding during all large storm events. Trunk Fund The majority of the funding for this project is to be derived from the City's trunk fund. The trunk fund is used for oversizing of stormwater infrastructure to meet regional stormwater management needs. According to the City's 2030 Comprehensive Land Use Plan (Chapter 7, Surface Water Management, Section 7.5, Hydrologic Modeling, p. 152), trunk stormwater facilities are defined as those facilities that are not lateral or local systems — in other words, facilities of regional significance that provide flood control. Stormwater runoff generated from over 362 acres of land (containing 508 residential lots and one golf course) drains through one existing 15" pipe, making this a very significant flooding concern for the City. Trunk stormwater facilities must be designed to accommodate 100-year storm event discharges; the proposed project meets this requirement. Oversizing costs from the trunk fund for this area should have been proposed in conjunction with the original development, so the proposed allocation from the trunk fund at this time corrects a critical stormwater infrastructure design flaw. In addition, the cost of potential property damage outweighs the cost to install the additional stormwater infrastructure proposed by this project because of the threats to the adjacent home and the roadway. Proiect Management The City is acting as the project lead/general contractor for this project. By providing approximately 26% of the project costs, the developer of Jeffers 6tn Addition (Ryland Group) is acknowledging that the project is needed for flood control based on the potential impacts to homes on the downstream side of the proposed stormwater additions. However, the majority of the benefits of completing this project will be realized by upstream residents and other residents who use Jeffers Pass NW. Because of the regional flooding/stormwater management concerns, and because the original developer is no longer involved with any aspect of development in this area, the City should tead the project. 3 FINANCIAL The total cost to install the project, if the quote from Ellingson Drainage, Inc. IMPACT: is accepted, is $64,369.30.
