DISCUSSION: introduction
The Ridgemont / Main / TH 13 project is scheduled for construction later this sum-
mer. Several additional approvals will be needed before this project begins.

In 2008, the City completed a Feasibility Report for the improvement of the inter-
section of Ridgemont Avenue, Main Avenue, Trunk Highway 13, and County State
Aid Highway 44. The Feasibility Report discussed traffic demands, safety and ac-
cess issues, roadway geometric design, urban design elements, right of way im-
pacts, and preliminary cost estimates. Currently the orientation of this intersection
is confusing. The close proximity of Ridgemont and Main Avenue to Highway 13
complicates navigation. The efficiency of this intersection is poor as vehicles must
frequently wait on Ridgemont Avenue during peak hours as traffic backs up at
Highway 13.
Once the Feasibility Report was completed, this project was incorporated into the
10 year Transportation Plan and the 5 year Capital Improvement Plan. This pro-
ject has been programed in these planning documents since 2009. The City has
worked with MNDOT and Scott County in coordinating funding for this project in
the year 2013.
On September 10, 2012, the City commissioned WSB and Associates to perform
the engineering design for the project. Since this authorization, WSB has been
busy designing this project.
On December 4, 2012, the City learned that we were successful in securing addi-
tional dollars, $674,763, for this project in the form of the "MNDOT Cooperative
Agreement Program". This additional funding will reduce the amount of City Mu-
nicipal State Aid and City Tax Levy which was planned for this project.
At a work session on January 7th, the City Council discussed the project details
and scaled back several streetscaping elements of the project. The approvals to-
night are consistent with the direction given by the City Council at the work ses-
sion.
Current Circumstances
The proposed project includes the reconstruction of Ridgemont Avenue and Main
Avenue on the west side of Highway 13. Reconstruction of County Road 44 on
the east side of this intersection will not be changed significantly, however a new
traffic signal at Highway 13 will be constructed. Updated pedestrian facilities,
stormwater ponding, and trail reconstruction will be a part of the project.
Street Lighting
On February 11, 2013, The City Council discussed street lighting for this project
and authorized staff to solicit quotes for the street lighting hardware. The number
of street lights was reduced from the originally proposed 19 to 9 as a part of the
discussion, not including lighting for the entry monument sign. The Council dis-
cussed the use of shoebox style lights on Ridgemont and asked that the quotes in-
clude both costs for two shoebox and seven decorative lights.
Pre-ordering the street lighting is recommended to assure that the lights are on
hand to be installed at the appropriate time. These decorative lights are not in
stock and take approximately 20 weeks for the manufacturer and deliver. During
the Arcadia/County Road 21 project, the street lighting installation was delayed
due to these manufacturing constraints.
The quotes from lighting vendors for the street lighting hardware are shown below:

The low quote was from Carlo Electrical at $28,567.69. However, the quotes from
Carlo Electrical and JH Larson did not meet the City specifications which were pro-
vided to each company in the quote request. Their quotes reflect a similar product
type but not identical. The primary difference is the diameter of the lighting unit
and the base. These suppliers are proposing an integral base that if damaged
would require the entire lighting unit to be replaced at a significantly higher cost
than the Mountain States flexible base cover. City specifications require a decora-
tive flexible base cover that if damaged is easily and cost effective to replace. Only
Mountain States Lighting is providing this type of base. In addition, the City speci-
fication calls for 26" diameter lighting units, but Carlo and JH Larson are proposing
22" lighting units. Considering the close proximity of existing lighting units within
the downtown area, the difference between these units will be noticed.
For consistency purposes and because the other bidders did not meet the City
specification for the decorative lights, City Staff is recommending Mountain States
Lighting from Conifer Colorado at a cost of $31,113.06. Mountain States has been
,
the provider of the lighting units for the Arcadia project in 2012 and the north
downtown project in 2004.
Several additional benefits of selecting Mountain States quote include ease of re-
placement as it requires less City staff time to find the correct supplier when a light
has to be replaced. Secondly, there is less required replacement material and
parts to have in stock and deal with by maintenance staff. Each manufacture has
similar looks to the current City standards however they are not identical. Using
Mountain States insures that the City is being supplied with the same lighting unit
that currently exists in the down town area. The engineers estimate for the lights
was $34,200.
WSB & Associates Amendment
On September 10, 2012, the City approved a professional services contract in the
amount of $190,987 for the Ridgemont/Main/TH 13 project. This included the Pre-
liminary Design, Plan design, Bidding, and Construction. To date the City has
expended $125,911.75 with WSB & Associates for this project.
Since the City was successful in securing additional dollars from MNDOT through
the Cooperative Agreement process, the plans and specifications have gone
through a rigorous approval process through MNDOT. This approval process has
delayed the bidding and has increased the overall design work and coordination
undertaken by WSB on the city's behalf to secure MNDOT approval. The attached
letter dated May 21, 2013 discusses reasons for the additional work and includes
a breakdown in the costs for the extra work. The amendment amount is $28,533
or an additional 15% to the original contract. The original WSB Contract did not
include the cost for the MNDOT Cooperative Agreement Program. The City
learned of this success several months after the WSB Contract was initiated. As '
with many funding applications, additional steps are needed to comply with the
funding program.
Conclusion
To proceed with this project the city council will need to approve the purchase of
street lights and amend the WSB contract. There is not a backorder for the shoe- ,
box style lights. Furthermore, Mountain States is not proposing LED lighting with
their quote. If the City Council wishes to install the shoebox style lights on
Ridgemont, it is recommended that those lights be part of the bid package for the
project and the City would simply be purchasing the decorative lights with tonight's
resolution.
ISSUES: The central question has to do with the lighting. The Prior Lake downtown area is
a focal point for the community. The close proximity of Lakefront Park to the Prior
Lake downtown enhances this identity. When the City reconstructed downtown
streets in 2004, special streetscaping elements were built to showcase the Prior
Lake downtown to provide a sense of community pride and an inviting setting for
residents and visitors. These elements included decorative concrete sidewalk,
decorative street lighting, landscaping pots, decorative benches, landscaping trees
and plantings, and decorative pedestrian treatments. The Arcadia/County Road
21 project in 2012, built upon these special streetscaping elements by incorporat-
ing landscaping, decorative sidewalk, decorative streetlighting, decorative signal
pole, and a downtown entry monument sign. These previous projects set the
standards for downtown Prior Lake. Since the Ridgemont/Main Avenue is the
north entry to the downtown, it is appropriate to consider these same standard
downtown streetscaping treatments for this project.
The roadway alignment will certainly be a vast improvement to the intersection.
Dedicated turn lanes and a new signal system will improve the safety and function
of the intersection.
FINANCIAL IM- The RidgemonUMain/TH 13 project is proposed to be financed by Tax Levy, Mu-
PACT: nicipal State Aid, Water Fund, Sewer Fund, Water Quality Fund, Scott County, and
MNDOT. The Feasibility Report estimated $2,213,200 for this project. The Capi-
tal Improvement Plan estimate for this project was $2,125,000. Based on the final
design, the current estimated cost for this project is $2,261,780. MNDOT has
awarded an additional $674,763 through the Cooperative Agreement Program
which will have a significant effect on City funding sources. Once bids are re-
ceived, a final funding source table will be created defining the funding allocations.
Funds are set aside in the project budget for each item contemplated herein. The
actual costs in for the street lights are under the engineer's estimate so the project
at this point is within budget subject to receiving bids for the overall work.
ALTERNATIVES: 1. Approve two resolutions pertaining to the Ridgemont / Main Avenue / Trunk
Highway 13 Improvement Project (City Project #13-001):
1) Accepting quotes and authorizing purchase of street lighting hardware
2) Amending the professional services contract with WSB & Associates
2. Deny this item for a specific reason and provide staff with direction.
3. Table this item until some date in the future.

WHEREAS, On September 10T", 2012 the City of Prior Lake entered into a professional services
contract with WSB and Associates for general engineering services which included
preliminary and construction engineering for the Ridgemont/Main/TH 13 project; and,
WHEREAS, On December 4th, 2012, the City of Prior Lake learned it was successful in a MNDOT
Cooperative Agreement application for this project; and,
WHEREAS, The requirements of the Cooperative Agreement program have necessitated additional
work for compliance with the program; and,
WHEREAS, WSB & Associates has provided a letter dated May 21St, 2013 detailing the added
services.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The professional services contract with WSB antl Associates for the Ridgemont/MainITH 13 Project is
hereby amended to include additional services as discussed in the May 21St, 2013 letter from WSB and
Associates.
3. The amount of the professional services contract with WSB and Associates for the RidgemontlMainlTH
13 Project is hereby increased by an amount not to exceed $28,533.00.
4. Funding for these engineering services will be funded by the Construction Fund for this project. The
Construction Fund #501-48376-505 will be amended for these additional services.

The City of Prior Lake is requesting a requote for lighting materials to be installed with an upcoming
construction project. The requote consists of two alternatives: Alternative No. 1 which is the original
quote and Alternative No. 2 quote that is requested by the City.
The City will be constructing a roadway project in the area of Main Avenue and Ridgemont Avenue and
is pre-ordering the lighting units to ensure delivery for a mid-September 2013 installation. Please find
the attached specifications detailing the lighting unit to bid.

A. Lighting Unit Type Special l
The Contractor shall furnish a Lighting Unit, Type Special 1. Each Lighting Unit, Type Special 1
shall be in accordance with the applicable provisions of 2545.2R. The light standard shall be non-
breakaway, shall be designed for one-inch anchor bolts in a four-bolt cluster per manufacturer's
recommendation, shall be fabricated from steel, galvanized, shall have a factory finish color
BRONZE — RAL8019, shall be in accordance with the attached detail, shall have a 15-foot nominal
luminaire mounting height. The luminaire is suspended by means of a hoolc style decorative arm,
see attached detail. The lighting unit shall include the pole, luminaire, brackets, mast arm, outlet,
transformer base, and all necessary components for a fully functioning lighting system. SHOP
DRAWING TO BE SUBMITTED FOR CITY APPR�VAL.
Light standards fabricated from steel, galvanized. The decorative base cover shall be fastened
together with stainless steel hardware around the base of the pole. Base cover is complete with a
door to access the maintenance opening.
The luminaire head, pole, base, outlet, and mast arm are to be factory finish painted, application of
polyester powder coat paint, 4 mils rninimum. The chemical compound providing a highly durable
LN and salt spray resistant fmish in accordance to the ASTM — B 117-73 standard and humidity
proof in accordance to the ASTM — D2247-68 standard. Interior Coating: approximately 2 foot at
base end of shaft is mechanically cleaned and coated with a zinc rich epoxy powder. Paint chip of
color shall be submitted for approval by the City.
The Decorative Luminaires shall be as indicated below, 120 volt, LED lamp. The Decorative
Luminaires shall have a factory finish color to match the pole. The housing is constructed of low
copper, die-cast aluminum and 0.090" thick spun aluminum. The hinged lens frame is cast
aluminum with a stainless steel spring latch for tool-less lamp access. All non-ferrous fasteners
required.
The LED driver includes a<3kV surge suppression built in. The LED optics chamber shall be IP66
rated. The luminaire shall be ETL listed to U.S. safety standards for wet locations, UL8750 and UL
1598 compliant, and vibration tested to ANSI C 136.31 for Normal Applications.
Luminaire and all components shall have a five-year extended warranty.

C. Lighting Unit Type Special 3
The Contractor shall fiunish a Lighting Unit, Type Special3. Each Lighting Unit, Type Special3
shall be in accordance with the applicable provisions of 2545.2R. The light standard shall be direct-
btuial, shall have a factory fuush color BRONZE, shall be in accordance with the attached detail,
shall have a 25-foot nominal luminaire mounting height. The luminaire is suspended by means of a
48 inch mast arm. The lighting unit shall include the pole, ltuninaire, brackets, mast arm, outlet,
transformer base, and all necessary components for a fully functioning lighting system. SHOP
DRAWING and COLOR SAMPLE TO BE SUBMITTED FOR CITY APPROVAL.
Luminaire
Shoebox Style Fixtttre Housing - One piece unitized precise heavy wall shoebox style
aluminum construction comprised of low copper (< 0.2°/a Cu) aluminum alloy. Module
Support Frame is fastened to the Housing with a stainless steel hinge and secured with a
tool-less stainless steel latch. Housing and Support Frame is sealed with an extruded
closed cell gasket.
Fixture Mountings - Arm - One piece heavy wall extruded aluminum with internal draw
bolt guides. Arm is secured to housing and pole with stainless steel draw bolts.
Finish - Electrostatically applied Polyester Powder Coat. The chemical compound
providing a highly durable UV and salt spray resistant finish in accordance to the ASTM —
B 117-73 standard and humidity proof in accordance to the ASTM — D2247-68 standard.
Optical Module — Low copper A356 alloy (<.2% copper) cast aluminum housing.
Integrated clear tempered 3/16" glass lens sealed with a continuous silicone gasket
protects emitters (LED's} and emitter Reflector-Prism optics, and seals the module from
water intrusion and environmental contaminants. Entire module meets an IP67 rating.
Emitters (LED's) high output, Neutral White nomina14000K CCT for the entire module.
Lighting Output — Comparable to a 250 watt High Pressure Sodium Shoebox Luminaire
The Reflector-Prisms are arrayed to produce IES Type III light distributions.
Module and drivers factory wired using water resistant, insulated cord.
Lens, module and drivers are field replaceable.
Driver — driver is UL and cLTL recognized mounted on a single plate and factory prewired
with quick-disconnect plugs. Constant current driver is electronic and has a power factor
of >.90 and a minimum operating temperature of -40°F.
Drivers accept an input of 120-277V, 50/60Hz.

Dear Mr. Poppler:
I am writing as a follow-up to my conversation and emails requesting consideration for �
additional design service fees for expanded scope of services that were added during the
design/development phase of the project. The main impact to our original design services
contract occurred as a result of the City's successful selection for State Funding participation of
$674,763 toward construction and engineering costs. As with any State or Federal Funding
participation, additional project development, funding specific requirements, and increased plan
review steps come attached to State Funds. These funds became available during the later stages
of the design and plan.preparation phase wkuch is great news for the City; however, it came with
additional design, plan preparation, and specification requirements to secure the funding and
receive State plan approval. This work, along with the City's efforts on trying to solve the loss of
the existing Zamboni building, coupled with innprovements to the Kop Community Garden area, ,
inereased the scope of work outlined in the original RFP for the project. Attached is a brief
description of the additional services and associated fees for your review and approval.
Early in the design process, it was discussed how to handle extra work items, and it was decided
to handle them as the project developed by notifying the City and keeping track of the costs to
evaluate the extra services at the end of the design phase. The Main/Ridgemont Avenue/'�H 13
Intersection Improvements is not an overly complicated project but with the addition of State
Runding sources and the opportunity to enhance the Kop Comrnunity Garden area to aerve a
multi-purpose function, additional design effort was required to meet the projects goal of
construction in 2013. At this time, we are requesting that additional design services be allocated
to the proj ect to cover the additional services during the later phases of the final design for
unanticipated work. WSB is, hereby, requesting that an additiorial $28,533 in additional design
services be added to our contract.
Again, it was a pleasure working with the City on this project, and we look forward to successful
completion o£ construction and the opening of the new intersection later this year. �

EXTRA WORK ITEMS
The following is a hrief summary of the extra services incurred during the design phase of the
proj ect for your review. Also, following is a brief discussion, along with associated costs for
each item of extra work items incurred for your review.
1. Kop Community Garden Parking Lot Design: As the project developed, the
realization that the "Quoz�set Hut" used to house the Zamboni was being removed, and no
new bt►ilding was in the plans that would accommodate the Zamboni. The City worked
with the Hockey Association that led to a new building to horxse the Zamboni. These
discussions led to participation from other community groups that resulted in a larger
footprint for the building. As a result, WSB was requested to design and include into the ;
project a new and larger paved parking lot, along with adjustments to the adjacent stone
retaining walls, grading plans, typical sections, cross sections, and quantity calculations
that were designed for this additional project scope.
WSB incurred $3,487 in staff time performing this work.
2. MnDOT Cooperative Agreement Design Services: WSB's original proposal was
approved before the City was notified of their successful funding application from
MnDOT in the amount of $674,763. The plans were near the 90% plan stage which were
developed per State Aid requirements when the City was notified of the selection.
Anytime MnDOT provides State Funding, different design standards apply, as well as the
level of detail contained in the plans are increased so each of their specialized 19
functional design review groups can review the plan. MnDOT has also implemented a
new requirement to prepare a separate Transportation Management Plan for projects
touching a State Highway. As a result of State Funding, MnDOT requested additional
work be introduced to take care of a few design concerns relating to drainage,
environmental remediation, increased truck turning radius in the NE corner of CSAH 44,
and pedestrian accommodations. The resulting six-month review process also invoked �
additional design personnel to inject their comments on the City Streets. The typical State
Aid review is three to four weeks involving one or two reviewers, not the 19 to 24
reviewers, and three different review steps that State Funded projects are required to
proceed through before final plan approval can be obtained. i
WSB is requesting an additional $20,894 in additional compensation for this expanded
scope of work. �.
3. MnDOT Preliminary Layout Preparation: The successful selection for Cooperative
Agreement Funds, as described above, comes with conditions the City needs to meet in
order to receive State Funding. One of these conditions is to prepare a Pxeliminary
Layout of the proposed project geometrics that is used to route through MnDOT's Layout
Committee for comment and approval. This is a necessary step that aIl State Funded
Projects must follow that requires a Staff-Approved Layout before any State Funds can
be encumbered. This involves preparing a separate layout following MnDOT's strict
layout criteria. The original proposal did not include services £or this additional scope of
work, and we are requesting additional compensation for this expanded scope of services.
WSB is requesting an additional $4,152 in additional compensation for this expanded
scope of work.

The Prior Lake Area Chamber of Commerce supports the reconstruction project the City is
contemplating at the Main/Ridgemont/44 intersection, and encourages the City to
purchase and place an electronic monument sign at this intersection that will designate
the entrance to our powntown business community.
In order for our powntown to continue to grow, and our small business to prosper, we
need to tell people where Downtown is and about the great events and activities we host
to encourage people to Shop Local, Shop Often.
For many years we have heard of the need for additional signage designating Downtown
as a destination for residents and visitors. The City's 2030 Vision and Strategic Plan calls
for the promotion of economic development, and our powntown as a community center
for gathering, shopping, walking and entertaining. The Prior Lake Chamber believes this
type of signage is overdue and ultimately will improve the economic competitiveness of
our small businesses and the vibrancy of our powntown as a commercial core.
