HomeMy WebLinkAbout7A - Sand Point Parking Lot AGENDA #: PREPARED BY: SUBJECT: DATE: INTRODUCTION: BACKGROUND: STAFF AGENDA REPORT 7A LARRY ANDERSON, DIRECTOR OF PUBLIC WORKS CONSIDER APPROVAL OF A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORDERING BIDS FOR SAND POINT PARKING LOT IMPROVEMENTS (PROJECT 94-06) FEBRUARY 21, 1995 The purpose of this Agenda item is to approve plans and specifications and receive authorization to advertise for bids for Project 94-06, Sand Point Parking Lot Improvements. Project 94-06 is a project at Sand Point Beach Park to upgrade the gravel parking lot and tumaround to a bituminous surface with concrete curb and gutter, and to install storm sewer for drainage. The project also includes landscaping, turf restoration and irrigation which is proposed to be accomplished by the City Parks Department. Attached is a location map and a reduced drawing showing the general improvements. Plans are available for review at the Public Works Department. On July 5, 1994, the City Council approved Resolution 94-36 ordering improvements and preparation of plans on this project by MSA Consulting Engineers not to exceed $6,000.00. On September 30, 1994, Bruce Loney wrote a memo to the City Council discussing that Sand Point Parking Lot could not be a change order to the Prior South improvements at the October 3, 1994 Council meeting since the unit prices of the change order were not the same unit prices established in the Prior South project, which the 429 Statute does not allow. Therefore, the project would have to carry over to 1995 as a separate project or be combined with other construction projects. The plan preparation began as a change order to the Prior South project based upon developing a design to fit within the confines of the existing gravel parking lot and perimeter features. The layouts utilized an irregular configuration to avoid grading existing slopes. This layout provided for 90 _ 10 foot wide parking stalls of which 25 stalls could be utilized for boat trailer parking extending out onto the grass. Upon review of this plan by City staff, numerous other plans were requested and prepared by MSA which addressed 14 foot wide boat trailer stalls and 9 foot wide car stalls, utilizing one-way and two-way lane layouts, and providing different combinations of total stalls depending on how much additional space outside the existing gravel parking lot was to be utilized. The parking stall layouts varied from 63 cars with 10 trailers to 65 cars with 25 trailers to 186 cars with no trailers. DISCUSSION: The final layout resulted in 121 - 9 foot wide car parking stalls with no trailer parking and with two-way traffic lanes. The existing gravel parking lot area will be extended outward about 10 to 20 feet, in three corner areas, in order to create an efficient rectangular parking lot shape. Many alternative layouts were developed and reviewed in order to maximize the number of parking stalls in the area. As a result the engineering services exceeded the original $6,000.00 by $4,000.00. The City's original feasibility cost estimate for this project was $60,167 for construction. The engineer's estimate for construction is now at $82,146 for all the work items, however, this can be reduced to $67,804 if the Parks Department performs a portion of the restoration work. The items pulled out of the base bid contract that the Parks Department has agreed to construct are topsoil, seeding, sodding, and irrigation work. These items will be bid as alternative items and can be selectively added to the base bid amount if the City so desires, if the prices are favorable. Items to be installed by the Parks Department will be paid for through the Capital Park Fund. The Parks Department will provide overflow parking for trailers and cars in a grass area. About three times each season we need to use this overflow parking for trailers and cars. This project will provide capacity greater than or equal to what we presently have. Therefore, there should be no negative impact upon revenues. The existing parking lot provides parking for 100 cars, and the new lot will provide parking for 121 stalls. Use of the park will continue to increase. This project was to have been constructed in the fall of 1994, and now has been carried over to 1995. In order to accomplish the construction of the paved parking lot with curb and gutter and have it open for use by Memorial Day, it needs to be advertised for a March 22, 1995, bid opening. This could then be considered for award at the April 3rd Council meeting. The contractor would not be allowed to start until road restrictions are off which often is about May 1 st. However with the mild winter, road restrictions may be off sooner, and thus having the award completed in early April will allow the contractor the maximum amount of construction time prior to the Memorial Day weekend opening. An increase in engineering design fees is justified based upon numerous layouts which were produced. The design alternatives considered long term parking needs, topography and sensitivity to the park amenities. A cost was prepared to incorporate this work last fall as a change order to the Prior South project. This was not accepted as the contractor would not do the work for the unit prices in the Prior South project. The request of the Council is to authorize an increase of the design fee from $6,000 to $10,000, the fee for the construction services is to be paid at an hourly rate not to exceed $6,700. ALTERNATIVES: The alternatives are as follows: 1. Approve the Resolution ordering an Advertisement for Bid with a bid opening date of March 22, 1995 at 10:00 A.M., and to authorize engineering services as outlined above. -2- --r------.... .... .-..-........---...-..-.. .....-.-....-.. . ..-.-...-.----- I RECOMMENDATION: FINANCIAL IMPACT: ACTION REQUIRED: AG221,ENG95 2. Table this Item for a specific reason. 3. Deny the project at this time. The recommendation is to approve altemative No.1. The cost of Project 94-06 will be recovered through the Ad Valorem Tax Levy which has been included in the 1994 construction bond issue, and the Capital Park Fund. ( .//..~ <-~'. ~ 0. <C :i z o ~ o 9 RESOLUTION 95- RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS ON SAND POINT PARKING LOT IMPROVEMENTS (PROJECT 94-06) MOTION BY: SECONDED BY: WHEREAS, pursuant to Resolution 94-36 which the City Council approved on July 5, 1994, the City Engineer and the City's Engineering Consultant, MSA Consulting Engineers, have prepared plans and specifications for the Sand Point Parking Lot Improvement Project by the construction of grading, storm sewer, aggregate base, concrete curb and gutter, bituminous surfacing, and appurtenant work; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that 1. Such plans and specifications, a copy of which is attached hereto and made a palt of hereof, are hereby approved. 2. The City Manager shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published not less than 21 days prior to bid opening, shall specify the work to be done, shall state that bids will be opened, and that all bids will be received by the City until 10:00 A.M. on March 22, 1995, at which time they will be publicly opened at City Hall by the City Engineer. No bids will be considered unless sealed and filed with the City Manager and accompanied by a cash deposit, cashier's check, bid bond, or certified check payable to the City of Prior Lake for five (5) percent of the amount of such bid. 3.
