APPOINT AN ARCHITECT FOR THE PARKS/PUBLIC
WORKS MAINTENANCE FACILITY.

INTRODUCTION:
The City Council has approved the construction of a $2,5 million,
45,000 s,f, maintenance facility and salt/sand storage building in
the 1995 Capital Improvements Program.
The City Council appointed a committee including
Councilmembers Greenfield and Kedrowski to solicit proposals for
this project and recommend an architectural firm.
The funding for this project will be from a lease/purchase
arrangement with Juran and Moody, Inc" the City's Financial
Consultant. To payoff the facility, the City Council increased the
CFAC (Capital Facilities) charge on water and sewer bills to $7.50
per billing period which will cover the cost of the facility over the
20 year terms of the agreement.
BACKGROUND:
Proposals were received from six firms that were interested in this
project. The six firms were:
Boarman, Kroos
BWBR
TKDA
BRW Elness
Bonestroo, Rosene
Palanisami, Inc.
Minneapolis
St. Paul
St. Paul
Minneapolis
St.Paul
Minneapolis
Using the evaluatory criteria in the RFP's, a panel consisting of
Frank Boyles, Larry Anderson, Bill Mangan, Doug Hartman, and
AI Friedges narrowed the list of architects down to three who
would be interviewed, The three firms selected for interview were:
Boarman, Kroos, Pfister & Associates;
Bonestroo, Rosene, Anderlik & Associstes;
BRW Elness Architects, Inc,
Councilmembers Greenfield and Kedrowski joined the panel for
interviews which were conducted on Wednesday, February 8,
1995.

DISCUSSION:
The interview panel concluded that there were two firms,
Boarman-Kroos and BRW Elness, that would best fit the needs of
the City of Prior Lake for this type of project. Staff was directed
to contact the two firms to get additional information regarding
location of buildings that the firms had previously constructed and
then determine what the final fees of the firms would be. The
panel to reconvened on Tuesday, February 14, to review the
additional information and select the firm,
By unanimous choice, the panel agreed that the number one
selection would be BRW Elness Architects, Inc. They were
selected for the following reasons:
1. BRW has been the architect for some of the best designed Public
Works facilities in the Metro area including the cities of
Plymouth, Woodbury, Eagan, Arden Hills, and Hennepin
County. The owners of these facilities believe that the
buildings are well designed and readily capable of
expansion if necessary;
2. The lead representative of BRW, Mr. Jeff Oertel, has taken it
upon himself to become an expert in the design of Public
Works Maintenance facilities. Other municipal
representatives indicate that Mr. Oertel readily goes the
"extra mile" to meet the needs of his client.
3. BRW has re-examined the pricing structure and has agreed to
provide its services at a cost not to exceed $163,000 plus
$12,000 for reproducables for a total of $175,000 based
upon a $2.1 million construction project. This fee is just
above the fee of Boarman, Kroos' proposal and just below
the proposal of Bonestroo.
4. BRW's structures appear to be better designed to meet the
unique needs of their clients than those facilities designed
by Boarman, Kroos. While Bonestroo has considerable
experience in the design of Public Works facilities, the
panel felt that the BRW proposal, for reasons listed, was
more beneficial to the City of Prior Lake.
Copies of each of the proposals are available in the City Manager's
office for Council review.
ALTERNATIVES:
There are four alternatives for the City Council to consider:
1. A motion approving the recommendation to appoint BRW
Elness Architects Inc. as the Architect for the Parks/Public
Works Maintenance Facility and authorizing the Mayor and
City Manager to enter into a contractual agreement for
these services;
2. A motion to select another of the six firms submitting a proposal
and authorize the Mayor and City Manager to enter into a
contractual agreement with that firm;

As requested by County Resolution No. 94028, dated April 12, 1994, attached is authorization
to erect the appropriate signs designating the reasonable and safe speeds on CSAH 21.
Please keep this authorization in your permanent files, we have our necessary copies,
Erection of signs shall be in conformance with the 1991 Minnesota Manual on Uniform
Traffic Control Devices.

District's original recommendation and discussion with the County. Based on data in the
speed report and comparison to similar roads we find that a 55 MPH zone would be more

authorization is v,Titten to reflect this.

Dear Mr, Larson:
Speed zoning studies have been completed for CSAH 21 and CSAH 42 as requested in
Scott County Board Resolutions No. 94028 and No. 94070. Based on the study results
and as Ed Brown discussed with you previously, we have recommended authorization of
the following speed limits:
CSAH 21
40 mph -
between the intersection with Quincy Street and a point
approximately 550 feet north of the intersection with County
Road 82 in Prior Lake
50 mph -
between a point approximately 550 feet north of the
intersection with County Road 82 and the intersection with
County State Aid Highway 42.
CSAH 42
55 mph -
between the intersection with Pike Lake Trail and the
intersection with Trunk Highway 13
The proposed speed limits are currently being reviewed by our Office of Traffic
Engineering in Roseville, which will make the final speed limit determinations. As soon
as the review has been completed, you will be notified of their decision.

Before posting any authorized speed limits, it is recommended that each road be
reviewed to assure that all needed signing is in place, visible. in good condition and in
conformance with the Minnesota Manual on Uniform Traffic Controi Devices, Speciai
attention should be given to warning and advisory signing for any iocations where the
speed limit cannot be safely maintained. The curve area on CSAH 21 in the vicinity of
Prior Lake is an example of such a location.
Copies of tha radar speed sampies obtained for the studies are enclosed fOi your
