HomeMy WebLinkAbout4D - Municipal State Aid System DATE: 4D VERL YN RAAEN, ENGINEERING TECHNICIAN CONSIDER APPROVAL OF RESOLUTIONS 96-31 AND 96- 32 REVISING THE MUNICIPAL STATE AID STREET (MSAS) SYSTEM APRIL 1, 1996 CONSENT AGENDA #: PREPARED BY: SUBJECT: INTRODUCTION: The City of Prior Lake's MSAS system is eligible for 0.76 miles to be added to the 14.62 miles currently designated due to construction of 3.88 miles of city roadway in 1995. The designation of this 0.76 miles qualifies it for state funding for future construction. BACKGROUND: The city established its initial MSAS system in 1975 at 8.94 miles when it first became eligible by reaching 5000 population. Since then the mileage has gradually increased to the present 14.62 miles, of which 3.23 miles have been constructed to MSAS standards with state funding. The 14.62 miles represented approximately 20% of all roadway mileage in the City limits in 1995 less T.R. 13 and County Highway mileage. Twenty percent is the percent limitation set by State Statutes. A recent example of a roadway constructed with this funding is Carriage Rills Parkway east of Eagle Creek Avenue (CSAR 21). Northwood Road reconstruction in 1996 will also receive state funding because it is on the MSAS system. DISCUSSION: The total monetary allotment for construction on MSA streets is determined by adding a population apportionment to a needs apportionment. The impact of approving Resolutions 96-31 and 96-32 would be to increase the needs apportionment. By designating the 0.76 miles which Prior Lake is under the maximum mileage allowed, the state aid allotment for future construction will be increased. Also when Prior Lake designates a route which tenninates at its city limits, the abutting community must designate a connecting route. On the attached map, the 1.74 mile Foxtail Trail mileage being added replaces the adjacent north-south 1.47 mile segment proposed to be removed. The proposed alignment more accurately reflects the approximate location where construction would occur. The proposed 1.13 mile Martindale Street alignment appears to be a logical connection for a collector roadway in that area. The removal of the 0.35 mile segment of Candy Cove Trail is proposed because of its close proximity to neighboring collector roadways. The alternatives are as follows: 1. Make a motion and second as part of the Consent Agenda to approve Resolutions 96-31 and 96-32 2. Table this item for a specific reason. 3. Deny this item for specific reasons. RECOMMENDATION: Alternative No.1. FINANCIAL IMP ACT: ACTION REQUIRED: MSAS4-I.DOC . . NOW THEREFORE, BE IT RESOL YED BY THE MAYOR AND CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that the roadways described as follows, to wit: CANDY COVE TRAIL FROM CSAH 44 TO T.H. 13 (0.35 MILES) FREMONT AVENUE FROM C.R. 82 TO 149TH STREET (0.47 MILES) FREMONT AVENUE FROM 149TH STREET TO C.R. 42 (1.00 MILES) THE WESTERLY 0.29 MILES OF 149TH STREET FROM FREMONT AVENUE TO CSAH 21 (0.29 MILES) are hereby revoked as Municipal State Aid Streets of said City, subject to the approval of the Commissioner of Transportation of the State of Minnesota. BE IT FURTHER RESOL YED, that the City Manager is hereby authorized and directed to forward two certified copies of this Resolution to the Commissioner of Transportation for his consideration, and that upon his approval of the revocation of said roadways or portions thereof, that the same be so revoked as Municipal State Aid Streets.
