AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION APPROVING A
TEMPORARY LIQUOR LICENSE FOR THE LAKEFRONT MUSIC
FESTIVAL
DISCUSSION: Introduction
The purpose of this agenda report is to consider approval of a temporary
on-sale intoxicating liquor license for the Prior Lake Rotary for Friday, July
19, 2013, and Saturday, July 20, 2013.

Non-profit organizations are permitted by state statute to apply for
temporary liquor licenses for events, usually fund raisers, in order to sell
liquor without applying for a full year liquor license. The Prior Lake Rotary
Club, a 501 c3 non-profit, was founded in 1978 and has a long history of
providing monetary and service support to the community. Commitments
include the DARE Day event (formerly DARE Bike-a-thon), donation of
DARE police vehicles, funding and maintenance of Rotary Gateway Park,
funding assistance for DARE Officers, and funding for purchase of the
speed display unit and Intoxiclock, just to name a few. The Rotary is able �
to support these types of community service activities because of its
fundraising activities.
Current Circumstances
The Prior Lake Rotary's fourth annual music festival is planned to be held
on Friday, July 19, 2013, and Saturday, July 20, 2013, at Lakefront Park.
� The event, known as the Prior Lake Rotary's Lakefront Music Fest+ua�, will
offer two days of concerts to the public. The Rotary will raise money to
fund the event through sponsorships, and intends to raise additional
money to support its community service efforts by selling food and
beverages, including beer and wine, to the concert goers throughout each
day. In order to do so, a temporary on-sale intoxicating liquor license is
required.
2030 VISION & City staff believes events of this type, facilitated by non-profit community
STRATEGIC service organizations such as the Prior Lake Rotary Club, support the
PLAN City's 2030 Vision and Strategic Plan goals by developing community
identity, promoting recreational and leisure opportunities, encouraging
volunteerism and civic duty, and providing economic vitality to our Prior
Lake communitv.
Conclusion
The Police Department is in the process of reviewing the temporary liquor
license application to ensure that all requirements and issues concerning
liquor compliance and public safety have been met.
ISSUES: Alcohol Compliance: The Prior Lake Rotary is taking a number of steps
to ensure that alcohol will not be sold to or consumed by minors.
• Patrons of this event who wish to purchase beer or wine will only be
able to do so by purchasing tickets.
• ID must be presented in order to purchase tickets, and patrons who
have been carded will receive both a wrist band and hand stamp
indicating that are of legal age to purchase alcohol.
• Beer and wine will be sold in locations separate from ticket sales.
• Patrons must present both a wrist band and hand stamp in order to
enter the beer tent. If requested, patrons may be asked to present ID
again.
• Both the entrance and exit of the beer tents will be monitored by
security personnel.
• Beer tents are basically service lines for purchase only and will not
have other seating.
• Patrons will be limited to purchase of two beer or wine at one time.
This is an attempt to prevent the purchase and distribution to
underage concert goers.
• Servers and event staff will participate in alcohol awareness and
compliance training.
Conflict of Interest: City Manager Boyles and Police Chief O'Rourke are
members of the Prior Lake Rotary. Under City ordinance, the City
Manager is provided the authority to authorize outdoor events and use of
public parks. Similarly, Chief O'Rourke also signs off on Outdoor Event
permits as well. Because the City Manager and Police Chief have no
direct or indirect financial interest or benefit from the outcome of this
action, the City Attorney determined it was not a conflict to execute the
permits. Additionally, the City Manager has not been involved in the
discussions with the Rotary about the conditions imposed on any of the
permits. Both will be present for a large portion of the event.
FINANCIAL The Prior Lake Rotary has paid the $75.00 temporary on-sale intoxicating
IMPACT: liquor license fee.
ALTERNATIVES: 1. Motion and Second to adopt a resolution approving the temporary
on-sale intoxicating liquor license for the Prior Lake Rotary for
Friday, July 19, 2013, and Saturday, July 20, 2013.
2. Deny the license request, and provide the staff with additional
direction.

NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. This license shall be valid on July 19 and 20, 2013.
3. All liquor servers shall receive training prior to the event.
4. The Prior Lake Rotary shall provide proof of liquor liability insurance as prescribed by M.S. Section
340A.409 to cover this event.
5. This license shall be valid upon completion of a satisfactory background check by the Prior Lake Police
Department.
