HomeMy WebLinkAbout7A - Crossandra St Sidewalks DATE: 7)JPr JOHN WINGARD, ASSIST ANT CITY ENGINEER CONSIDER APPROVAL OF RESOLUTION 96-34 AWARDING BID FOR CROSSANDRA STREET SIDEWALK AND PEDESTRIAN RAMPS ON MAIN AVENUE AND CSAH 21, PROJECT 95-15 APRIL 1, 1996 AGENDA #: PREP ARED BY: SUBJECT: INTRODUCTION: The purpose of this agenda item is to award the bid for Project 95- 15, Crossandra Street Sidewalk and Pedestrian Ramps on Main Avenue and CSAH 21. BACKGROUND: The installation of a sidewalk on Crossandra will provide a safe place to walk and connect a critical link between Franklin Trail and 160th Street. This sidewalk will also provide a link to the proposed trail system in Cardinal Ridge Park. The construction of pedestrian ramps on CSAH 21 and Main Avenue will help to provide safe crosswalk locations. Council authorized staff to solicit bids for the sidewalk and pedestrian ramps project on February 5, 1996. The City staff prepared the plans and solicited bids for the project from contractors. The bid opening was held on March 21, 1996, and the bids have been tabulated. The low bidder is West Star Curb and Concrete, Inc. of Watkins, Minnesota, in the amount of $36,609.65. The bid amount is above the engineers estimate amount of$32,995.50. DISCUSSION: The attached Resolution 96-34 accepts the bids for Crossandra Street Sidewalk and Pedestrian Ramps on Main Avenue and CSAH 21. The contractor that submitted the low bid is an experienced contractor that has done good work in the past. When this item was presented to the City Council at the February 5, 1996 meeting, crosswalks were intended to be constructed across CSAH 21 at six locations. Since that meeting, the County and the City have decided to delete the crosswalk at Quincy Street due to inadequate sight distances and to add a crosswalk at Highland A venue. The crosswalk location at Highland A venue was checked for sight distances by the County and the minimum sight distance required will be adequate. The Crossandra Street Sidewalk Project is proposed to be funded from the Capital Parks Fund. The cost estimate for the project is shown to be $3,113.65 over the original estimate. Staff will closely monitor the work of the contractor in the field to maintain and or reduce the quantities of sod, topsoil borrow, common excavation, and 6" concrete driveway. Staff has held information meetings with the residents and will continue to advise residents as work progresses. The Pedestrian Ramp Project is to be funded from the Street Collector Fund. The cost estimate for this portion of the project is shown to be $1,996.00 over the original estimate. It will be difficult to lower the quantities on the Pedestrian Ramp Project without compromising our design standards for slopes and widths. If possible, City staff will try to minimize the work required to construct the pedestrian ramps to lower the cost. CROS9SIS.OOC T T ALTERNATIVES: The alternatives are as follows: 1. Adopt Resolution 96-34 awarding bid for Project 95-15 in the amount of $36,609.65. 2. Deny this item for a specific reason. 3. Table this item for a specific reason. RECOMMENDATION: Alternative No.1. FINANCIAL IMPACT: The cost of Project 95-15 will be paid for from the Capital Parks Fund and the Street Collector Fund. ACTION REQUIRED: Make a motion and seco to accept the bid in the amount of urb and Concrete Inc. for Project 95-15.
