AWARD OF BIDS FOR 1994 POLICE SQUAD CARS
March 7, 1994
The police department, as part of it's 1994 budget
received authorization to purchase three 1994
marked squad cars. The amount budgeted for the
vehicles is $44,400.00. Because the purchase
amount exceeds $25,000 we have solicited bids in
conformance with state statute. Under the law, the
city council is responsible for awarding the bid
for this acquisition.
At the December 20, 1993 council meeting the city
council approved the operating budget for 1994.
One of the items which was approved was the
procurement of three marked squad cars. These are
replacement vehicles for our existing fleet. On
January 29, 1994, an advertisement for bids was
placed in the Prior Lake American to receive sealed
~ids for three 1994 Chevrolet Caprice squad cars.
The closing date of the bids was February 18, 1994
at 12:00 P.M. Three bids were received. The
three bids received were:

The budgeted amount per squad is $14,800. The bid
from Grossman Chevrolet is $14,479 per car or $300
under the budgeted amount. This year for the first
time we will be incorporating the Prior Lake logo
into the exterior car design. The cost for this is
estimated at about $300 per car which would be
drawn from this account.
DISCUSSION:
I recommend that the bid be awarded to Grossman
Chevrolet. The final date to order special order
vehicles such as squad cars was March 4, 1994.
With that deadline in mind a purchase order was
made out for Grossman Chevrolet and the squads were
ordered on March 2, 1994 subject to the city
council's approval of this bid award. If the cars
were not ordered we would not be able to order them
until sometime next fall. This would cause
vehicles with very high mileage and the possibility
of high maintenance costs.
ALTERNATIVES: The following options are available:
1) Award the bid to Grossman Chevrolet in the
amount of $43,437.00;
2) Reject all bids and purchase new squads in the
fall.
RECOMMENDATION: Award the bid to Grossman Chevrolet of
Burnsville.
ACTION REQUIRED: Adopt a motion awarding bid for 1994 police
squad cars to Grossman Chevrolet of Burnsville in
the amount of $43,437 which funds will be drawn
from account 42100-550.
