HomeMy WebLinkAbout4F - School Liaison Officer DICK POWELL Chief of Police CONSENT AGENDA: PREPARED BY: SUBJECT: DATE: INTRODUCTION: BACKGROUND: GRANTCC.DP POLICE DEPARTMENT 4F CHIEF DICK POWELL CONSIDER APPROVAL OF RESOLUTION 96-11 AUTHORIZING A GRANT APPLICATION, RECEIPT OF FUNDS AND EXECUTION OF A COOPERATIVE AGREEMENT FOR THE SCHOOL LIAISON OFFICER PROGRAM FEBR UARY 5, 1996 The City of Prior Lake, through the police department, recently applied for a grant from the State of Minnesota to augment the School Liaison Officer Program costs because the school district serves a greater population than the City of Prior Lake. This agenda item requests council approval of this grant. When the city and school district conceived the idea of jointly funding a school liaison officer position it becam e apparent that the cost should be spread beyond the school district and the city. Because the school district encompassed two other police jurisdictions besides Prior Lake, they should also bear a portion of the cost for the new position. (Unfortunately, the City of Savage refused to share in the cost.) Scott County provided a $7,700 contribution for the first year of the program and then discontinued their participation in 1995. T r DISCUSSION: ISSUES: ALTER NATIVES: RECOMMENDATION: ACTION REQUIRED: During the past school year, the program has been very successful. The program has had success in teaching G.R.E.A.T. (Gang Resistance Education And Training) to 600 junior high students, intensely counsel ten students weekly, identify pre-delinquent children and developing a cooperative working relationship with county welfare and court personnel. The School Liaison Officer has also addressed 600 students in the classroom on a variety of subjects. He has also referred five students to court when necessary as a result of his position in the school. The state apparently sees the value of the program and has agreed to help with the funding during the years 1996 and 1997 in the amount of $30,800. In order to proceed in receiving the grant monies, and making a final submission of the agreement, a resolution by the council is necessary to authorize the city manager to enter into the agreement. The council has the following options: 1.) Adopt the resolution 96-11. 2.) Defer action pending more information. 3.) Do nothing. Alternate 1. Adopt Resolution 96-11 and authorize the City Manager to take necessary actions to receive grant funds. L yles, City Manager . .-.. .-------,--...- - DICK POWELL Chief of Police MOTION BY: WHEREAS: WHEREAS: WHEREAS: POLICE DEPARTMENT RESOLUTION 96-11 RESOLUTION AUTHORIZING SUBMISSION OF A GRANT APPLICATION, RECEIPT OF FUNDS AND EXECUTION OF A COOPERATIVE AGREEMENT FOR SCHOOL LIAISON OFFICER PROG RAM SECONDED BY: The City of Prior Lake, through its police department, has submitted a grant application to the Minnesota Department of Public Safety, Office of Drug Policy and Violence Prevention; and said grant will provide $30,800 to assist funding of the School Liaison Officer program for 1996 and 1997; and funding provided under the terms of this grant will assist the City of Prior Lake to fund this program which benefits school children from Savage, Spring Lake and Credit River Township as well as Prior Lake residents. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PRIOR LAKE AS FOLLOWS: 1. The submission of the above referenced grant application in the amount of $30,800 is hereby approved. 2. Authorization to enter into a cooperative agreement with the State of Minnesota for this purpose is hereby approved. 3.
